CITY MANAGER REPORT The City Manager introduced Anne Thorvik, the interim Director of the Airport, as well as Carter Thompson, the new Principle Planner. He then showed a brief video demonstrating the transition between the old terminal and the new airport which had its first flight on February 29th. He stated, May 6th will be the VIP Grand opening for the terminal with guests from Washington D.C. He announced the need for volunteers at the airport to work three hour shifts directing visitors throughout the new terminal. He gave an update on the National Disaster Resilience Program by stating, all of the 15 projects in the plan will be funded but it is still being determined exactly how much funding will go to each project. He continued his updates by stating the Renaissance parking structure has its equipment installed and it will be fully operational starting March 14th and work is still being done on the Central ramp. The 6th Street Underpass is nearing completion and he urged citizens to refer to the City website for information on the new lighting system being installed. The Water Treatment Plant is progressing on schedule. The downtown infrastructure project will have a bid opening on March 17th for the second phase of reconstruction. He concluded by showing recognition to the Water and Sewer department for all of their hard work. RESOLUTION NO. 3484 – CONDITIONAL USE PERMIT- COMMUNITY MEDICAL SERVICE- ALLOW OPIOID TREATMENT CLINIC IN A C2 DISTRICT ON LINHA’S 5TH ADDITION, LOT 1 – APPROVED  March 7, 2016 Alderman Miller moved the City Council adopt resolution no. 3484 to allow an opioid treatment clinic in a C2 district on Linha’s 5th Addition, Lot 1. Motion seconded by Alderman Olson. This property is located at 300 30th Ave NW, Unit D. Finding of Fact: 1. Subject property is zoned C2, General Commercial. 2. Section 11- 4 e), the request is allowed with a Conditional Use Permit. 3. Section 30-3 a) and d) Intent of land use and the required information for Planning Commission consideration of the zoning ordinance have been met. Mayor Barney stated, since the opioid treatment clinic has been such a debatable topic, he would open the floor for discussion staring with those in favor of the clinic. Patrick Uri, a Minot resident, stated he has experience in law enforcement and corrections as well as working with addiction. He explained patients need more than abstinence based treatment. He countered the claim the clinic will attract addicts to the community by saying they are already here and they need help. Paul Strokland voiced his support for the clinic. He described the personal struggle he has had finding treatment for his daughter. He explained that addicts are people too and they live and work in this city just like anyone else. This center can help people who need it. Rebecca Schmaltz, a Minot resident, described her story of addiction. She discredited the image of a stereotypical drug addict by explaining how prescription pain medication led her down a road of withdrawal and relapse. After years of unsuccessful treatment, she found help at a Community Medical Service clinic in Kalispel, MT. It required her to stay 13 hours away from Minot and her family, while pregnant and undergoing treatment. She stated, she has been clean for seven months but still has to drive to Billings, MT every two weeks because Minot does not have a facility. She stated, drug dealers have taken advantage of the high wages in Minot that resulted from the oil boom but, she explained, if there is a clinic it will result in less users and the dealers will leave. Nancy Simpson, a Minot resident from Atlanta, spoke about a friend who suffered from addiction. She urged those opposed to the clinic to imagine what it would be like if it was your family or friends who had to be taken away from a support system in order to find treatment. Mary Bower, a jail minister at Ward County stated she is aware of overcrowding and the increase in drug related crime and instances of overdoses. Her concern is that, with a methadone clinic, one substance is used to replace another which is more of a Band-Aid for the problem rather than a solution. She questioned who is monitoring the clinic and where funding comes from. Ms. Schmaltz responded to her concerns by saying the clinic in Montana is thoroughly monitored. She stated, she speaks to a counselor multiple times each week and visits with the counselor at the office. She said there are random drug screens to keep patients in check and that payments are made out of pocket. She concluded by stating, Community Medical Service is a better answer than shipping someone off to treatment where the instance of relapse is so frequent. Mr. Strokland also added, there is a strict process where the patient goes to the clinic and receives the medication on site. They cannot just walk in, get drugs and leave. Laurie Schmaltz, Rebecca’s mother described her battle in dealing with drug abuse. She explained it is not just “those people” as they have been described by some. She stated it could happen to anyone and they need a support system nearby during treatment. She explained that for some rehab facilities she was told there was a six week waiting period to get treatment. She concluded by saying, she is glad her daughter has gotten the help she needs but a facility in Minot is necessary at this point.
