MAYOR’S REPORT The Mayor announced that the City of Minot will receive $74.3 million from the HUD Resiliency Competition. He commented that Minot’s size worked to our advantage because the entire community was able to get behind the process. The Mayor stated he had a productive meeting with Governor Dalrymple to discuss flood protection. He then recognized Nancy Simpson and Mia Dillard as the VISTA members working on community projects for the City. CITY MANAGER REPORT The City Manager publicized the success of the first day for the Minot Fun Zone. He stated 149 kids came to the Auditorium for bouncy castles, games and sports. It will continue every Monday and Wednesday from 9am until 12 noon. He then showed a brief film created by the Rockefeller Foundation, highlighting five cities chosen to represent resiliency. Out of those five cities, Minot was the only one to receive an award from the competition. The City Manager then showed a film to display the work done on the Parking Ramps and the New Airport Terminal. He stated there will be a ribbon cutting for the Parking Ramps on February 11th and an Open House for the Airport on February 20th. RESOLUTION NO. 3478 – A RESOLUTION OF SUPPORT FOR MOVING FORWARD THE #MAKEMINOT PETITIONER GROUP’S ALTERNATIVE PROPOSAL AND SCHEDULE REGARDING THE PROPOSED COUNCIL-INITIATED BALLOT QUESTION TO CHANGE THE FORM OF THE CITY OF MINOT’S GOVERNMENT FROM A COUNCIL WITH FOURTEEN ALDERMEN AND A MAYOR TO A MODERN COUNCIL WITH SIX ALDERMEN ELECTED AT-LARGE AND A VOTING MAYOR– APPROVED Alderman Lehner moved the City Council adopt resolution no. 3478, a resolution of support for moving forward the #MakeMinot petitioner group’s alternative proposal and schedule, regarding the proposed Council-initiated ballot question to change the form of the City of Minot’s government from a Council with fourteen Alderman and a Mayor to a Modern Council with six Alderman, elected at large and a voting Mayor. Motion seconded by Alderman Shomento. Shaun Sipma, of 920 4th Ave NW, representative of the MakeMinot Committee stated the resolution was jointly crafted by their attorney and City staff in order to give a clear signal that the citizen’s petition will be honored. Alderman Jantzer questioned the City Attorney as to whether there will be any legal issues given that the resolution is different than the original petition. The City Attorney responded that since the City Council did not have the authority to vote on the original petition within the required time frame, this resolution is an alternative proposal. She continued by saying the MakeMinot Committee sponsors intend to pull the original petition if the Home Rule Charter amendment passes. Alderman Olson clarified for the public that if the resolution passes, it does not show the Council’s support for the idea of a six person modern council elected at large, it shows their support for the process leading to an election. Lianne Zeltinger of 422 17th St NW, came forward to state her concerns. She explained the Home Rule Charter Committee was established in 1970 and it took two years to develop the Home Rule Charter. She continued by saying, since then, there have only been two amendments and she urged citizens to appreciate what a big deal it is to make changes. She stated there needs to be more public discussion before rushing into a new form of government. She questioned what problem the petition is trying to solve and asked about specific details for the new modern council such as, term limits. She stated she sees the resolution as an attempt to make the petition legal and wants each sponsor to support setting aside the petition. The Mayor stated there will be an election on March 1st to vote on whether or not City Council has the authority to change the government. Currently, Minot’s Home Rule Charter does not match State law regarding that concept. He said, the number of signatures that MakeMinot was able to capture validates the issue as something that needs to be addressed. If the Home Rule Charter is amended, there will be an election in June where the citizens will decide how the government should be set up.  February 1, 2016 Alderman Schuler questioned if the resolution does not pass, would the original petition be on the ballot in June, to which the City Attorney responded, it would not be the original petition because of the time constraints but the concept would be put to a vote. Alderman Schuler stated the petition was originally drawn up to create a five member modern council but the sponsors have changed that to six members, she asked the MakeMinot Committee if that contradicts any of the signatures from supporters. Shaun Sipma stated the resolution was a form of compromise to address issues brought up after submission of the petition. He said there were only four supporters who questioned the changes but they all agreed on supporting the new proposal. He stated the main issue is whether to keep the ward system or elect members at large. Whereupon a vote was taken on the motion by Alderman Lehner, seconded by Alderman Shomento and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Hedberg, Lehner, Miller, Shomento. nays: Jantzer, Olson, Pankow, Schuler, Seymour. FEDERAL COMPLIANCE OFFICER- JOB DESCRIPTION – APPROVED Alderman Lehner moved the City Council approve the position and job description for a Federal Compliance Officer. Motion seconded by Alderman Pankow. The City Manager explained that the need for a Federal Compliance Officer stems from the recently awarded $74.3 million in Federal funds from HUD. The City of Minot will need an expert in order to properly distribute those resources and maintain compliance with all federal regulatory requirements. Upon questioning by Alderman Miller, the City Manager stated the search to fill this position will begin immediately. Alderman Hedberg asked what the cost will be to the City, to which the City Manager replied, the position will be entirely paid using grant money which allows for 5% of the grant to be used for administrative costs. Alderman Frantsvog asked what the salary range would be, to which the City Manager stated, between $57,000 and $75,000. Alderman Miller questioned who the Federal Compliance Officer would report to and the City Manager stated he/she would report directly to him as directed by the City Attorney. Whereupon a vote was taken on the above motion by Alderman Lehner, seconded by Alderman Pankow and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour, Shomento. nays: none.
