MINOT CITY COUNCIL – SCHEDULED MEETING – 6:30 P.M.
ROLL CALL
Members Present:
Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus.
Members Absent:
Krabseth, M. Miller.
Mayor Zimbelman presiding.
PLEDGE OF ALLEGIANCE
Mayor Zimbelman led the City Council in the Pledge of Allegiance.
PUBLIC HEARING - 2014 BUDGET
The City Council held a public hearing on the proposed 2014 Annual Budget. Mayor Zimbelman opened the public hearing by
asking for any public comment on the proposed Budget.

Silbernagel, 1411 5th St SW appeared before the Council to oppose any increase to the City share of property taxes.
City employees Paul Laskowski and Donna Schonberger appeared to support the proposed pay plan.
Whereupon, Alderman Lehner moved that the public hearing be closed. Motion seconded by Alderman Withusr and carried by
the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson,
Seymour, Withus. nays: None.
The City Council recessed to a Committee of the Whole meeting at 7:48 p.m.
CITY COUNCIL RECONVENES
The City Council reconvened following the Committee of the Whole meeting at 8:26 p.m. with the following members in
attendance: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus.
Mayor Curt Zimbelman presiding.
COMMITTEE OF THE WHOLE REPORT – AMEND 2014 BUDGET
Alderman Hatlelid reported on the recommendations of the September 9, 2013, Committee of the Whole meeting and moved
that the City amend the 2014 Annual Budget as recommended by the Committee of the Whole, including the base budget as
presented by the City Manager, with the following amendments:
Additional Budget Requests
1. Add 1 Human Resource/Clerk Administrative Clerk for an increase of $47,779;
2. Add 1 Finance Accountant for an increase of $69,540;
3. Add 50% Finance Internal Auditor for an increase of $36,543;
4. Add 50% Finance Internal Auditor funded by CDBG-DR with no impact to the mill levy;
5. Add 1 Property Appraiser for an increase of $64,563;
6. Add 2 Utility Operator to Water Distribution for an increase of $59,354 and 1 pickup for an increase
of $41,500;
7. Add 1 Sewage Pumping Operator for an increase of $66,029;
8. Add 1 Storm Water Project Engineer for an increase of $106,704;

9. Add 2 Landfill HEO for an increase of $64,041 plus equipment and fuel for an increase of $315,938;
10. Add 2.74 mills to the pension line to account for needed funding due to closing of current Pension
plan and the requirement to close amortization of unfunded liability over a 30 year period.
Reductions/Offsets/Other
1. Eliminate Sertoma parking lot improvement for a reduction of $1,100,000; fund addition to Public
Works building and Water/Sewer maintenance building over two year period for a reduction of
$750,000 in 2014. Redirect fund savings from these projects to Street Improvements;
2. Reduction to Cemetery road improvements for a decrease of $140,000;
3. Reduction of $30,000 in equipment capital purchases for downtown street lights which will be
covered by the EDA Grant added to $30,000 reserves from 2013 budget for a total decrease of
$60,000.
ORDINANCE NO. 4752 – 2014 ANNUAL BUDGET – FIRST READING - APPROVED
Alderman Hatlelid moved that the City Council place Ordinance No. 4752, adopting the 2014 Annual Budget, as amended, on
first reading. Motion seconded by Alderman B. Miller and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey,
Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: None.
Alderman Hatlelid moved that Ordinance No. 4752 be passed on first reading. Motion seconded by Alderman B. Miller and
carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, B. Miller, Moen,
Olson, Seymour, Withus. nays: None.
ADJOURNMENT
There being no further business, Alderman B. Miller moved that the meeting be adjourned. Motion seconded by Alderman
Withus and carried unanimously. The meeting was adjourned at 8:28 p.m.
