April 2, 2014 MINOT CITY COUNCIL – SPECIAL MEETING – 4:00 P.M. ROLL CALL Members Present: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, M. Miller, Moen, Olson, Seymour, Withus. Members Absent: Connole, Krabseth, B. Miller Mayor Zimbelman presiding. PLEDGE OF ALLEGIANCE Mayor Zimbelman led the City Council in the Pledge of Allegiance. ORDINANCE NO. 4818 – AMENDING 2013 ANNUAL BUDGET – INCREASE REVENUE AND EXPENDITURES – STREET IMPROVEMENTS FUND FOR WARD COUNTY SHARE – 55TH ST NE BYPASS – FIRST READING - APPROVED Alderman Hatlelid moved to place Ordinance No. 4818 on first reading, amending the 2013 Annual Budget to Increase the Revenue and Expenditures for the Street Improvements Fund for Ward County’s share of the 55 th ST NE Bypass. Motion seconded by Alderman Lehner and carried unanimously. Alderman Hatlelid moved to pass Ordinance No. 4818 on first reading. Motion seconded by Alderman Lehner, and was carried by the following roll call votes: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, M. Miller, Moen, Olson, Seymour, Withus nays: none. ORDINANCE NO. 4823 - AMENDING CHAPTER 28 ½ (TAXATION), ARTICLE IV (CITY SALES TAX), SECTION 28 ½ - 101, SECTION 28 ½ - 102, and SECTION 28 ½ - 106 OF THE MINOT CODE OF ORDINANCES – SECOND READING - APPROVED Alderman Hatlelid moved to place Ordinance No. 4823 on second reading, Amending Chapter 28 ½ (Taxation), Article IV (City Sales Tax), Section 28 ½ - 101, Section 28 ½ - 102, and Section 28 ½ - 106 of the Minot Code of Ordinances. Motion seconded by Alderman Lehner and carried unanimously. Alderman Hatlelid moved to pass Ordinance No. 4823 on second reading. Motion seconded by Alderman Lehner, and was carried by the following roll call votes: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Lehner, M.
