US 83 BYPASS – FUTURE CAPACITY AND PLANNING – APPROVED Alderman Lehner moved that the City Council maintain the US Highway 83 Bypass as a true bypass; further, direct staff to draft policies and procedures to restrict future accesses points to the bypass and begin the process to restrict access at existing access point; further, draft a policy of requiring the dedication of necessary right of way to the City through platting for the interchange  January 14, 2013 system improvements; further, prioritize street projects in northwest Minot that provide capacity upgrades to existing arterial and collector roadways; and further, that the City Council supports the requirement for street connectivity along the bypass with future plats to provide connectivity to the interchanges. FEMA TEMPORARY HOUSING UNITS ON PRIVATE PROPERTY – APPROVED Alderman Lehner moved that the City Council allow FEMA Temporary Housing Units to remain on private property locations until October 1, 2013; further, approve the criteria for a Special Use Permit process to allow a FEMA Temporary Housing Unit (THU) to remain on private property after October 1, 2013; and further, require Special Use permit applicants to secure a $10,000 bond. Motion seconded by Alderman Hatlelid. Alderman Lehner stated he hoped many will not have a need to apply for the permit. He commented a later deadline would potentially cause mid-winter removal of the units. The City Engineer stated staff had been asked to research the cost of removing a THU and also the cost of obtaining a performance bond. He indicated the removal cost would range from $1,500-$3,000 and a $10,000 bond would be around $200. Richard LeMay, 3410 County Road 19 South, appeared before the Council and stated the Special Use permit process will also affect those living in the 2-mile extraterritorial zone. Alderman B. Miller stated he would be in favor of a January 1, 2014 deadline. He commented the application process would need to be started in August in order to meet the October 1, 2013 deadline. He indicated a deadline of January 1, 2014 would be less of a burden on staff during the busier construction season.
