REVIEW AND ACCEPTANCE OF COUNTY CANVASS AND DECLARATION OF RESULTS OF THE JUNE 14, 2016,
CITY ELECTION
Members of the City Council reviewed the results of the June 14, 2016, election as certified by the Ward County Canvassing Board, as
follows:

Alderman Hatlelid moved the City Council accept the results of the June 14, 2016, election as certified by the Ward
County Canvassing Board and the City Council declare the following seven aldermen as elected for 4-year terms: Ward
1 – Shannon Straight, Ward 2 – George Withus, Ward 3 – Stephan Podrygula, Ward 4 – Rick Hedberg, Ward 5 –
Shaun Sipma, Ward 6 – Mark Jantzer, Ward 7 – Kenton Kossan; for 2 year term Ward 4 – David Shomento; as Park
District Board Members – Cliff Hovda and Steve Wharton.
Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog,
Frey, Hatlelid, Hedberg, Jantzer, Lehner, Schuler, Seymour, Shomento. nays: none
COMMENTS BY OUTGOING ALDERMAN
Seymour made comments regarding the use of technology and internet cyber security. He expressed interest in
seeing Minot become a “Smart City” in the near future and suggested a technology committee get the process
started. He then thanked the City, staff and Alderman Frantsvog for 15 years of service.
Connole quoted, “it is better to remain silent and be thought a fool than to speak out and remove all doubt.” He
advised everyone to listen more and speak less, and warned, “if you get foolish, I’ll be back.”
Frey thanked the constituents of Ward 1 for electing him to represent them on the City Council for so many years.
He also thanked the City staff and department heads and concluded by saying Minot is a great place to live and raise
a family.
Hatlelid thanked the City and all of the employees for over 30 years of support. He stated, his proudest
accomplishments are his involvement in opening two airport terminals over the years. His least proud moment was
the devastating flood in 2011.

Alderman Hatlelid moved the City Council adjourn. Motion seconded by Alderman Lehner and carried by the
following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, Hedberg, Jantzer, Lehner, Schuler,
Seymour, Shomento. nays: none. Meeting adjourned at 6:34 pm
REORGANIZATIONAL MEETING OF MINOT CITY COUNCIL

OATHS OF OFFICE
The newly elected aldermen filed their oaths of office with the City Clerk.
PRESENTATION BY MAYOR CHUCK BARNEY
Mayor Barney presented a plaque to outgoing Ward 3 Alderman Jim Hatlelid in recognition of his years of
dedicated service to the City and the citizens of Minot. Mayor Barney thanked Hatlelid for being his mentor and for
his years of service to the City and especially the airport.
Mayor Barney presented a plaque to outgoing Ward 7 Alderman Kevin Connole in recognition of his years of
dedicated service to the City and the citizens of Minot. Mayor Barney thanked Connole for his work with the Public
Works Committee.

Mayor Barney presented a plaque to outgoing Ward 5 Alderman Tom Seymour in recognition of his years of
dedicated service to the City and the citizens of Minot. Mayor Barney thanked Seymour, whose office at Minot
State was down the hall from his, and complimented how Seymour’s love for public service is what makes this City
great.
Mayor Barney presented a plaque to outgoing Ward 1 Alderman Larry Frey in recognition of his years of dedicated
service to the City and the citizens of Minot. Mayor Barney thanked Frey for serving on the City Council longer
than the Mayor has lived in Minot. He particularly thanked him for all of his efforts during the flood in 2011.
ELECTION OF CITY COUNCIL PRESIDENT
Alderman Frantsvog nominated Alderman Jantzer for the office of City Council President. Alderman Shomento
seconded the nomination.
There being no further nominations, Alderman Lehner moved the nominations cease for the City Council President.
Motion seconded by Alderman Schuler and carried by the following roll call vote: ayes: Berg, Frantsvog, Hedberg,
Kossan, Lehner, Schuler, Shomento, Sipma, Straight, Withus. nays: none. abstain: Jantzer
ELECTION OF CITY COUNCIL VICE-PRESIDENT
Alderman Frantsvog nominated Alderman Schuler for the office of City Council Vice President. Motion seconded
by Alderman Jantzer.
There being no further nominations, Alderman Lehner moved the nominations cease for City Council Vice
President. Motion seconded by Alderman Shomento and carried by the following roll call vote: ayes: Berg, Frantsvog,
Hedberg, Jantzer, Kossan, Lehner, Shomento, Sipma, Straight, Withus. nays: none. abstain: Schuler
