October 26, 2020 Special City Council Meeting MINOT CITY COUNCIL – SPECIAL MEETING – OCTOBER 26, 2020 AT 3:00 P.M. ROLL CALL Members Present: Evans (phone), Jantzer, Olson, Pitner, Podrygula, Ross (phone), Sipma Members Absent: None PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance. CITY MANAGER SETTLEMENT AGREEMENT AND MUTUAL RELEASE – APPROVED Alderwoman Olson moved the City Council approve the settlement agreement and mutual release. Motion seconded by Alderwoman Evans. Alderman Podrygula described the reasons why he would be opposing the motion, citing the fact the City Manager was terminated for cause and he does not believe bad behavior should be rewarded. Alderman Pitner agreed with Alderman Podrygula’s comments. He said there is a benefit to accepting it and moving on but considering his own personal beliefs, he cannot support the settlement. Alderwoman Olson said she agrees with the sentiment of the other Council members but for the sake of the rest of the employees, would like to move forward. Alderman Ross also opposed the motion. He said, he felt there was little negotiation that took place and the former City Manager got nearly everything he wanted. The settlement rewards poor behavior and he cannot support it. Mayor Sipma said he supports the motion as advised by their attorney, Mr. Bakke. There has been significant effort put into contracts moving forward ensuring both sides are well represented. He also believes it is in the best interest of the City employees and the community to move forward. A vote was taken on the motion by Alderwoman Olson, seconded by Alderwoman Evans and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Sipma; nays: Pitner, Podrygula, Ross. ADJOURNMENT There being no further business, the meeting adjourned at 3:08 pm.
