Renaissance Zone Board Meeting Meeting Minutes for September 23, 2021 @ 8:30am. Public Works Building 1025 31st Street SE. Members Present: Pete Hugret (Chair), Betty Fedorchak, Justin Anderson, Jason Bentley, Jen Cook (by phone) Members Absent: Pat Bailey (Vice-Chair), Kerry Candrian, Josh Wolsky, Michael King Others Present: Brian Billingsley (Community & Economic Development Director), Jonathan Rosenthal (Economic Development Administrator), Glenda Sorensen (Admin) Guests: Chad Thompson (applicant) Call to Order: Pete Hugret called the meeting to order at 8:38 am. Agenda: Questions from board regarding Façade Improvement Program guidelines and procedures Review Project FI-1 – Façade Improvement Application from Auslander, LLC regarding 24 First Street NE. Consider recommendation to approve amount and refer to Council. ____________________________________________________________________________ Adopt Meeting Minutes Motion by Anderson to approve the September 09, 2021 meeting minutes, second by Fedorchak. ayes: all, nays: none. Motion passes Questions from board regarding Façade Improvement Program guidelines and procedures. Chad Thompson gave the board an overview of his application and project. Thompson obtained three bids for the project. Auslander, LLC is going to use ROLAC. His goal is to remove the most recent façade to determine what is underneath. He would ideally like that part of the project completed before the start date of April 1, 2022. Mr. Thompson is trying to track down original photos and blueprints of the building, which was built in 1906. Rosenthal requested that Thompson specify the types of windows he will install. Billingsley noted that the contract is amendable and it can go back to the City Council. The applicant understands that there could be a three-week delay, and although it would be cumbersome, he does understand and accept the process. The first floor of the building will be retail space and the second floor will remain the existing apartments. Rosenthal noted the start date will be April 1, 2022 and the stop date will be November 1, 2022, totally 180 days. Board member Cook asked what the consequences may be if the project is not completed in the allotted timeframe. Rosenthal stated that one possibility is that the project could lose funding, but noted that extension are available. Community Development/Economic Development Staff Recommendations Staff recommends approval. Angie Thompson added to Owners. Auslander, LLC replaced 701 Realty, LLC in the motion. Motion by Anderson to approval of the Façade Improvement application FI-1 by the Minot City Council for Auslander, LLC for a property located at 24 First Street, NE in the amount not to exceed $78,072.00 subject to conditions set forth in the program, second by Hugret. ayes: all, nays: none. Motion passes Motion by Bentley to recommend to the Minot City Council that the Façade Improvement Application by Auslander, LLC for a property located at 24 First Street, NE be allowed to begin contract work on April 1, 20222, for the purposes of “work completion” as set forth in the program guidelines, second by Anderson. ayes: all, nays: none. Motion passes Rosenthal asked if all members of the board want to visit the project during the walkthrough process. It was decided that when that occurs it will be posted and treated as a special meeting. Board member Anderson offered his new downtown location (Carnegie Center) as a possible meeting site. Next Meeting The next meeting is Thursday, October 21, 2021, Public Works building, Conference Room #1. It was decided that if there are multiple applications, the meeting be moved to Council Chambers. Adjournment Motion by Fedorchak to adjourn, second by Bentley. ayes: all, nays: none.
