The Mission Hills Board of Zoning Appeals (BZA) provides that the BZA shall determine whether or not an ARB decision was reasonable
based upon the evidence presented to the ARB and the record of the ARB proceedings. Testimony at the BZA hearing will be limited to a
discussion of the evidence presented to the ARB. No new evidence will be considered.
#1 Megan & Andrew Pence 6335 Wenonga Road
The Pences are proposing window and skylight modifications that include a new boxed bay window at the
north elevation.
Summary of Property:
• Character Area: Countryside Estates
• Location of Common Green Space: Front
• Any Special Frontages: Hillside
Summary of Project:
At the north (left) side of the house, the Pences are proposing to remove two sets of existing windows and
four skylights. The two windows being removed will be replaced with a large arched boxed bay. The
proposed bay matches the style of the existing house.
Ordinance Compliance:
There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances.
Design Guideline Review:
There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines.

#2 Scott Radecic & Susan Marshall 2802 W 67th Terrace
The Radecic/Marshalls are proposing new solar panels on their roof.
This project was continued at the August 13th meeting to see if the City Council will change the Design
Guidelines regarding solar panels.
Summary of Property:
• Character Area: Suburban
• Location of Common Green Space: Front
• Any Special Frontages: None
Summary of Project:
The proposed panels are located on the front, right and left sides of the house.
The panels are to be directly applied to the roof slope and will stand 40mm (1 ½”) from the surface of the
roof.
Ordinance Compliance:
There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances.
Design Guideline Review:
Section 2.7.1.C on page 95 of the Design Guidelines recommends that all mechanical and electrical
equipment, including solar panels, be completely screened from public view. This recommendation has
not been met.

#3 Taylor & Betsey Moore 5750 Oakwood Road
The Moores are requesting approval to replace an existing generator in their rear yard.
Summary of Property:

Summary of Project:
The Moores are proposing to replace their existing generator 10 feet from the side property line and 18 feet
from the rear property line.
Ordinance Compliance:
There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances.
Design Guideline Review:
There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines.

#4 Scott & Ashley Fillmore 7030 Belinder Avenue
The Fillmores are proposing a new roof over an existing patio and a new pergola with a retractable fabric
canopy.
Summary of Property:

• Location of Common Green Space: Front
• Any Special Frontages: None
Summary of Project:
The proposed solid roof is over the central portion of the exiting patio. It consists of a low slope roof
supported by columns that match the existing home’s columns.
The proposed pergola is to the north of the new solid roof. It is supported on a similar column system
Ordinance Compliance:
There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances.
Design Guideline Review:
There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines.

#5 David & Carol Tucker 2515 Tomahawk Road
The Tuckers are proposing to replace a portion of their driveway.
Summary of Property:
• Character Area: Neighborhood Estates
• Location of Common Green Space: Front
• Any Special Frontages: None
Summary of Project:
The Tuckers are proposing to replace a 32-foot by 25-foot section of their driveway, directly in front of their
garage. The existing greenspace does not meet the minimum requirement, so this must be reviewed by the
ARB.
Ordinance Compliance:
There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances.
Design Guideline Review:
Section 2.7.3.A on page 106 recommends that LS-1 and 2 properties have a greenspace no less than 60%
of the lot area. The existing lot coverage is 55%. This recommendation has not been met.

#6 John & Nancy Valentine 6131 Ensley Lane
The Valentines are returning to the ARB with changes to their previously approved window replacement.
Summary of Property:
• Character Area: Neighborhood Estates
• Location of Common Green Space: Front
• Any Special Frontages: None
Summary of Project:
The original approval was for a pair of casement windows flanking a single fixed unit. The Valentines are
now proposing a single large horizontal window. The horizontal nature leads to a non-traditional muntin
pattern.
Ordinance Compliance:
There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances.
Design Guideline Review:
Section 2.7.1 D on page 96 recommends that all window muntins on the home be the same pattern and
proportion, with few exceptions. Discussion is recommended. Section 2 recommends that windows have
vertical proportions. The window has horizontal proportions. Discussion is recommended.

REPORTS
6. Mayor/Council Member Reports
Mayor Cogan reported that he, along with Councilmembers Donovan Brandon and Sabol,
participated in the Mayor’s Grape Stomp event on September 13, showing support for L.D. Bell
High School and winning the award for Best Teamwork. On September 18, he presented an
update to the Durango Ridge Homeowners Association, which included discussion of the Bedford
Road reconstruction project and concerns about speeding. He reported that he serves on the
Cook Children’s Family Engagement Council for Adult Congenital Heart Defects and announced
that Bedford will host the 1 in 100 Walk for adults with congenital heart disease on October 25.
Councilmember Farco reported that he, Mayor Pro Tem Dawkins, City Manager Andrea Roy, and
Police Chief Bobby LaPenna attended the Hurst-Euless-Bedford Chamber of Commerce’s 70th
Anniversary Gala the previous Saturday. He also extended condolences to the City of Hurst on
the passing of Police Chief Steve Niekamp.

Council Minutes September 23, 2025
Mayor Pro Tem Dawkins also reported on the Chamber Gala. She discussed the 9/11 memorial
service at the Fire Department and expressed appreciation to the honor guard. She toured the
existing Central Fire Station and noted the need for upgrades. She further reported on her work
as a member of the United Way of Tarrant County Steering Committee, including her participation
in a town hall with their new CEO, Adam Powell. She discussed the importance of partnerships
with elected officials and the community, as well as raising awareness of the services the United
Way provides.
7. Report on most recent meeting of the following Boards:
• Animal Shelter Advisory Board
No report was given.
• Beautification Advisory Board
Mayor Pro Tem Dawkins thanked outgoing Board member Rob Wisson and stated that she is
impressed with the current membership. She reported that the Board met the previous week and
is working on a master tree plan. There was discussion on opportunities for the medians on
Harwood Road and in Generations Park. She stated they would work with the City and the tree
fund once it is built up and to work in conjunction with the design review for what is being done at
Harwood Road and State Highway 121.
• Library Advisory Board
Councilmember Donovan Brandon reported that the Board met the previous week, and the Library
is looking for volunteers on October 2 and 13 to unload pumpkins. She stated that the Beer, Brats,
and More event will be held on October 18.
• Parks and Recreation Advisory Board
No report was given.
• Senior Advisory Board
Mayor Pro Tem Dawkins thanked outgoing Board member Becky Farrell, who advocated for
seniors, the new Senior Activity Center, and with forming the Board.
8. City Manager/Staff Reports
City Manager Andrea Roy reported that the contractor for landscaping improvements at Harwood
Road and State Highway 121 will be beginning work shortly.
9. Take any action necessary as a result of the Executive Session.
