Motion seconded by Alderman Lehner. James Hamilton of 2000 21st St NW appeared before the Council to express his concern about the location of the Daycare center. He stated he was unhappy with the location and felt the Daycare would add traffic to the residential area. He would like to see the issue studied a little further to see if the City can come up with a different location or solution. T.J Corcoran, representative for the proposed Corcoran School appeared before the Council to state the Daycare wants to be a good neighbor to residents in the area. The Daycare center will be installing residential lighting so they do not impact the neighbors. Mr. Corcoran also stated the Daycare will be putting up a large buffer, a taller fence and surrounding trees in order to help reduce the noise to a minimal amount during the times the children are outside. Mr. Corcoran continued by saying the  April 7, 2014 Daycare is licensed for 250 individual capacity at any given time. The actual capacity is generally at 50% due to different circumstances. Alderman B. Miller stated Minot is seeing a change in the demographics with younger families in the community. He believes approving this issue is what is good for the community as a whole. He continued by saying potential applicants will lose interest in providing services to Minot if requests continue to be denied. The Building Official appeared before the Council to state some stamped plans received by Engineers are not correct and need to be reviewed before permitting to ensure the City codes are met. Alderman Connole stated he believes the fees are getting too high and he does not feel the City Building Department has the right or qualifications to question an Engineer’s stamp. The Building Official responded by saying fees are consistent with communities of similar size with regard to commercial buildings. The City Engineer stated IBC has additional requirements that must be met with regard to code. Eric Wanner, President of Location Association of Builders, went before Council to ask if the fee is open ended in cost plan for residential. The Building Official responded by saying the plan review for residential would still be $75. Al Schall of Northstar Steel appeared before Council to state that currently permit fees are $5 per thousand of cost of the project. He feels it would be difficult to estimate a plan review fee to include in the cost for customers. The City Engineer stated fees are meant to offset costs for additional staffing hours to do the assigned work. Current staff hours are limited with current work load and these fees could offset costs if additional staff are brought on. The Building Official concluded by saying most permits take 4-8 hours to review and it is difficult to estimate cost if plans are not accurate.
