To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on June 27, 2012: 1. That the City Council declare the bid by Titan Machinery for a vacuum extractor in the amount of $51,900 to be the lowest and best bid received; further, authorize the Assistant Public Works Director to complete purchase; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 2. That the City Council declare the bid by Westlie Motors for a Ford F250 ¾ Ton 4x4 extended cab pickup with service body in the amount of $35,288 to be the lowest and best bid received; further, authorize the Assistant Public Works Director to complete purchase. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 3. That the City Council authorize the Public Works Director to purchase a new heavy duty low-floor transit bus through the Minnesota State Cooperative Purchasing Agreement in the total amount of $377,671. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE June 27, 2012 Page 2 4. That the City Council authorize the Public Works Director to purchase a new handicap accessible van through the State bid system in the amount of $37,750, pending NDDOT approval. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 5. That the City Council approve the installation of pedestrian actuated flashers at the intersections of University Avenue and 4th Street and 5th Street NW; further, authorize the Traffic Engineer to complete the material purchases; and further, authorize the Mayor to sign any necessary documents on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 6. That the City Council authorize the Police Department to apply for a North Dakota Highway Patrol Underage Drinking Law Enforcement Grant in the amount of $3,200; accept any grant funds awarded; and further, authorize the Mayor to sign the grant on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 7. That the City Council authorize the Police Chief to apply for grants from the North Dakota Department of Transportation Traffic Safety Office for Seat Belt Enforcement, in the amount of $4,000; Impaired Driving Enforcement in the amount of $8,000; and purchase radar, LIDAR, and vehicle surveillance equipment (18,000); further, accept any funds received from these grants, and further, authorize the Mayor to sign any grant documentation on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 8. That the City Council approve the request from from Milo W. Schmeichel to relocate a 2012 model 28' X 44’ manufactured home from Harvest Homes of Fergus Falls, Inc., Fergus Falls, MN to 202½ Maple Street (East 136’ of Outlot 10, Section 23-155-83 and Lot 10, Jacobsons Addition) to replace a flood-damaged home; subject to the following conditions: 1. A ten-thousand dollar performance bond must be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location must be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work must be obtained from the City of Minot. 4. The property must be properly drained, and landscaped in a manner similar to surrounding properties. 5. Home must be on a permanent foundation. 6. Work shall be accomplished generally in accordance with the following schedule: a. Foundation to be complete within one month. b. Relocation of structure to be complete within two months. c. All work associated with the request to be complete within four months. ********** The above motion by Alderman Withus, seconded by Alderman Lehner, and carried unanimously. 11. That the City Council approve the request from Lois A. Jones to relocate a 2013 model 27' X 76’ manufactured home from Iseman Homes Inc., Minot, ND to 603 11th Street NW (Oen’s Subdivision of Lots 2 & 4, Block 18, West Minot Addition) to replace a flood-damaged home; subject to the following conditions: 1. A ten-thousand dollar performance bond must be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. The Public Works Director and City Engineer answered questions on specific project statuses and indicated they would provide monthly updates. Alderman Krabseth commented it would be beneficial if the City staff and Council would find creative ways to be proactive in getting ahead of infrastructure and staffing needs. Chairman Knudsvig welcomed Milt Miller to the Committee.
