November 12, 2020 Special City Council Meeting MINOT CITY COUNCIL – SPECIAL MEETING – NOVEMBER 12, 2020 AT 5:30 P.M. ROLL CALL Members Present: Evans, Jantzer (phone), Olson, Pitner, Podrygula, Ross, Sipma Members Absent: None PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance. CITY MANAGER CANDIDATE DISCUSSION The Mayor stated, the Council agreed to share their preferred candidate selection one by one. Alderman Pitner chose Candidate C Alderman Jantzer chose Candidate C Alderman Ross chose Candidate C Mayor Sipma chose Candidate C Alderwoman Evans chose Candidate B Alderwoman Olson chose Candidate C Alderman Podrygula chose Candidate B Alderman Podrygula said both candidates B and C were highly qualified and he had a slight preference toward Candidate B in terms of growing Minot into the future. He continued by saying, Candidate C certainly has the experience in a community similar to ours. The key thing with either candidate will be to work very closely with them to ensure they have a good understanding of what the Council wants and what the community needs. That aspect will equalize the candidates in his opinion. He emphasized the need to develop a good working relationship while orienting and socializing them with the rest of the community. The Mayor then thanked the candidates for participating in the virtual meet and greet as well as the interviews with Council and community stakeholders. He said they all did an exceptional job and provided an opportunity for a lot of different questions from the Council and the public. Alderwoman Evans pointed out that 20 community stakeholders participated and provided feedback on the candidates and 13 of them recommended Candidate C as their preferred choice. Alderman Pitner said, all three candidates were very qualified. He said, he was leaning towards Candidate B after the interviews but after speaking with the community and department heads, he leaned more towards Candidate C. Alderman Ross moved the City Council offer the position of City Manager to Candidate C. Motion seconded by Alderman Pitner and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. EXECUTIVE SESSION: CITY MANAGER CONTRACT Mayor Sipma stated the next item on the agenda would be an executive session. The legal authority for closing this portion of the meeting is Pursuant to Authority of N.D.C.C. 44-04-17.1, 19.1, and 19.2. The topic or purpose of this executive session is to discuss negotiating strategy and/or provide negotiating instructions to its attorneys and other negotiators regarding the new City Manager Contract, for which negotiation is reasonable likely to occur in the immediate future and discussion in an open meeting would have an adverse fiscal effect on the bargaining position of the City. The Mayor stated, at this time, a motion would be needed in order to discuss the next topic in executive session rather than in an open meeting. Whereupon, Alderman Pitner moved the City Council move to an executive session. Motion seconded by Alderman Ross and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none  November 12, 2020 Special City Council Meeting The Mayor then stated the executive session will be recorded and all members of the governing body are reminded to limit their discussion during the executive session to the announced topic. Any collective decision, collective commitment, or other final action by the governing body must occur after it reconvenes in an open meeting, unless final action is specifically required by law to be taken during the executive session. Mayor Sipma asked the members of the public attending the meeting to leave the room. He stated, the Council anticipated adjourning the executive session, and reconvening the open portion of the meeting at approximately 6:00 pm. The executive session began at 5:39 pm and was attended by all members of the City Council, as well as the Mayor, Acting City Manager/ Finance Director, HR Director, Public Information Officer, City Clerk and Charlene Stevens of GovHR (via telephone). At 6:30 pm, Alderwoman Olson moved the City Council adjourn the executive session and return to the regular City Council meeting. Motion seconded by Alderman Ross and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. The public was invited to return to the meeting room with the City Council meeting back in session. ADJOURNMENT There being no further business, the meeting adjourned at 6:30 pm.
