September 12, 2016 MINOT CITY COUNCIL – SCHEDULED MEETING – 6:30 P.M. ROLL CALL Members Present: Berg, Frantsvog, Hedberg, Jantzer, Kossan, Lehner, Olson, Podrygula, Schuler, Shomento, Sipma, Straight, Withus. Members absent: Pankow. Mayor Chuck Barney presiding. PLEDGE OF ALLEGIANCE Mayor Barney led the City Council in the Pledge of Allegiance. The City Council recessed to a Committee of the Whole meeting at 6:32 p.m. CITY COUNCIL RECONVENES The City Council reconvened following the Committee of The Whole meeting at 6:48 pm with the following members in attendance: Berg, Frantsvog, Hedberg, Jantzer, Kossan, Lehner, Olson, Podrygula, Schuler, Shomento, Sipma, Straight, Withus. Mayor Barney presiding. PUBLIC HEARING ON PROPOSED 2017 BUDGET – APPROVED The City Council held a public hearing on the proposed 2017 Annual Budget. Mayor Barney opened the public hearing by asking for any public comment on the proposed budget. No one appeared in opposition. Whereupon Alderman Frantsvog moved the public hearing be closed. Motion seconded by Alderman Sipma and carried by the following roll call vote: ayes: Berg, Frantsvog, Hedberg, Jantzer, Kossan, Lehner, Olson, Podrygula, Schuler, Shomento, Sipma, Straight, Withus. nays: none COMMITTEE OF THE WHOLE REPORT – AMEND 2017 BUDGET Alderman Jantzer reported on the recommendations of the September 12, 2016, Committee of the Whole meeting and moved the City Council approve the 2017 Annual Budget as recommended by the Committee of the Whole, including the base budget as presented by the City Manager, with the following amendments: Add $315,000 funded by cash reserves second penny sales tax infrastructure for design of Fire Station number five. ORDINANCE NO. 5111 – 2017 ANNUAL BUDGET – FIRST READING – APPROVED Alderman Jantzer moved the City Council place Ordinance No. 5111, adopting the 2017 Annual Budget, on first reading. Motion seconded by Alderman Schuler and carried unanimously. Alderman Jantzer moved the City Council pass Ordinance No.5111 on first reading. Motion seconded by Alderman Schuler and carried by the following roll call vote: ayes: Berg, Frantsvog, Hedberg, Jantzer, Kossan, Lehner, Olson, Podrygula, Schuler, Shomento, Sipma, Straight, Withus. nays: none. ADJOURNMENT There being no further business, Alderman Frantsvog moved that the meeting be adjourned. Motion seconded by Alderman Lehner and carried unanimously.
