November 14, 2012 MINOT CITY COUNCIL - SPECIAL MEETING ROLL CALL Members Present: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. Members Absent: Krabseth, M. Miller, Zimbelman. Acting Mayor Hatlelid presiding. PLEDGE OF ALLEGIANCE Acting Mayor Hatlelid led the City Council in the Pledge of Allegiance. PUBLIC HEARING – RESOLUTION NO. 3127 – DECLARING PROTESTS INSUFFICIENT – STREET LIGHTING DISTRICT NO. 63 – APPROVED The City Council held a public hearing on the resolution declaring the necessity of Street Light District No. 63 (reconstructing the downtown Minot street lighting system from Broadway to 3 rd Street and from Burdick Expressway to 1st Avenue North). No one appeared before the Council and three protests were received. The City Engineer reported three protests had been received which constituted 6% of the assessment area. He stated the Federal Courthouse property could not be assessed which would increase the assessment costs from $0.75 per square foot to $0.76 per square foot. Upon questioning, he indicated the project would have several input meetings to discuss the type of lighting. Whereupon, Alderman B. Miller moved that the public hearing be closed and that the City Council adopt Resolution No. 3127, declaring protests insufficient on Street Lighting District No. 63. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: none. abstain: Connole. ORDINANCE NO. 4636 – AMEND 2012 BUDGET – POLICE DEPARTMENT RADIO ANTENNA ENHANCEMENT SYSTEM – FIRST READING - APPROVED Alderman B. Miller moved that the City Council place Ordinance No. 4636, amending the 2012 annual budget in the amount of $59,152 for the purchase of a radio antenna enhancement system, on first reading. Motion seconded by Alderman Withus and carried unanimously. Alderman B. Miller moved that the City Council pass Ordinance No. 4636 on first reading. Motion seconded by Alderman Withus and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: none. ORDINANCE NO. 4637 – AMEND 2012 BUDGET – FEMA REIMBURSEMENTS, LANDFILL REVENUES, AND ENGINEERING REVENUES – FIRST READING - APPROVED Alderman Jantzer moved that the City Council place Ordinance No. 4637, amending the 2012 annual budget in the amount of $1,163,803 for funds received and expended from FEMA, landfill revenues and engineering revenues, on first reading. Motion seconded by Alderman Lehner and carried unanimously. Alderman Jantzer moved that the City Council pass Ordinance No. 4637 on first reading. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: none. ORDINANCE NO. 4638 – AMEND 2012 BUDGET – POLICE DEPARTMENT K-9 PATROL DOG PURCHASE AND TRAINING – FIRST READING - APPROVED November 14, 2012 Alderman Jantzer moved that the City Council place Ordinance No. 4638, amending the 2012 annual budget in the amount of $7,488 for the purchase and training of a Police Department K-9 patrol dog, on first reading. Motion seconded by Alderman Lehner and carried unanimously. Alderman Jantzer moved that the City Council pass Ordinance No. 4638 on first reading. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: none. ACCEPT FINDINGS OF THE UNMET NEEDS STUDY – APPROVED Alderman B. Miller moved that the City Council accept the findings of the Unmet Needs Study, on file in the Finance Director’s Office. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: none. ADJOURNMENT There being no further business, Alderman Lehner moved that the meeting be adjourned. Motion seconded by Alderman B.
