To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on April 29, 2015: 1. The City Council award the bid to Acme Tools for two front deck mowers in the amount of $16,827.88 each. (4080, STR029, WS0031) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 2. The City Council award the bid to Flexible Pipe and Tool Co for the Aries Pathfinder trailer mounted pipeline inspection system including the trade of the Water and Sewer Department’s old inspection unit and options 1 and 2 in the amount of $109,263. (4061, WS0032) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 3. The City Council award the bid to Swanston Equipment for two all-terrain slope mowers in the amount of $86,400. (4089, STR028) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 4. The City Council award the bid to ElDorado National – California in the amount of $416,548 for the heavy duty low floor transit bus; and further authorize the Public Works Director to complete the purchase. The City Council award the bid to CMT Concrete & Construction in the amount of $350,981 for the 2015 Sidewalk, Curb and Gutter project; and further authorize the Mayor to sign the contract. (4011) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 6. The City Council award the bid to Security Fence in the amount of $15.31 per foot for the Landfill perimeter fence. (4093) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 7. The City Council award the bid to Security Fence in the amount of $43.00 per foot for the Rosehill Cemetery Fence. (4091) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 8. The City Council authorize the Minot Police Department/ Ward County Narcotics Task Force to apply for the 2015 JAG and Lottery Grant to fund the Task Force 2016 operating budget of $64,842. ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 9. The City Council approve the recommendation of the selection committee to hire Houston Engineering for the engineering services for the Emergency Action Plan, and authorize the Public Works Director to negotiate a contract for engineering services for the project; and further authorize the Mayor to sign the contract on the Cities behalf. (3135.1) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 10. The City Council authorize and ratify the purchase of a 2015 Dodge Ram 1500 4WD Crew Cab Pickup for $28,384 to be used as an Animal Control vehicle on State bid contract. ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 11. The City Council place and pass on first reading amending and reenacting Section 9-51 in Chapter 9 of the City of Minot Code of Ordinances, relating to the amount of a completion bond required for a building moving permit ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. The City Council place and pass the proposed ordinance on first reading amending and reenacting Section 9-11 and 9-13 in Chapter 9, Article II, Relating to Dangerous Buildings ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 13. The City Council place and pass on first reading a proposed ordinance amending and Reenacting Section 12-1 in Chapter 12 of the City of Minot Code of Ordinances, relating to adoption of the 2014 Edition of the National Electrical Code) ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 14. The City Council authorize the Public Works & Safety Committee and full City Council direct the City Attorney’s Office to pursue litigation of EMC Insurance for traffic accident damage to a City vehicle by EMC Insured driver. ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 15. The City Council place and pass the following ordinances on second reading: a. Ordinance No. 4964 – Amending 2015 Annual Budget – Increase Information Technology Software Agreements Expenditures – Operating System Upgrade – Transfer Funds From Cash Reserves ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 16. The City Council award the bid to Ryan Chevrolet for the purchase of a 2013 Chevrolet Silverado 4X4 LS in the amount of $17,154 for the Police Department 2015 Investigations Vehicle. ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. 17. The City Council authorize the Minot Police Department SWAT Team to apply for, and if awarded accept, the North Dakota Department of Emergency Services (NDDES) FY 2015 State Homeland Security Program (SHSP) Regional Response Team Grant. ********** The above motion by Alderman Lehner, seconded by Alderman Jantzer, and carried unanimously. The City Council place and pass Ordinance No. 4965 on second reading amending 2015 Annual Budget – Increase the Sales Tax Second Penny Infrastructure Budgeted Expenditures and Transfer Funds from Sales Tax Cash Reserves for the Public Works Building Expansion ********** The above motion by Alderman Lehner, seconded by Alderman Schuler. Finance Director confirmed funds are available in cash reserve for the Public Works expansion and will be transferred to the proper accounts when needed. Whereupon a vote was taken on the above motion by Alderman Lehner, seconded by Alderman Schuler and was carried by the following roll call vote: ayes: Connole, Hatlelid Jantzer, Lehner, Schuler, Shomento. nays: none 19. Informational - THU Extension Updates Alderman Lehrer reminded the property owners with THU’s still on their property, the deadline to remove the units is June 1, 2015, after which time action will be taken by the City to have them removed ********** There being no further business, Chairman Connole adjourned the Public Works and Safety Committee meeting at 4:18p.m. Respectfully Submitted, Lisa Jundt, City Clerk
