Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Consent Agenda A. Sara & Eric Gonsher 2115 Brookwood Road The Gonshers are returning to the ARB with changes to their previously approved project. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The smaller of the two rear trellises will be modified to be supported by a stucco wall with an arched opening. The door to the roof patio has been eliminated, but the iron railing will remain. The grill area has been reconfigured from an L shape to a straight configuration. At the east side of the house, a first floor window has been relocated. Lastly, the rear sliding glass door size has been revised. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 B. Overhill Realty 6537 Overhill Road Overhill Realty is returning to the ARB with multiple small changes to their previously approved project. Summary of Property: • Character Area: Suburban (Transitional) • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The equipment yard at the south side of the house has been enlarged to accommodate a new generator and the pool equipment. At the rear patio, the location of the grill and the associated walls has been reconfigured. At the left (north) side of the house a new portico is proposed over a side entry door. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 C. Chris & Stephane Cooch 2040 West 59th Street The Cooches are returning to the ARB with changes to their previously approved project. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: When originally presented, the project included a garage addition that included a large second floor dormer. At the time, the ARB approved the dormer, but did not approve the garage addition. The Cooches are now requesting to omit the dormer from the scope of work as well as the garage addition. Additionally, the Cooches are proposing a new egress window well at the south side of an approved addition. At the east side of the house, the fence around the existing A/C units will be modified to enclose an additional A/C Unit. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 D. Doug Blessen 3801 West 63rd Street Mr. Blessen is proposing to add stone bases to the wood columns at his front porch and to add a cupola over his garage. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed stone bases are a combination of natural stone and brick with a stone cap. The stone is to match existing stone on the house. The proposed cupola is all wood with a copper roof and finial. It is to be installed over the existing garage wing which sits lower than the main mass of the house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 E. Vickie Bradley 2910 West 69th Street The Bradleys are proposing to replace their existing patio with a new patio in a similar configuration. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The existing patio is flagstone pavers set directly on grade in a circular configuration. The proposed patio is a circular-shaped flagstone patio set on a concrete base in the same location. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 F. Drake & Patricia Vidrine 2111 West 70th Terrace The Vidrines are returning to the ARB with changes to their previously approved project. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the front of the house, the window at the front porch has been reduced in width. The muntin bars in all of the windows have been changed from a Colonial layout to a simplified, horizontal only, layout. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 #2 Taylor & Lisa Simmermon 1900 West 70th Terrace The Simmermons are proposing to add copper fence post caps with LED lights to a recently installed fence. They are also proposing to add shutters to multiple windows and replace the front door. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The installed fence is a pre-approved style so it was not presented to the ARB. The addition of the lighted caps requires ARB review. The proposed shutters are a double raised panel design. All will be the same size, regardless of the size of window they accompany. This is similar to the configuration of the home’s existing shutters. No image was provided for the proposed front door, therefore clarification is required. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 #3 Marc & Sarah Radasky 6443 Sagamore Road The Raadskys are proposing a whole house interior remodel with a second floor addition over an existing balcony. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the northeast corner of the second floor, an existing rear gable will be extended to the rear and aligned with the existing rear wall of the house. All materials and detailing are to match the existing house. Multiple windows at the rear of the house will be replaced or relocated as part of the remodel. Due to the relationship of the first floor to the second floor, a small portion of the first floor will extend out from the side of the new addition; a new eyebrow roof will be added over this area. The new second floor windows will maintain the same head height as the existing windows, but the height of the windows will be significantly shorter. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 #4 David & Cathy Sarazen 3215 Tomahawk Road The Sarazens are proposing cosmetic modifications to their existing home, including significant modifications to the roof structure. Summary of Property: • Character Area: Suburban (Transitional) • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the front of the house, the existing skylights will be removed, and the roof modified to have large Dutch hips at each end. Three new dormers will be added, evenly spaced along the front façade. The porch will be reconstructed with a new column layout and new front stairs. The plans do not indicate any walkway connecting to the added stairs. All of the first floor windows will be replaced, and at three locations closed shutters will be added where windows are being removed. A new railing is being added at the front of the porch. At the rear elevation, all of the existing skylights will be removed and the roof structure will be modified to have large Dutch hips. A new boxed bay window is proposed at the main mass, and a large shed dormer is to be added above. Another traditional bay window is proposed at the main mass and a second floor window above is to be replaced with a new window of the same size. At the northeast (left) wing, a large portion of wall is to be removed to create a large covered porch. A new outdoor kitchen is proposed within the new space. A new row of columns is proposed to support the existing roof structure. The remaining first floor windows are existing and will remain. A new pair of double-hung windows is proposed at the center of the side elevation. A large window pan will be required to accommodate the windows. Please note, the plans indicate these are existing windows, but with the changes to the roof structure, they may be relocated, but they cannot be existing. At the southwest (right) wing, a second floor window group will be removed, and the roof over an existing bay window will be modified. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 14, 2017 #5 John & Marilyn McConnell 2301 Stratford Road The McConnells are proposing a small addition to their main house, and to replace their detached garage. Additionally, extensive site work is proposed at the west and south sides of the house, including a new gazebo. The McConnells have purchased 2307 Stratford Road and are going through the process to replat the two lots as one. The submitted site plan reflects the lots being combined and the existing house at 2307 Stratford Road being demolished. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The addition to the main house consists of a small single-story wing with a flat roof. It is sided with all brick and includes fenestration to match the main house. The addition is on axis with the formal garden and gazebo at the side of the house. The gazebo is to be constructed over a stone patio with low stone base walls. An octagonal metal canopy roof will be supported on 4 sides with wood posts. Metal screens will infill between the posts. The garden area will be enclosed on all sides by 5’-2” tall stone walls. Shorter portions of wall will be topped with a 4 foot tall iron fence. Inside the garden wall, a series of walkways connect the main house to the new gazebo. As part of the site work, multiple site walls, walkways, and plantings will be removed throughout the lot. At the south side of the house, a new stone terrace is proposed. The site plan appears to include multiple walls integrated into the terrace and connecting to the new garage. The extent and height of these walls is difficult to interpret from the plans. Clarification is required. The proposed detached garage has been moved slightly, but is in the same general area as the existing. It is set at the ordinance minimum 10 foot side and rear setbacks. It is sided primarily with stucco and wood trim. A portion of the front facade will be clad with stone. Two small dormers are proposed facing the main house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.5 on pages 64 through 67 of the Design Guidelines provides specific recommendations for the Neighborhood Estates character area. Subsection E suggests that accessory buildings, located in the primary landscape area, be limited to 1- story, with 10 foot eaves and a maximum area of 720 sq. ft. The proposed garage exceeds the maximum area recommendation. Discussion is recommended.
