PUBLIC WORKS AND SAFETY COMMITTEE February 1, 2012 Page 1 Members Present: Connole, Greenheck, Hatlelid, Knudsvig, Krabseth, Lehner, Withus. Members Absent: None. Others Present: City Manager, City Clerk, City Attorney, Finance Director, City Engineer, Assistant City Engineer, Assistant Public Works Director, Police Chief, Police Captain Olson, Police Captain Strandberg, Fire Chief, City Assessor, Airport Director, Comptroller, Auditorium/Recreation Director, Traffic Engineer, City Planner, Project Civil Engineer, and Aldermen Barney, Frantsvog, and Olson, and Mayor Zimbelman. To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on February 1, 2012: 1. That the City Council declare the bids by Westlie Ford for one 4x4 vehicle in the amount of $30,363 and for four police patrol vehicles in the amount of $24,993 each, to be the best bids, and further, authorize the Police Chief to complete the purchases. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 2. That the City Council declare the bid by Ryan Contracting for Puppy Dog Sewer Improvements – Phase III in the amount of $1,413,132.50 to be the lowest and best bid, and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 3. That the City Council approve the plans and specifications for the East Side Water Improvements Project – Phase V, and further, authorize the Assistant Public Works Director to call for bids. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. That the City Council approve the plans and specifications for the permanent repairs to the flood damaged sanitary lift stations, and further, ratify the call for bids on the project. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 5. That the City Council place and pass the proposed ordinance, amending the City of Minot Code of Ordinances, modifying the charge of the Community Development Committee, on first reading. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 6. That the City Council place and pass Ordinance No. 4465, authorizing and appropriating Sales Tax Community Facilities Funds to Minot State University and Minot Park District, on second reading; further, approve the joint powers agreement between the City of Minot and Minot State University for the use of Sales Tax Community Facilities funds; and further, authorize the Mayor to sign the agreement on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 7. That the City Council place and pass the following ordinances on second reading: a. Ordinance No. 4422 – Rezoning Northern Lights Addition, Blocks 1 & 11 from AG (Agricultural District) to R-2 (Two-Family Residence District). b. Ordinance No. 4423 - Rezoning Northern Lights Addition, Blocks 7 & 8 from AG (Agricultural District) to R-1 (Single-Family Residence District). c. Ordinance No. 4424 - Rezoning Northern Lights Addition, Blocks 4, 6, and 10 from AG (Agricultural District) to R-3 (Multi-Family Residence District). d. Ordinance No. 4425 - Rezoning Northern Lights Addition, Blocks 2 & 3 from AG (Agricultural District) to R-4 (Planned Residence District). e. Ordinance No. 4426 - Rezoning Northern Lights Addition, Blocks 5 & 9 from AG (Agricultural District) to C-1 (Light Commercial District). f. Ordinance No. 4427 - Rezoning Northern Lights Addition, Blocks 12 & 13 from AG (Agricultural District) to C-2 (General Commercial District). g. Ordinance No. 4449 –Rezoning Northern Plains Energy Park, Block 5, Lots 1-3 from M-1 (Light Industrial District) to C-2 (General Commercial District). h. Ordinance No. 4456 – Rezoning Washington Square Addition, Lot 1 from P (Public Zone) to R-3C (Townhouse Residence District). i. Ordinance No. 4458 – Rezoning Section 1-154-83, Outlot 13 from RA (Agricultural Residence District) to R-3 (Multiple Residence District). PUBLIC WORKS AND SAFETY COMMITTEE February 1, 2012 Page 3 j. Ordinance No. 4459 – Rezoning Stonebridge Farms 2nd Addition, Block 2, Lot 3 from R-3C (Townhouse Residence District) to R-3 (Multiple Residence District). ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 8. That the City Council approve the City of Minot’s equipment rental rates for the period March 1, 2012, through February 28, 2013, on file in the City Clerk’s Office. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 9. That the City Council adopt a resolution amending the location of the Northwest Voting Quadrant to Calvary Alliance Church and further, approve the change of Inspector for the Primary Election to be held in the City of Minot, North Dakota, on June 12 2012 and the General Election to be held in the City of Minot, North Dakota, on November 6, 2012. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 10. That the City Council approve the Future Land Use and Growth Area maps and direct City staff to use the approved maps for planning purposes until the final draft of the Comprehensive Plan is adopted by the City Council. ********** The above motion by Alderman Greenheck and seconded by Alderman Lehner. Alderman Hatlelid joined the meeting. Discussion was held regarding the flexibility of the plan. The City Planner indicated the need to have a plan to guide development until the Comprehensive Plan is completed and adopted. Following discussion, a vote was taken on the above motion by Alderman Greenheck, seconded by Alderman Lehner and carried unanimously.
