September14, 2015 MINOT CITY COUNCIL – SCHEDULED MEETING – 6:30 P.M. ROLL CALL Members Present: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento Members Absent: None Mayor Chuck Barney presiding. PLEDGE OF ALLEGIANCE Mayor Barney led the City Council in the Pledge of Allegiance. Mayor Barney mentioned the death of former Police Chief Dan Draovitch and offered condolences to the Draovitch family. The funeral is scheduled for Saturday, September 19, at 1:30 pm at Our Redeemer Church. PUBLIC HEARING – CDBG-DR ACTION PLAN AMENDMENT – APPROVED The City Council held a public hearing to consider a substantial amendment to the current Community Development Block Grant- Disaster Recovery Action Plan outlining the reallocation of funds to provide funding for Planning Activity for the HUD Resiliency Competition Phase II application. Whereupon, Alderman Miller moved that the public hearing be closed and the City Council approve the amendment to the CDBG-DR Action Plan amendment. Motion seconded by Alderman Hatlelid and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento. nays: none. The City Council recessed to a Committee of the Whole meeting at 6:32 p.m. CITY COUNCIL RECONVENES The City Council reconvened following the Committee of The Whole meeting at 6:52 pm with the following members in attendance: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento Mayor Barney presiding. PUBLIC HEARING ON PROPOSED 2016 BUDGET – APPROVED The City Council held a public hearing on the proposed 2016 Annual Budget. Mayor Barney opened the public hearing by asking for any public comment on the proposed budget. Larry Bellew of 812 BelAir Place, stated he still believes the 5.54% increase to the City property tax is high. He said increases are difficult for people on a fixed income. As a State Representative for District 38, he said State Legislature did their part in providing property tax relief and believes the City should do the same. The Mayor thanked Mr. Bellew for his service in state legislature and for the funding he helped secure for Minot. The Finance Director stated surge funding provided by the state allowed the City to complete needed infrastructure and eliminate the need to raise water, sewer or garbage collection rates. The City Manager stated he looked at the overall budget holistically which allowed him, with the help of department heads to determine necessary priorities in the budget. Mr. Bellew stated he likes the method and public hearing process in this year’s budget Whereupon Alderman Frantsvog moved the public hearing be closed. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento. nays: none September14, 2015 COMMITTEE OF THE WHOLE REPORT – AMEND 2016 BUDGET Alderman Jantzer reported on the recommendations of the September 14, 2015, Committee of the Whole meeting and moved that the City amend the 2016 Annual Budget as recommended by the Committee of the Whole, including the base budget as presented by the City Manager, with the following amendments: Additional Staff Budget Requests 1. Add 2 Police Officers; 2. Add 6 Airport Facilities Technicians; 3. Add 1 Airport Services Coordinator; 4. Add 1 Information Technology Technician; 5. Add 1 Land Surveyor in the Engineering Department; 6. Add 1 Engineering Project Manager in the Engineering Department; 7. Add 2 Bus Drivers; 8. Add 1 Mechanic Light for the Bus Department; 9. Add 1 Project Civil Engineer in the Engineering Department; 10. Add 1 Heavy Equipment Operator in the Storm Sewer Department; 11. Add 1 Project Manager in the Public Works Department; 12. Add 1 Building and Grounds Worker Senior; 13. Add 1 Traffic Maintenance Worker; 14. Add 2 Light Equipment Operator in the Street Department; 15. Add 1 Police Officer for Patrol; 16. Add 1 Administrative/Bus Drivers. Add $20,000 increase to the City Manager’s budget for the Assiniboine River Basin Initiative. CITY MANAGER PERFORMANCE EVALUATION AND ADDITIONAL COMPENSATION – APPROVED President Jantzer stated a first year evaluation was completed on the City Manager with participation from Department Heads and Council. Responses to the evaluation were overwhelmingly favorable of Mr. Staab’s performance. Respectively, Mr. Staab requested additional compensation in the form of 3 added vacation days. President Jantzer recommends this request be approved as justifiable for the City Manager’s overall performance. Alderman Jantzer moved the Council approve the request of additional compensation for City Manager, Lee Staab in the form of added vacation; and further pass in the 2016 Budget ordinance an amendment to Section 2-48 (a) of the City of Minot Code of Ordinances to allow for the increased vacation leave to 21 days per year for the City Manager. Motion seconded by Alderman Shomento and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento. nays: none. ORDINANCE NO. 5012 – 2016 ANNUAL BUDGET – FIRST READING – APPROVED Alderman Jantzer moved the City Council place Ordinance No. 5012, adopting the 2016 Annual Budget, on first reading. Motion seconded by Alderman Connole and carried unanimously. Alderman Jantzer moved that Ordinance No. 5012 be passed on first reading. Motion seconded by Alderman Connole and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento. nays: none. ADJOURNMENT There being no further business, Alderman Miller moved that the meeting be adjourned. Motion seconded by Alderman Lehner and carried unanimously.
