PERSONAL APPEARANCES Robert Field of 2710 BelAir Dr. came before the Council to reiterate his concerns over the downtown reconstruction project, particularly the need for traffic lights and his dislike of bump outs. He stated, the traffic study done by the engineering department took place in February when freezing temperatures caused pedestrian and vehicle traffic to be abnormally low. The growing activity of Downtown Minot should be reason enough to reinstall traffic lights. He believes the study does not reflect accurate information and wants the City to use funding for traffic lights rather than stop signs. He also stated that he is frustrated and does not believe bump outs are an appropriate design for downtown. CITY MANAGER REPORT The City Manager began by announcing a change to the upcoming Committee Schedule. The Finance & Improvements Committee and Airport Committee will meet on Monday, June 27th, starting at 4:15 pm and there will be a Reorganization meeting on Tuesday, June 28th at 6:30 pm. He then gave a presentation on the National Disaster Resilience Competition and the projects selected for Minot. He explained the goals to; reduce flood risk and increase resilience, build affordable, resilient neighborhoods, and foster economic resilience and diversification. He proclaimed Minot was one of only three cities chosen as a recipient for the grant, among New York, and New Orleans, and will be held to a very high standard when it comes to reflecting the values of the HUD program. He stated, the Finance Director, Chief Resilience Officer and Federal Compliance Officer recently visited the Rockefeller Academy in New York City for training. He gave some details about the specific projects that will be funded including additional acquisitions which will diminish risk by getting more people out of harm’s way, identifying public gathering spaces and updating the plan for affordable housing. Projects will begin right away with public input meetings and updated studies. Upon questioning by Alderman Seymour as to whether there were any surprises in the Federal Register which was published Friday, the City Manager explained, it did not include the waiver the City requested in order to extend the life of the grant to 2022, giving an additional two years to spend the funds. He stated, however, he still expects the waiver to be approved. Alderman Connole brought up the proposed CDM Smith agreement for administrative services and questioned if the amount of $19 million is too large for this grant. The City Manager explained by saying, HUD awarded Minot with $74.3 million but there are also about $130 million coming from leveraged sources which makes the entire project almost $200 million and will be carried out over six years. The CDM Smith contract equals about 9.6% of the total and the national average for this kind of service is about 10%-12%. The City Manager stated he is confident in the agreement. Mr. Staab then gave an update on the construction projects around the City, stating the parking garages are open, the downtown project has laid out the milestones for completing each stage. The Water Treatment Plant has begun work and have closed 16th St but it will be open again by the start of school in the fall. Work on the 6th St Pump Station is continuing and it will be activated June 21st. The City Manager recognized Nick Reynolds and Guy Stromme for excellent service and read a letter submitted by a grateful citizen. The report concluded with Chief Olson presenting the ND Peace Officers Life Saving award to Rayshon Love, Kevin Cory, and Jarid Foley (not in attendance). Teri Aldrich came forward to express her gratitude toward the Police Officers for going above and beyond, by not only saving her husband’s life but showing a great amount of care in the days following. OTHER BUSINESS Alderman Hatlelid asked the Police Chief about the status of the SideKick’s Lounge Hotel-Motel liquor license. The Police Chief responded by saying, the hearing which took place in December, gave the establishment until June 1, 2016 to become compliant with the requirements of the Hotel-Motel License. As of June 2, 2016, the Police Department has begun their investigation and will report their findings when completed. Upon questioning by Alderman Lehner, the Police Chief stated, SideKick’s is still open for business. FORWARD AUTOMATION AND RECYCLING TO BUDGET PROCESS AS RECOMMENDED BY THE RECYCLING AD HOC COMMITTEE – APPROVED Alderman Schuler moved the City Council approve the request to include automated trucks and the necessary trash receptacles in the 2017 budget; include the design phase for the transfer facility and required infrastructure in the 2017 budget; send mailers requesting residents choose a can size in late 2016 and early 2017, with the default size for no response being 68 gallons; include construction costs of the transfer facility in the 2018 budget; roll out recycling in 2019; and implement two, city-wide trash collection events per year, one at the end of May and one in mid-October for residents to dispose of larger sized trash. Motion seconded by Alderman Shomento. Alderman Schuler thanked the Recycling Ad Hoc Committee for their hard work during their meetings and also thanked the public for all of their input. She introduced the Assistant Public Works Director, Jason Sorenson, who gave a presentation on automation and recycling and the plan to implement it in Minot. Mr. Sorenson explained, the sanitation department has been researching automation for the past few years and