MAYOR’S REPORT Page | 6  November 7, 2016 The Mayor listed the recent meetings he has attended including, ND Cares, the City Manager Reception and interviews, the Boys and Girls Ranch, the USACE and the Leadership Institute. He mentioned the FEMA presentation and presented a coin to Dayna Morton, Project Civil Engineer, who developed the Community Rating System (CRS). He asked Lance Meyer, City Engineer to explain the progress on improving services provided to the City. Mr. Meyer stated, they are implementing new processes and working with local engineers and contractors to gain feedback on improving the City’s processes and communication. He said, Trinity cancelled their meeting regarding the Hepatitis C issue and he is waiting to reschedule. He also said he will appoint the Sales Tax Ad Hoc Committee next month. He concluded by inviting the Council to a meeting with Burdick Job Corps on November 16th and stated they would appreciate community involvement. CITY MANAGER REPORT The Acting City Manager, Cindy Hemphill, listed the dates for upcoming events including, the Liquor & Gambling Ad Hoc Committee meeting, which will meet November 9th at 2:00 pm. The Mississippi Valley Division Corps of Engineers High Level Risk Assessment will take place November 8th and 9th. There will be neighborhood buyout meetings November 9th and 10th for residents to find out more information about the process. The Assiniboine River Basin Initiative meetings will be held at the Holiday Inn, November 9th and 10th and the Souris River Joint Board Meeting is November 10th at 4:00 pm. Ms. Hemphill gave a brief over view on the FEMA Community Rating System. The City of Minot was enrolled as a Class 9, which offers a 5% discount on Flood Insurance Premiums for non-preferred rate polices. Enrollment adds additional benefits for citizens. She recognized the recipients of the Award of Excellent Customer Service from Chamber Eagle Awards given to Kelly Brandt, Utility Operator and Shannon Marmon, Laboratory Technician. She stated, the bond sale was approved and made appoint to mention, the debt level is now over $100 million so that should be kept in mind when considering projects for next year. She said the City maintained the Aa2 rating and has fairly good interest rates. Ms. Hemphill gave an update on the National Disaster Resilience Grant by stating, the Planning Director is looking at various sites in the downtown area for the Downtown Gathering place. She said, several meetings have been held with MSU to gather internal data for the MSU Technical Center and the affordable housing study is still taking place. She continued by saying the City has purchased four blighted properties through the North Dakota State Financing Agency grant and is in the process of buying four more properties for demolition next spring. She gave brief updates on the parking structures by stating, the City’s obligation for the structures are complete and were built under urgent need for the Community Development Block Grant- Disaster Recovery funds. The developer’s obligation for completion of the apartments and commercial space has a substantial completion date of October 6, 2022. However, Commercial space must be completed by November 1, 2017 on the Renaissance structure and November 1, 2018 on the Central structure to avoid losing forgiveness of the MAGIC Fund loan. Page | 7  November 7, 2016 Ms. Hemphill continued by listing the status of current construction projects. She stated, the EIFS is being installed on the Central Parking Structure and will continue thru winter in order to be completed by the summer of 2017. All lanes of 16th Street are expected to open November 8th and the concrete work of the flood walls is complete. The surrounding roads east of the Water Treatment Plant are expected to be finished by Thanksgiving and landscaping will begin next spring. The second phase of the Downtown Infrastructure Project is expected to be completed before Thanksgiving. Two blocks, North Main Street and the section of 1st St and 1st Ave, will be moved to Phase 3. Final concrete is being poured and specialty light poles are being installed. She listed some recently completed projects such as, 37th Avenue Road Expansion, the nearly completed Ramstad Access Road, and Hillcrest Drive. Ms. Hemphill mentioned several events taking place at the Minot Public Library, including, a class on purchasing new technology and an event to celebrate the release of “Fantastic Beasts”. She concluded with a report on the Minot Recreation Department. She stated, the Sertoma parking project is now complete, the auditorium lighting project is expected to be finished in next couple weeks. She also said, volleyball and basketball seasons will begin around Thanksgiving. Mayor Barney said, in his opinion, the compensation increase is not warranted. He explained, if money is the motivation to run for Council then the candidate is not worth it. RESOLUTION NO. 3532- ESTABLISHING DATES, PROCEDURE, AND ORDER OF BUSINESS FOR COMMITTEE OF THE WHOLE MEETINGS OF THE CITY COUNCIL – APPROVED Alderman Jantzer moved the City Council adopt resolution no. 3532 establishing dates, procedure, and order of business for Committee of the Whole meetings of the City Council. Motion seconded by Alderman Straight. Alderman Podrygula stated, the resolution is a good start but it is not enough of an improvement. He said, he would like to see time allotted in the Committee of the Whole agenda for personal appearances, or specifically invite public input. He said, the resolution still restricts open discussion. He listed other issues which he wants to discuss further such as, Mayor Appointments, participation of Council members during an absence, and the ability to add items to an agenda. Alderman Lehner stated, there is intended to be some flexibility during the transition for the new Council to establish new rules as they see fit. OTHER BUISNESS Natasha Coats of 617 1st Ave NW came before the council to discuss the possibility of creating new parks on the empty lots behind the Minot Public Library. Cindy Hemphill said the land from demolished properties will be used for the first three phases of the flood control project but there is potential for them to be used as greenspace after the project is completed. Ms. Coats asked about the location of the former Lincoln School, to which Ms. Hemphill responded by saying, the City began negotiations last week to purchase the property. Alderman Sipma pointed out, if she is interested in a nearby park, they could visit Riverside Park, since he knows it is often forgotten and unattended.
