To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on February 29, 2012: 1. That the City Council declare the bid Minot Chrysler and Toyota Center for a used 2011 Jeep Liberty in the amount of $14,995 ($19,995 minus $5,000 for trade in value), to be the lowest and best bid, and further, authorize the Police Chief to complete the purchase. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 2. That the City Council declare the bid by Team Electronics for a digital radio repeater and base station, remotes and installation in the amount of $21,000 to be the lowest and best bid, further, authorize the Public Works Director to complete the purchase, and further, authorize the Mayor to sign any documentation on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE February 29, 2012 Page 2 3. That the City Council declare the bids by Northern Plains Contracting, Inc. (general construction - $662,800), Mowbray and Sons (mechanical construction - $180,620), and Minot Electric, Inc. (electrical construction - $471,930) for the Permanent Lift Station Rehabilitation Project, to be the best bids; and further, authorize the Mayor to sign the contracts on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 4. That the City Council declare the bid by West River Striping for painted pavement markings (long lines) in the amount of $48,630, to be the lowest and best bid, and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 5. That the City Council place and pass the attached ordinance amending the Traffic Ordinance to add the intersections of 13th Street SE and 35th/37th Avenue SE to the list of stop controlled intersections, on first reading. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 6. That the City Council authorize the Engineering Department to send Requests for Qualifications for a citywide transportation plan update. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 7. That the City Council adopt the Minot City Transit Paratransit Service Riders Guide, on file in the City Clerk’s Office. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 8. That the City Council authorize the Public Works Director to apply to the NDDOT for a Section 5309 and 5311 grant under Section 5311; further, adopt a resolution to be included in the application; further, authorize the Mayor to sign any documentation necessary on behalf of the City of Minot; and further, authorize the Public Works Director to accept any grant funds PUBLIC WORKS AND SAFETY COMMITTEE February 29, 2012 Page 3 awarded. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 9. That the City Council ratify the application for the Staffing for Adequate Fire and Emergency Response (SAFER) grant; further, authorize the Mayor to sign any documentation on the City’s behalf; and further, authorize the acceptance of any funds awarded. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 10. That the City Council place and pass an ordinance, providing powers and authority to enable preparation, response, and recovery from disasters and/or emergencies, on first reading. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. 11. That the City Council place and pass the following ordinances on second reading: a. Ordinance No. 4471 – Rezoning South Park Terrace 14th Addition, Lots 1-3 from AG (Agricultural District) to C-2 (General Commercial District). b. Ordinance No. 4472 – Rezoning Linha’s 2nd Addition, Lots 1-5 and Lots 20-26 and adjacent 30th Avenue right-of-way from AG (Agricultural District) to C-2 (General Commercial District). c. Ordinance No. 4476 – Rezoning Northern Plains Energy Park Addition, Block 3, Lots 10-15 from M-1 (Light Industrial Zone) to C-2 (General Commercial District). d. Ordinance No. 4477 – Rezoning Section 30-155-82, Outlot 48 from AG (Agricultural District) to C-2 (General Commercial District). e. Ordinance No. 4478 – Rezoning Section 30-155-82, Outlot 49 from AG (Agricultural District) to RA (Residential Agricultural District). f. Ordinance No. 4479 – Rezoning Skyport 7th Addition, Lot 2 from C-4 (Planned Commercial District) to R-3 (Multiple Residence District). g. Ordinance No. 4480 - Amend 2011 Budget in the amount of $3,984,073 for FEMA Reimbursements. h. Ordinance No. 4483 – SRT Communications, Inc. Franchise Agreement. ********** The above motion by Alderman Hatlelid, seconded by Alderman Greenheck, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE February 29, 2012 Page 4 12. That the City Council approve the request from Mark Anhorn to relocate a 2012 model 27' X 40' manufactured home from Iseman Homes Inc, Minot, ND to 1903 8th Avenue SE (Lot 112, Elmwood Addition) to replace a flood-damaged home; subject to the following conditions: 1. A ten-thousand dollar performance bond be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work be obtained from the City of Minot. 4. The property be properly drained, and landscaped in a manner similar to surrounding properties. 5. Work shall be accomplished generally in accordance with the following schedule: a. Foundation to be complete within one month. b. Relocation of structure to be complete within two months. c. All work associated with the request to be complete within four months. ********** The above motion by Alderman Hatlelid and seconded by Alderman Lehner. Alderman Lehner stated he had received a phone call from a neighbor protesting the relocation. Whereupon, a vote was taken on the above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 13. That the City Council approve the request from William and Karen Crocker to relocate a 2012 model 30' X 60' manufactured home from Centennial Homes, Bismarck, ND to 221 17th Street NW (Lot 18, Block 2, Souris Addition) to replace a flood-damaged home; subject to the following conditions: 1. A ten-thousand dollar performance bond be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work be obtained from the City of Minot. 4. The property be properly drained, and landscaped in a manner similar to surrounding properties. 5. Work shall be accomplished generally in accordance with the following schedule: a. All work associated with the request to be complete within four months. ********** The above motion by Alderman Hatlelid and seconded by Alderman Lehner. Upon questioning, the City Assessor indicated the exact unit was not available for photographs, however an image of a replica unit was provided. Whereupon, a vote was taken on the above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 14. That the City Council approve the request from Edward A. Volk to relocate a 2012 model 26' X 54' manufactured home from Performance Homes Inc, Burlington, ND to 1502 Wildwood Avenue (Lot 10, Block 1, Subdivision of Block 13 of West Minot Addition); subject to the following conditions: 1. A ten-thousand dollar performance bond be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work be obtained from the City of Minot. 4. The property be properly drained, and landscaped in a manner similar to surrounding properties. 5. Building is to be placed on a four-foot deep pier foundation. 6. Work shall be accomplished generally in accordance with the following schedule: a. Foundation to be complete within one month. b. Relocation of structure to be complete within two months. c. All work associated with the request to be complete within four months. ********** The above motion by Alderman Greenheck and seconded by Alderman Withus. Alderman Greenheck questioned the City Assessor on staff’s evaluation of whether the building to be moved fit in the neighborhood. He indicated the other moving requests were manufactured homes as is the current moving request before the Committee but that this request did not fit with the aesthetics of the neighborhood. The City Assessor commented all three requests should have stated the structure would not be compatible with the area. Discussion was held regarding building codes for manufactured, modular, and stick built homes. PUBLIC WORKS AND SAFETY COMMITTEE February 29, 2012 Page 6 Members also discussed single-wide versus double-wide manufactured homes and if they fit into neighborhoods. Following discussion, a vote was taken on the above motion by Alderman Greenheck, seconded by Alderman Withus and carried unanimously. 15. That the City Council approve the proposed changes to the City’s Standard Construction Specifications for the 2012 construction season, on file in the City Engineer’s Office. ********** The above motion by Alderman Hatlelid and seconded by Alderman Lehner. The City Engineer stated staff had met with the Minot Builder’s Association to address escrow concerns which resulted in a few minor changes. Whereupon, a vote was taken on the above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously.
