Call to Order: Pete Hugret called the meeting to order at 8:35 am.

Grand Hotel block annexation
Jim Montgomery, President, International Inn, Inc. and co-owner of the Grand International walked the
committee through several schematics regarding the possible upgrades to his property. Mr.
Montgomery stated the importance of convention centers in Minot, his property being one along with
Sleep Inn and Clarion. The Grand International is in a prominent location. It is close to the airport and
the building is visible from several vantage points throughout the city. The property was previously
assessed for a value of $18M. The value is based on business income. The current valuation is $1.2M.
The cost of proposed improvements is approximately $1.8M.
The committee discussed whether having a public building on the block (in this case MSU) makes it a ½
block, which Rosenthal was asked to confirm with Rikki Roehrich, Deputy Director, Division of Community
Services, State of North Dakota. (confirmed later)
The committee also discussed the tax assessment and Rosenthal committed to getting the calculations
from the city assessor.
Guest Lodge Hotel block annexation
This item is also tied into the Renaissance Zone Map Amendments discussion. The City of Minot wishes
to recommend the addition with no request from any property owner.
Declaration of Completeness of Block 26B (City Hall/Parking Ramp)
Cypress Development, which built the parking ramps downtown Minot, has applied along with several
other entities, most of which have incomplete applications. Any further discussion regarding Block 26B is
tabled until the next meeting.
Review Project FI-2 – Façade Improvement Application from S-J One Eleven LLC regarding 111
West Central Avenue. Consider staff recommendation to approve the amount and refer to the city
council.
Kevin Black (Creedence Energy), applicant and co-owner of S-J One Eleven LLC, talked about the walk-
through of the property, conducted on September 16, 2021, by himself, Jonathan Rosenthal,
Josh Wolsky and Rick Walker (inspector). Mr. Black offered his appreciation for Mr. Rosenthal’s
encouragement in developing the second floor of the structure. Mr. Black stated that Craftwell
was hired as their contractor.
Per the documents submitted by staff $194,650 was the lowest qualified bid of this double
façade. 75% of total equals $145,987. Subject to 25% Owner match.
Staff recommended the following motions in writing to the board:
To recommend approval of the Façade Improvement application FI-2 by the Minot City Council
by S-J One Eleven LLC for a property located at 111 West Central Avenue in the amount not to
exceed $145,987.00 subject to conditions set forth in the program. Plus an Accompanying
Motion to amend the City of Minot’s façade improvements guidelines under “Windows” section.
It is a façade program goal to balance design that engages the street and provides natural
lighting with the restoration of historic display windows. Some of the area above the first-floor
façade windows may occasionally be needed to provide a sign band for modern era wall signs.
Display windows that respect the original, period-appropriate fenestration may include suitably
designed trim and panels above and below the glazing constructed from durable, period-
appropriate materials or like-for-like replacements in appearance and functionality. All display
windows should be installed at a suitable viewing and display height that would have existed on
the building or other same-period structures in the vicinity. Photographs and architectural
drawings from the period of construction may be used for guidance.
Motion by Wolsky to approve the guidelines to the Façade Improvement Program Guidance
document and to approve the FI-2 application by S-J One Eleven LLC, second by Bailey. Ayes:
Hugret, Bailey, Candrian, Wolsky, Bentley, Cook, Nays: none, Abstained: Black (at beginning of
discussion)

Motion by Wolsky to adopt the 2022 Meeting Schedule as prepared by Billingsley, second by Cook.
Ayes: all, Nays: none
