October 22, 2020 Special City Council Meeting MINOT CITY COUNCIL – SPECIAL MEETING – OCTOBER 22, 2020 AT 2:00 P.M. ROLL CALL Members Present: Evans (phone), Jantzer, Olson, Pitner, Podrygula, Ross (phone), Sipma Members Absent: None PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance. EXECUTIVE SESSION: CITY MANAGER CONTRACT Mayor Sipma stated the next item on the agenda would be an executive session to discuss confidential applications received for the position of City Manager and to designate finalists, if any. The legal authority for closing this portion of the meeting is Pursuant to Authority of N.D.C.C. 44-04-18-27, and 44-04-19.1. The Mayor then stated the executive session will be recorded and all members of the governing body are reminded to limit their discussion during the executive session to the announced topic. Any collective decision, collective commitment, or other final action by the governing body must occur after it reconvenes in an open meeting, unless final action is specifically required by law to be taken during the executive session. Mayor Sipma asked the members of the public attending the meeting to leave the room. He stated, the Council anticipated adjourning the executive session, and reconvening the open portion of the meeting at approximately 5:00 pm. Alderwoman Evans joined the meeting via teleconference at 2:01 pm. The executive session began at 2:02 pm and was attended by all members of the City Council, as well as the Mayor, HR Director, Public Information Officer, and Charlene Stevens of GovHR (via telephone). The public was invited to return to the meeting room with the City Council meeting back in session. Alderman Pitner moved the City Council invite the top tier candidates with the exclusion of candidate #3, to interview for the City Manager position for the City of Minot. Motion seconded by Alderman Jantzer. At the suggestion of the HR Director, Alderman Pitner included Candidate #5 as an alternate if any of the other candidates withdraws from further consideration in the hiring process. Alderman Jantzer as the second, agreed. A vote was taken on the motion by Alderman Pitner, seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. ADJOURNMENT There being no further business, the meeting adjourned at 4:00 pm.
