MINOT CITY COUNCIL - SPECIAL MEETING – December 30, 2016 AT 12:00 P.M.
ROLL CALL:

Members Absent:
Berg, Jantzer, Straight, Barney
Vice President Schuler presiding and led the Council in the Pledge of Allegiance.
EMERGENCY/DISASTER DECLARATION – APPROVED
Alderman Lehner moved the City Council adopt a resolution declaring a snow emergency exists in the City of Minot, North
Dakota and orders the activation and utilization of the City of Minot Emergency Fund and the City of Minot Emergency
Operations Plan, its procedures, attachments, and appendices, to monitor the situation, alleviate hardship, and initiate appropriate
relief action and mitigation measures by departments and agencies of local government to limit the impact of this emergency
upon the citizens of City of Minot. Also the City Council seek the help of Ward County and the State of North Dakota with
expenses necessary to alleviate the snow emergency in the City of Minot. Motion seconded by Alderman Olson.
Alderman Podrygula thanked city staff for their tremendous effort removing snow from roadways. He then asked, if approved,
how long this declaration will be in effect.
Assistant City Attorney, Stefanie Stalheim, stated, since the state of emergency is being declared by the City Council, it will
remain in place until spring. The declaration does not afford any special powers but is the first step in requesting state funds,
should they become available.
Upon questioning by Alderman Podrygula, the Public Works Director said, he does not have a cost estimate for the snow
removal to this point. Between the overtime and equipment used by city staff and the contractors continuing to work, the
approximate $750,000 in the emergency fund will be depleted.
Whereupon a vote was taken on the motion by Alderman Lehner, seconded by Alderman Olson and carried by the following roll
call vote: ayes: Frantsvog, Hedberg, Kossan, Lehner, Olson, Pankow, Podrygula, Schuler, Shomento, Sipma, Withus. nays: none
ADJOURNMENT
There being no further business, Alderman Lehner moved the meeting be adjourned. Motion seconded by Alderman Sipma
and carried unanimously. The meeting was adjourned at 12:07 pm.

I 3. Consider Emergency/Disaster Declaration I
The Public Works Department is requesting the City Council declare a snow emergency for the snow event on
December25 and 26, 2016.
By declaring this snow event emergency, it will allow staff to apply for any funding from the State of North Dakota,
should it become available as it has in the past for a statewide snow event.
It is recommended the Council declare a snow emergency for the snow event of December 25 and 26 where Minot
received over 22” of snow and authorize the Mayor to sign the resolution of declaration for this snow event.

RESOLUTION NO. 3537
SNOW EMERGENCY DECLARATION
WHEREAS, City of Minot has had numerous snow events since the 28th of November, 2016,
including several extreme snowfall events, as well as winds that have caused roads to be blocked
resulting in dangerous conditions; and
WHEREAS, a no travel advisory was declared by the Minot Police Department on December 6,
2016 and December 26, 2016 due to white out conditions and extreme snowfall; and
WHEREAS, the Minot International Airport was closed on December 6, December 25, and
December 26, 2016 to arriving and departing travel due to white out conditions and extreme
snowfall; and
WHEREAS, additional extreme snowfall events and white out conditions may occur in the
foreseeable future; and
WHEREAS, the impact of extreme snowfall, blocked roadways, and blizzard conditions
threatens the health, well-being, and public safety of the citizens of City of Minot; and
WHEREAS, necessary mitigation measures, preparedness actions, and other measures must be
taken immediately to protect public health and safety; and
WHEREAS, the actual and potential damage to public facilities and infrastructure from recent
extreme snowfall events are beyond normal expectations; and
WHEREAS, the recent extreme snowfall events have restricted emergency vehicle access to
some areas of the City; and
WHEREAS, the City of Minot has had to hire contractors to assist with the snow removal; and
WHEREAS, the City of Minot has incurred labor and equipment expenses well beyond normal
expectations from these snow events; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Minot declares a
SNOW EMERGENCY exists in the City of Minot, North Dakota, and orders the activation and
utilization of the City of Minot Emergency Fund and the City of Minot Emergency Operations
Plan, its procedures, attachments, and appendices, to monitor the situation, alleviate hardship,
and initiate appropriate relief action and mitigation measures by departments and agencies of
local government to limit the impact of this emergency upon the citizens of City of Minot.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City Council of the City of
Minot seeks the help of Ward County and the State of North Dakota with expenses necessary to
alleviate the snow emergency in the City of Minot.