said, it works hand in hand with recycling. During his presentation he stated, automated trash pickup is more efficient, cost effective, safer for workers, cleaner and results in less customer complaints. The plan for Minot is to implement the new process in 2017 but retain the current pickup schedule of two times per week. He explained, all trash must fit into the provided receptacle but bulk items could still be collected by scheduling a pickup. Mr. Sorenson stated, the collection fee in Minot is $10.18 and has not changed since 2008, whereas the cost for the City to conduct collection is on average $5.24 higher than the current rate. He explained, regardless of whether automation is implemented or not, the collection rate may need to be increased. He provided budget estimates through 2019, factoring in the cost to lease six automated trucks and enough containers for every household. He showed there would be a slight spike in the budget while the number of employees remains at its current level, but through attrition and transfers, the number of employees needed for trash collection will be cut to 10, saving the department in salary costs. He further explained, a transfer facility would be necessary at a cost of approximately $2 million but options to pay for that expense include applying to the Community Development Fund, using current tax collections or issuing bonds. Upon questioning by Alderman Lehner regarding the number of bins provided to a duplex, Mr. Sorenson stated, the bins would be provided based on the water/sewer accounts. He continued by saying, additional bins and those types of details would need to be ironed out upon implementation. Alderman Schuler addressed the concerns expressed by older and disabled residents by introducing a “valet” program used in other cities. Under that program, residents can provide a note from a doctor and the driver of the collection truck will retrieve the can for the resident and return it when emptied.  June 6, 2016 Alderman Pankow inquired about the average acceptance rate of a recycling program to which Mr. Sorenson replied, in Fargo it has only been about 16% for their multi-sort program which is why Minot would like to do a single-sort. Mr. Sorenson explained, in order to make an impact on the landfill and postpone a costly expansion, ideally, surrounding communities would participate as well. By building a transfer facility, haulers outside of the City of Minot will be able to divert their recyclables as well. Alderman Frey asked about the specific costs for trucks and collection bins, to which the Assistant Public Works Director explained, those costs were factored into the budget estimates through 2019. The only variable would be the cost of transferring loads to a Materials Recovery Facility in Minneapolis which depends on quantities that cannot be predicted at this time. Alderman Pankow asked if the intent of the item on the agenda is to include automation and recycling in the 2017 budget at which point it will be approved or removed during budget review, to which the City Manager replied by saying, yes. He further clarified, the Council can vote yes to move this project forward to the budget process or vote no, and send it back to the Recycling Ad Hoc Committee to come up with another plan. Alderman Miller commended the committee for their work but stated he doesn’t believe it should be voted on at this time. He would like to wait until after the upcoming election to see if the composition of City Council will be changing. Alderman Lehner stated, the scope of Council wouldn’t change for at least a year regardless of which way the election goes and called the question. Alderman Jantzer called upon anyone in the audience who wished to speak on the issue to which Borgi Beeler, CEO of Kalix came forward. She stated she is a member of the Recycling Ad Hoc Committee and was impressed by the amount of work done by the Public Works department. She explained, the complaint she hears most often from residents of Minot, is that they want Kalix to do more for recycling. Her response to them is that in other cities it is up to the public entity to provide a comprehensive program due to their capacity. She emphasized her support for the program. OTHER BUSINESS Alderman Lehner reminded all participants running for office that yard signs are not permitted in the right of way and must be moved. The City Manager introduced Derek Hackett, the new Public Information Officer and Rick Feltner, the new Airport Director. He then called upon Brian Horinka to give an update on the transit system changes taking place. Mr. Horinka explained, Minot buses have routes specifically designed for students during the school year which are not compliant with Federal guidelines. He stated, in order to correct the deficiency, the City will add two additional buses to regular routes to accommodate increased ridership during school hours. He also described the new bus routes which have increased the coverage to expand to the newly developed areas of Minot.  June 6, 2016 Alderman Schuler asked if there was any discussion with the school districts to make sure students still have a ride, to which Mr. Horinka replied by saying they spoke with Minot Public Schools and have arrangements for students to be picked up from the Auditorium. He assured that all pick up and drop off points are within walking distance of necessary schools. Upon questioning about bus routes to clinics, Mr. Horinka responded by saying, buses will provide service to all medical facilities.
