MAYOR’S REPORT The Mayor mentioned a few of his recent meetings including one with Task Force 21, where Senators John Hoeven and Heidi Heitkamp were in attendance. He had a meeting with the National Guard and he stated the new Fire Station had its ribbon cutting on March 23rd. CITY MANAGER REPORT The City Manager introduced Chris Owen, the Federal Compliance Officer, and stated he will oversee the spending of Federal Funds. He gave a few important dates for upcoming events such as, the Downtown Infrastructure meeting on April 6th, a neighborhood meeting on April 14th regarding plans for flood protection and he mentioned the City wide clean up weekend, May 13th and 14th. He also showed a brief video demonstrating a flyover of the proposed flood walls. He then gave updates on several City departments. He stated, the Airport has been open for five weeks and gave a reminder that there is no parking allowed in front of the building but instead encouraged patrons to use the 30 minute free parking. He said the TSA Pre-check is underway and the dedication ceremony for the Airport will be on May 6th. He stated the Central Ramp is still scheduled to open May 15th. He gave updates on road closures in the area of 16th St. near the Water Treatment Plant and the Oak Park Bridge replacement. He mentioned some events going on at the library including, adult coloring and summer reading programs. He stated the City has been undergoing an annual audit in the Finance Department and as of last Friday, there were no known violations found. The audit is done by an outside source chosen through a competitive request for proposals process. Finally, The City Manager read a letter from Rev. Paul A. Krueger commending  April 4, 2016 the outstanding service of several City employees for helping during the reconstruction of a flooded home. The Mayor recognized Building Inspector, Mike Murphy, Electrical Inspector, John French, and Mechanical Inspector, Luke Tillema, by giving them his honorary coins. CITY ATTORNEY REPORT The Assistant City Attorney stated, as listed in her written report under item #2c, an offer was made to Aaron Birst as Special Assistant City Attorney for the prosecution of an employee of a Ward County law enforcement agency. Mr. Birst has accepted that offer pending the approval from the City Council under the Finance & Improvements section of the agenda. She explained there will be little, if any expense to the City. He stated, it was denied due to the material of the building and the fastener type to be used. He explained, the business has been doing construction in Minot since 1980. With the help of the Planning Department they found a lot in an M2SU Industrial Zone and have been adding buildings to the lot since 2008. All four current buildings are within the city zoning requirements and they would like to add a similar building. He said, there is currently no road it would be facing and believes it would be harmonious with adjacent structures. The Mayor asked Mr. Stein if he had submitted an appeal to the Planning Commission yet, to which he replied by saying he had not, but if that is the proper procedure, he will do so. Alderman Seymour asked the City Engineer if the City would have saved money by using box culverts rather than replacing the Oak Park Bridge, to which he replied by saying, that was their first option but after further research decided against it. He stated, by using culverts the soil around the area would settle and require constant maintenance. The department also had to consider the environmental impact and the regulations put forth by the Corps of Engineers. He explained they can build a shorter bridge which is easier to construct and it will last longer. Alderman Lehner asked if the bridge will be tall enough for kayaks or small boats to fit underneath, to which the City Engineer responded by saying, it will have the same clearance as the current bridge. APPROVAL OF 65/35 SPLIT BETWEEN THE COUNTY AND THE CITY FOR THE 911 FEE – APPROVED Alderman Seymour moved the City Council approve the 65/35 split between the Ward County and the City of Minot for the 911 fee. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Miller, Olson, Pankow, Schuler, Seymour. nays: none SUBDIVISION OF SCHALL ADDITION, LOTS 1 & 2 – APPROVED Alderman Miller moved the City Council subdivide Beaver Creek Estates, Block 3, Lot 5 and Outlot 4 of Section 9-154-83 into 2 lots to be known as Schall Addition, Lots 1 & 2 for the purpose of a lot line adjustment. Finding of Fact: 1. The property under consideration is currently zoned AG (Agricultural) and RA (Residential Agriculture). 2. The proposed site plan and elevations meet minimum requirements of the AG and RA zoning district. Conditions: 1. Storm Water Management Plans will be required and approved by the City Engineer prior to issuance of any building permits.  April 4, 2016 2.
