To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on September 26, 2012: 1. That the City Council approve a request from John Erickson to relocate a 2013 27' X 40' manufactured home from Dreamland Homes to 521 11th Street NE (Belmont Addition, Lot 170); subject to the following conditions: 1. A ten-thousand dollar performance bond must be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location must be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work must be obtained from the City of Minot. 4. The property must be properly drained, and landscaped in a manner similar to surrounding properties. 5. Home must be placed on a permanent foundation. 6. Work shall be accomplished generally in accordance with the following schedule: a. Foundation to be complete within one month. b. Relocation of structure to be complete within two months. a. All work associated with the request to be complete within four months. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 2. That the City Council approve a request from Randi Skjoldal to relocate a 2011 27’ X 60’ manufactured home from 7350 19th Avnue NW, Burlington, to 907 38th Stret SE (Randall’s Addition, Lot 14); subject to the following conditions: 1. A ten-thousand dollar performance bond must be posted with the City prior to start of any work at site or relocation of the manufactured home. PUBLIC WORKS AND SAFETY COMMITTEE September 26, 2012 Page 2 2. All work at the new location must be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. That the City Council approve a special use permit for Robert Gasmann to allow two draft horses into City limits on October 12, 2012 for the purpose of showing them to Central Campus Students. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 4. That the City Council declare the bid of DR Transport to be the lowest and best bid received for 400 tons of de-icing salt in the total amount of $24,460; further, declare the bid of Gravel Products to be the lowest and best bid for 4,500 tons of washed sand in the total amount of $67,500; and further, authorize the Public Works Director to complete the purchases. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 5. That the City Council declare the bids by Poet Ethanol Products for Carbon Dioxide in the amount of $172/ton; DPC Industries for Chlorine in the amount of $604/ton; Thatcher Co. of Montana for Sodium Fluorosilicate in the amount of $0.4783/lb and for Ammonium Sulfate in the amount $0.3251/lb; and DR Transport for Quicklime in the amount of $133/ton to be the lowest and best bids; and further, authorize the Assistant Public Works Director to complete the purchases. ********** The above motion by Alderman Krabseth, seconded by Alderman M. That the City Council declare the bid by Lund Truck Part, Inc. for two (2) Henderson FSH II sander bodies in the amount of $44,458 to be the best bid; and further, authorize the Public Works Director to complete the purchase. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 7. That the City Council approve the reallocation of $28,000 from the Fire Equipment Purchase fund to be used for initial design work and site testing for the relocation of the Minot Fire Department Training Grounds; and further, authorize the Fire Chief to call for Request for Qualifications for architectural and engineering services for the new Training Grounds. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 8. That the City Council approve the plans and specifications for the repair work for the Anne Street, Victoria Street, and 1st Avenue SE pedestrian bridges; and further, authorize the Traffic Engineer to call for bids for the repairs. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 9. That the City Council place and pass the following ordinances on second reading: a. Ordinance No. 4537 – Rezoning Whitetail Ridge, Block 1, Lots 1-14, Block 2, Lots 1-3, Block 3, Lots 1-11 from AG (Agricultural District) to R-1 (Single-Family Residence District). b. Ordinance No. 4599 – Rezoning Mikkland Park, Lots 1 & 2 and the remaining unplatted portion of S1/2, Section 15-155-82 and the unplatted portion of the SW1/4, Section 14-155- 82 from AG (Agricultural District) to M-2 (Heavy Industrial District). c. Ordinance No. 4606 – Rezoning Northridge Villas Addition, Lots 1-34 from AG (Agricultural District) to R-1 (Single-Family Residence District). d. Ordinance No. 4609 – Amend Section 2-130 of the City of Minot Code of Ordinances to authorize the use of sales tax monies as well as any other revenue sources dedicated to the payment of bonds be available for the purpose of computing the coverage ratio form the water and sewer bonds. e. Ordinance No. 4604 – Rezoning Washington Square Addition, Lot 1 from R-3C (Townhouse Residence District) to R-3 (Multiple-Family Residence District). PUBLIC WORKS AND SAFETY COMMITTEE September 26, 2012 Page 4 f. Ordinance No. 4605 – Rezoning Section 28-155-82 MH (Manufactured Home District) to R-3 (Multiple-Family Residence District). The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 10. That the City Council approve the annual joint funding agreement with the U. S. Department of the Interior, U. S. Geological Survey, for monitoring of the Souris River, effective October 1, 2012, through September 30, 2013, and further, authorize the Mayor to sign the agreement on the City’s behalf. ********** The above motion by Alderman Krabseth, seconded by Alderman M. Miller, and carried unanimously. 11. That the City Council approve a request from Kendall Kruse to relocate a 2013 model year, 27’ x 40’ manufactured home from Dreamland Homes Inc. Minot, to 710 11th Street NW (West Minot Addition, S/D of Block 11, Lot 11); subject to the following conditions: 1. A ten-thousand dollar performance bond must be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location must be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work must be obtained from the City of Minot. 4. The property must be properly drained, and landscaped in a manner similar to surrounding properties. 5. Home must be placed on a permanent foundation. 6. Work shall be accomplished generally in accordance with the following schedule: a. Foundation to be complete within one month. b.
