June 24, 2014 MINOT CITY COUNCIL - SPECIAL MEETING ROLL CALL Members Present: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour Members Absent: Connole, M. Miller, Withus Mayor Curt Zimbelman presiding. PLEDGE OF ALLEGIANCE Mayor Zimbelman led the City Council in the Pledge of Allegiance. REVIEW AND ACCEPTANCE OF COUNTY CANVASS AND DECLARATION OF RESULTS OF THE JUNE 10, 2014, CITY ELECTION Members of the City Council reviewed the results of the June 16, 2014, election as certified by the Ward County Canvassing Board, as follows: Mayor Park Board Chuck Barney 1327 Alderman - Ward 5 Charles Emery 1443 Write In 1033 Scott Knudsvig 150 Nancy Beck 1737 Miranda Schuler 170 Richard Sabol 1290 Alderman - Ward 1 Connie Feist 1871 David Lehner 154 Alderman - Ward 6 Write In 44 Robert Timm 127 Dave Pankow 461 Write In 5 Minot School Board Alderman - Ward 2 Laura Mihalick 1609 Benjamin Berg 186 Alderman - Ward 7 Lachelle Smith 657 Lisa Olson 261 Steven D Velk 1553 Alderman - Ward 3 Write In 7 Chris Baker 745 Dean Frantsvog 292 Write In 12 Municipal Judge Issue #1 (re: publishing minutes) Mark Rasmuson 2121 Yes: 2255 No: 264 Alderman - Ward 4 Write In 34 Milton Miller 357 Write In 13 Alderman Hatlelid moved the City Council accept the results of the June 10, 2014, election as certified by the Ward County Canvassing Board and the City Council declare the following seven aldermen as elected for 4-year terms: Ward 1—David Lehner, Ward 2—Benjamin Berg, Ward 3—Dean Frantsvog, Ward 4—Milt Miller, Ward 5—Miranda Schuler, Ward 6—Dave Pankow, Ward 7—Lisa Connole; as Municipal Judge – Mark Rasmuson, as Park District Board members— Charles Emery, Nancy Beck and Connie Feist; further as Minot School Board members – Laura Mihalick and Steven D Velk. Motion seconded by Alderman Frantsvog and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour. nays: none. June 24, 2014 PRESENTATION OF PLAQUE TO OUTGOING ALDERMAN Mayor Zimbelman presented a plaque to outgoing Ward 5 Alderman Scott Knudsvig in recognition of his years of dedicated service to the City and the citizens of Minot. Knudsvig thanked the Mayor and stated it was a pleasure working with him. He said the Mayor showed great leadership throughout his tenure. He continued by thanking the Council and said although they may not have agreed on everything, they showed mutual respect for each other’s opinions. He also thanked City staff for their service and dedication to the City of Minot. Knudsvig thanked the citizens of Minot for electing him to serve for 2 terms. He concluded by thanking his family for their understanding and in giving him the time to serve the citizens. Mayor Zimbelman presented a plaque to outgoing Ward 6 Alderman Blake Krabseth in recognition of his years of dedicated service to the City and the citizens of Minot. Krabseth thanked the Mayor and expressed his appreciation for his leadership. He also thanked City staff for their dedication and for always providing him with requested information. He stated that he has formed great relationships in working with the current Alderman. Krabseth thanked his wife Brenda and said that families pay a big price for their service. He concluded by thanking the citizens of Minot, stating it has been a pleasure to serve for them. CITY MANAGER COMMENTS The Acting City Manager read a statement by Mr. Withus who was not in attendance. He expressed his regret that he was unable to attend the City Council meeting due to a mandatory conference in Grand Forks. He also stated this experience for him was a great learning opportunity and it has been a pleasure working with the Council and the Mayor. He stated he believed they were all very hard working professionals who do everything possible for the good of the City, and they don’t get the credit they deserve. He also thanked the Department Heads and City staff for their hard work to keep the City running. MAYOR COMMENTS Mayor Zimbelman thanked his wife Linda for her understanding of his commitment. He knows how much this type of service affects the family. He described how he started out on Council as an Alderman at the age of 28. He spent 24 years as an Alderman and another 12 years as Mayor, which has been a time consuming commitment. He then thanked the citizens of Minot saying it was an honor and a privilege representing the City of Minot. He stated he has made great friends and built wonderful relationships. He continued to thank the dedicated City staff stating he has become close with many of them since the flood. He also thanked his good friend Alan Walter. He stated he has seen many ups and downs in the position but overall it was a very rewarding experience. ADJOURNMENT Alderman B. Miller moved the City Council adjourn. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour. nays: none. Meeting adjourned at 6:40 p.m. June 24, 2014 REORGANIZATIONAL MEETING OF MINOT CITY COUNCIL ROLL CALL: Members Present: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Moen, Olson, Pankow, Schuler, Seymour. Members Absent: Connole, M. Miller. Mayor Chuck Barney presiding. OATHS OF OFFICE The newly elected aldermen filed their oaths of office with the City Clerk. PRESENTATION OF PLAQUE Mayor Barney presented a plaque to outgoing Mayor Curt Zimbelman in recognition of his 36 years of dedicated service to the City and the citizens of Minot. He stated Mr. Zimbelman led the community through many obstacles the recent growth boom and the 2011 flood, with extraordinary leadership. He concluded by stating he considered Mr. Zimbelman to be a good friend of his. Mr. Zimbelman wished Mayor Barney and the current City Council the best of luck for the future. ELECTION OF COUNCIL PRESIDENT Alderman Hatlelid nominated Alderman Jantzer for the office of City Council President. Alderman B. Miller seconded the nomination. There being no further nominations, Alderman Hatlelid moved the nominations cease for the City Council President. Motion seconded by Alderman B. Miller and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Moen, Olson, Pankow, Schuler, Seymour. nays: none. Whereupon, Alderman Hatlelid moved the City Council cast a unanimous ballot for Alderman Jantzer for City Council President. Motion seconded by Alderman B. Miller and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Moen, Olson, Pankow, Schuler, Seymour. nays: none. ELECTION OF VICE PRESIDENT Alderman Jantzer nominated Alderman Hatlelid for the office of City Council Vice President. Motion seconded by Alderman Lehner. June 24, 2014 There being no further nominations, Alderman Jantzer moved the nominations cease for City Council Vice President. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Moen, Olson, Pankow, Schuler, Seymour. nays: none. Whereupon, Alderman Jantzer moved the City Council cast a unanimous ballot for Alderman Hatlelid for City Council Vice President. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Moen, Olson, Pankow, Schuler, Seymour. nays: none. Miller June 24, 2014 PENSION BOARD Frantsvog Lehner MAYOR’S REPORT Alderman Hatlelid moved the City Council approve the Mayor’s appointments to the following committees: Planning Commission Kevin Mehrer – Appointed with a term to expire June 30, 2017. Recreation Commission Jay Landsiedel – Reappointed with a term to expire June 30, 2017. Laura Mihalick (School) – Reappointed with a term to expire June 30, 2017. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Moen, Olson, Pankow, Schuler, Seymour. nays: none. ADJOURNMENT There being no further business, Alderman B. Miller moved that the meeting be adjourned. Motion seconded by Alderman Lehner and carried unanimously.
