MAYOR’S REPORT  November 2, 2015 The Mayor informed those present that a meeting was held on October 28 with the Make Minot Committee which involved himself, the City Manager and several members of the Make Minot Committee. In the meeting, options were discussed on how to move forward regarding the composition of City Council. The Mayor explained there is a disconnect between the Home Rule Charter and State law regarding the change in government form. The need to make changes to the Home Rule Charter will be addressed to give citizens the chance to change the Council if they so choose. The City has sent a request for the Attorney General’s opinion to move forward in a timely manner. The Mayor would like to see the Make Minot petition request, former Mayor Backes’ suggestion and the option to keep the Council as is on the ballot. Shaun Sipma of 920 4th Ave NW appeared representing the Make Minot Committee. He indicated he had a good conversation with the Mayor and the City Manager. The Committee wants citizens of Minot to have a voice through an election. He said he is happy to hear the process is moving forward. The Mayor then welcomed Boy Scout Troop 425 who were present to earn their citizenship badge. He invited the Alderman to attend a tutorial session November fourth and fifth to review the new website. He welcomed and introduced Kelli Flermoen who has accepted the position of new Fire Chief for Minot. She will start on January 4, 2016. CITY MANAGER REPORT The City Manager appeared before Council to review current priorities. He indicated the City is devoting a great deal of time to improve public communication and transparency. He would be providing his third City Manager update to the website this week. He informed those in attendance the final draft for the National Disaster Resiliency Competition had been submitted and the City expects to hear the results in January 2016. The City was able to secure $1.08 million in local leverage for the application. Mr. Staab gave an overview of current affairs in several departments. He stated the airport terminal is 90% complete and is currently having jet bridges installed. He indicated the airport parking would be completed by November 13th. He thanked the Fire Department for their participation and instruction to school children for Fire Prevention Month. Mr. Staab invited the public to a meeting on November 9th at McKinley School by the Public Works Department to discuss Phase I of the Flood Protection Plan. He informed the public of the opening of Central Ave to Broadway and updated them on the downtown projects. The City Manager congratulated the Finance Department on the certificate of achievement for excellence in financial reporting for the 35th year and stated sales tax collection is up 2.6% from 2014. Upon questioning by Alderman Miller as to the unanimous passage of this item by the Planning Commission, the City Planner stated there was limited attendance by Commissioners at the meeting with no discussion. ORDINANCE NO. 5019 – TAXI COMPANY WHEELCHAIR ACCESSIBILITY REQUIREMENTS - SECOND READING – APPROVED Alderman Frey moved the City Council place ordinance no. 5019 on second reading, to require Taxi Companies, with one or more vehicles in fleet to: Have at least one wheelchair accessible vehicle; and Adhere to ADA regulations. Currently licensed Taxi Companies would be given a 6 month grace period from the date of annual renewal to be compliant; the grace period would only apply to the upcoming renewal period. All newly licensed Taxi Companies must be compliant at the time of licensing. Motion seconded by Hatlelid and carried unanimously. Chris Ryan of Premiere Cab asked that the provision of this ordinance with regard to existing cab companies be extended to one year compliance period due to limited financial capabilities. Alderman Schuler stated she chaired the Ad hoc committee that met to discuss this issue several times. She believes the option proposed is not unreasonable. Extending the grace period would impact availability of service to the disabled which is what the committee was trying to resolve. Jennifer Thom of 909 16th Ave SE believes smaller companies need to follow guidelines and be accountable just as larger companies do. Joe Howard of 1909 East Burdick believes the proposal does not fairly take into consideration smaller cab companies. Oley Larsen, District 3 Senator stated he became involved with Independence Inc. and has worked to address this issue to supply adequate transportation to disabled individuals. He does not anticipate this will be a big expense to smaller companies and believes businesses need to make adjustments as required. Scott Burlington of Independence Inc. stated he appreciates the work the Ad hoc committee has accomplished. It assures there is opportunity for persons with disabilities. Claude Sem stated this will allow his disabled daughter to be more spontaneous and fit into the community. Brandon Rowenhorst stated he appreciates what the Ad hoc committee has accomplished. He stated that everyone was invited to participate in the debate but some chose not to attend. He believes this issue cannot be delayed any farther. The additional transportation options will help with the workforce as disabled people will be able to work and assist the economy. David Hase of Taxi 9000 explained there are currently nine cab companies in town. If it is only required that larger companies obtain handicap accessible vehicles, that limits the number of vehicles to only two.
