PERSONAL APPEARANCES Shannon Straight of 913 2nd Ave SE, appeared before the Council to commend the efforts by the Friends of the Souris for their April 23rd cleanup event. He stated there were 7.33 tons of garbage removed from the river around Roosevelt Park and thanked members of the City for their help donating dumpsters and volunteering. He said there will be another event to clean the river around Oak Park during the city-wide cleanup on May 14th. He concluded by inviting everyone to attend a candidate Meet and Greet, sponsored by the MakeMinot Committee, to allow citizens to meet the City Council candidates running in the June 14th election. The event will take place at the Auditorium in room 201.  May 2, 2016 The Mayor offered his gratitude toward Mr. Straight for taking the initiative to launch the events to clean the river. He stated Mr. Straight is an inspiration to the community and urged him to keep moving forward in his activities. Robert Field of 2710 BelAir Dr. came before the Council to state his concerns over the downtown construction project. He stated, bump outs were attempted years ago, but were removed after being affected by weather, disgruntled drivers and finally fire truck maneuverability. He then said he insists on keeping the traffic lights in the intersections to protect the safety of pedestrians. The Mayor responded by saying, safety is the number one concern. There have been many discussions on those issues between himself, the engineers, and the Downtown Association and it continues to be discussed. MAYOR’S REPORT The Mayor said he attended the Military Ball last month and gave a speech at the Minot Chamber of Commerce Honors Banquet. He invited everyone to attend a public meeting concerning Recycling on May 9th at 6:30 in the Auditorium. He stated the Community Facilities Committee will meet on June 8th and will be accepting proposals until May 31st. He concluded his report by presenting a proclamation to Aaron Bliven for his outstanding contribution to the City of Minot. He stated, the Renaissance Ramp has been open since February and the Central Ramp should be ready in about a month. The Downtown Infrastructure project has started up again, beginning with the completion of the final block of phase 1 and starting phase 2. He said the Water Treatment Plant flood walls are progressing. He then showed a preliminary rendering of the Office of Resilience for downtown Minot which will house the Resilience AmeriCorps employees. Motion seconded by Alderman Connole. Alderman Miller asked the Finance Director to explain the process leading up to eminent domain. The Finance Director replied by saying, there were projects comprised of buyouts and acquisitions, each property was independently appraised and compared to similar properties to come up with an offer. If the offer is rejected by the homeowner, they go through negotiations and if necessary, an appeals hearing. The department is still working with the individuals and eminent domain is a last resort. She also noted, the verbiage Alderman Miller requested at the Finance & Improvements Committee meeting was reviewed by Swanson and Warcup but was found to be redundant as the eminent domain process is already defined as contingent upon prior settlement. Alderman Shomento asked if the properties are primarily hung up on price, to which the Finance Director explained there are different stages for different properties. Some are trying to find a comparable home. She also stated these are the first 10 properties but there will be more brought before Council in the future. Upon questioning by Alderman Miller regarding funding, the Finance Director replied, the costs are split 75% state water commission funding and 25% CDBG-DR funds. Motion seconded by Alderman Lehner and carried unanimously EMERGENCY ENGINEERING SERVICES FOR WELL EXPLORATION FOR MINOT AQUIFER – APPROVED Alderman Jantzer moved the City Council declare the well exploration for Minot Aquifer project an emergency so the bidding process can be shortened, in accordance with state law and authorize the Public Works Director to negotiate a contract with Houston  May 2, 2016 Engineering for the design and construction engineering of developing new wells in the Minot Aquifer and authorize the Mayor to sign the contracts on the City’s behalf. Motion seconded by Alderman Connole. The Public Works Director explained there are issues with the well in the Minot aquifer. The well drillers have determined there is sand and sediment causing a decrease in production and the wells need to be re-drilled. He stated, with summer approaching, the two wells need as much production as possible and therefore, the City must expedite the process. Alderman Connole asked how many wells will be involved in this project to which he replied by saying there will be three wells repurposed and should be online by summer. Upon questioning by Alderman Schuler, the Public Works Director replied, they will be about the same depth as the current wells, at 130 feet. He also responded to questions about funding by stating, the estimated cost is about $500,000. He supplied a letter from the North Dakota State Water Commission stating the project is eligible for NAWS Funding. RESOLUTION NO. 3502- IN THE EVENT THE MAKEMINOT PROPOSAL FAILS IN THE JUNE 14, 2016 ELECTION, THE CITY COUNCIL ACKNOWLEDGES SUPPORT FOR AN ALTERNATIVE MEASURE TO BE CONSIDERED ON THE NOVEMBER 2016 BALLOT – APPROVED Alderman Schuler moved the City Council adopt resolution no. 3502, acknowledging support for the alternative measure to consider on the November 2016 ballot in the event the MakeMinot proposal fails in the June 14, 2016 election. Motion seconded by Alderman Berg. Alderman Schuler presented an alternative plan for City Council in the event the MakeMinot proposal fails in the June election. She supplied a resolution outlining a system of four voting wards, with two Alderman per ward, which would be established by quadrants and divided into roughly equal populations. She stated, if the measure does not pass in June, there would be no need for a Special election but it could be placed on the ballot in November. Alderman Frantsvog asked if it could be on the same ballot in June, to which the Finance Director and City Attorney responded, it is too late to add anything to the June ballot. The City Attorney requested confirmation this is a non-binding resolution, to which Alderman Schuler replied by saying it is. Alderman Lehner asked if other alternatives came forward, such as maintaining the existing wards but only one representative from each ward, would multiple measures be allowed on the ballot in November or would we be bound to only voting on this option if the resolution is adopted? Alderman Schuler replied, the ward system is confusing but with quadrant lines it is more clearly laid out and each ward would include a portion of the valley. Alderman Shomento asked if this should wait until after the decision is realized in the June election. Alderman Schuler responded by saying it is important to let voters know there will be other options. If a citizen is just looking for something to change they may vote for a system they don’t believe in without getting a chance to consider alternatives. Alderman Miller questioned the legality of the quadrant system based on the requirement to have equal representation in each ward.  May 2, 2016 The Finance Director stated there would need to be a remapping of the City based on the 2010 census. She also explained, if the City were to undergo a new census the cost would be upwards of $1 million.
