To the Honorable Mayor and All Aldermen:
Following are the recommendations of the Public Works and Safety Committee meeting called to order at
4:15 p.m. on August 28, 2013:
1. That the City Council declare the bid by DR Transport for 400 tons of salt in the amount of
$24,500 to be the lowest and best bid received; and further, authorize the Mayor to sign the
contract on the City’s behalf.

The above motion by Alderman Lehner, seconded by Alderman M. Miller, and carried unanimously.
2. That the City Council declare the bid by Sundre Sand & Gravel for 4,500 tons of washed
sand in the amount of $60,660 to be the lowest and best bid received; and further, authorize the
Mayor to sign the contract on the City’s behalf.

The above motion by Alderman Lehner, seconded by Alderman M. Miller, and carried unanimously.
3. That the City Council consider the bid for the Downtown Parking Structures without
recommendation from the Committee.

** Due to late bids a tabulation and recommendation will be forwarded to the Council at the earliest
convenience. If not available sooner, it will be on the Council’s desk at the Tuesday, September 3 rd
meeting.
The above motion by Alderman Lehner, seconded by M. Miller, and carried unanimously.
4. That the City Council place and pass an ordinance to add 21st Avenue NW at its intersection
th
with 16 Street NW, to the list of stop controlled intersections in the City of Minot Code of
Ordinances, Section 20-2, on first reading.

5. It is recommended that the Committee and Council accept the Transportation Alternatives
Program grant funds up to a maximum of $100,462, accept the total local cost share including
engineering costs in the amount of $99,538 for the project, and direct City Staff to proceed with the
design portion of the project.

The above motion by Alderman Lehner, seconded by Alderman M. Miller and carried unanimously.
6. That the City Council authorize the Police Department apply for and if awarded, accept the
2013 North Dakota Office of the Attorney General Criminal Justice Oil Impact Grant in the amount of
$210,556.68 with 25% local cost share of $52,639.17.

7. That the City Council approve the plans and specifications for the Hazard Mitigation Grant
Program for lift station generators and authorize staff to advertise for bids.

8. That the City Council place and pass the following ordinances on second reading:
a. Ordinance No. 4594 - Rezoning Belmont 2nd Addition, Lots 1A-2B from R-1(Single-
Family Residential District) to R-2(Two-Family Residential District).
b. Ordinance No. 4718 - Rezoning Livingston Valley South Addition, Lots 1&2 from
AG(Agricultural District) to R-1(Single-Family Residential District).
c. Ordinance No. 4746 – Rezoning Bolton Heights 4th Addition, Lots 1A-4B & 5-44 from R-
2(Two-Family Residential District) to R-4(Planned Residence District).
d. Ordinance No. 4747 – Rezoning South Park Terrace Addition, Block 1, Lot 13 from C-1
(Limited Commercial District) to R-4(Planned Residence District).
e. Ordinance No. 4748 – Bel-Air Twinhomes Addition, Lots 1A-4B from R-3C (Townhouse
Residence District) to C-1(Limited Commercial District).

9. That the City Council approve the request by Minot Public Schools (Sunnyside Elementary
School) to close 11th Street SE between 5th Avenue and Eastern Avenue on school days, during the
hours of 7:00 a.m. and 4:00 p.m.

The above motion by Alderman Lehner and seconded by Alderman Withus.
Randy Renfandt, Supervisor of Buildings and Grounds for Minot Public Schools appeared to urge support
for this request because of limited access, due to the addition of portable classrooms at Sunnyside
Elementary School.
**Note the school will be responsible for moving barricades and will allow access to residents’ driveways
at the south end of 11th Street SE.
Whereupon, a vote was taken on the above motion by Alderman Lehner, seconded by Alderman Withus,
and carried unanimously.
10. That the City Council authorize the Mayor to appoint 5 members of the City Council
and/or Planning Commission to a special FEMA THU Ad Hoc Committee.

The above motion by Alderman Lehner and seconded by Alderman Withus.
It was reported that Alderman Lehner and Planning Commission Chairman Pankow had volunteered to
serve on the committee. Alderman Withus and Connole stated they would volunteer to be a part of this
Ad Hoc committee as well. The City Planner then indicated she would forward another planning
commission member’s name to the Mayor for appointment consideration.
Alderman Lehner suggested that the City Attorney also be present at the meeting to address any issues
with regard to ordinance violations.
City Planner Bye indicated a second mailing of 35 notifications were sent, and that there may be need of
an additional meeting to address those that do not respond. She indicated the initial meeting has been
scheduled for September 25, 2013 at 3:00 p.m.
Whereupon, a vote was taken on the above motion by Alderman Lehner, seconded by Alderman Withus,
and carried unanimously.
General Information
There being no further business, Chairman Knudsvig adjourned the Public Works and Safety Committee
meeting at 4:26 p.m.
