MAYOR’S REPORT Mayor Zimbelman reported he has reached out to the North Dakota Petroleum Council for volunteer assistance in addressing overgrown lots as they may have the equipment needed to abate the tall weeds and grass. He stated a program is being developed for service clubs and volunteers to assist in cutting overgrown yards in the valley. Mayor Zimbelman commented he would like to have the crews from the Street Department to spend some time only cutting weeds to try to complete the abatements. CITY MANAGER REPORT The City Manager reminded the Council of the 55th Street NE ribbon cutting ceremony on August 19 at 8:30 am and also of the groundbreaking for Washington Townhomes on August 8 at 1:45 pm. In addition, he reminded the Council of the August 8 MADC annual meeting. He stated weekly meetings are being held every Tuesday at 10:30 am at the Minot Public Library on the 6th Street Underpass project He commented the paving portion of the project should be substantially complete this year. The City Manager reported the Public Works Director will be attending the International Souris River Board meeting in Weyburn Saskatchewan on August 7 and 8, 2013. MAGIC FUND GRANT – MADC- UNITED POLY SYSTEMS (UPS), LLC - $800,000 ($400,000 FORGIVABLE LOAN AND $400,000 GRANT - APPROVED Alderman Hatlelid spoke in support of the MAGIC Fund recommendation but recommended that August 31st be used as the date by which employment requirements should be met in 2014, 2015, and 2016.  August 5, 2013 Whereupon, Alderman Hatlelid moved that the City Council approve the application from United Poly Systems (UPS), LLC in the amount of $800,000. Miller moved that the City Council declare the bid by Metro Construction, Inc. for the 21st Avenue NW Street and Utility Improvements project in the amount of $2,258,542.50 to be the lowest and best bid; and further, authorize the Mayor to sign the contract on the City’s behalf. Motion seconded by Alderman Moen. Upon questioning, the Finance Director reported an additional $550,000 would be needed to cover engineering services and project overages. She stated a portion of the funds would come from water and sewer fees and property taxes would pay for the street lights. Alderman Frantsvog commented some monies should be sought in the budget savings from open personnel positions. The Finance Director stated the City may currently have open positions; however, many new hires have been brought in at higher wages than the entry level which has reduced much of the budget savings. Following discussion, Alderman B. Miller withdrew his motion and Alderman Moen withdrew her second.
