Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Consent Agenda A. Daniel & Ellen Bolen 6105 High Drive The Bolens are returning to the ARB with changes to their previously approved new driveway. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The original approval included a new paver driveway that is 10 feet wide at the street and widens near the garage. They are now proposing to flip the driveway to have the entrance on the south side of the driveway. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. October 8, 2024 #2 Erin & Bret Knighton * 2040 W 59th Street The Knightons are returning to the ARB with modifications to their previously approved project. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front & Side • Any Special Frontages: Corner Lot Summary of Project: At the east side of the house, the Knightons previously proposed to convert a portion of a side porch into an open porch and extend the roof over a new stoop. They are still proposing to convert the porch to an open porch but are no longer planning to extend the roof structure. Ordinance Compliance: The project is in violation of City Code Section 5-121.D. which requires pool decks to be a minimum of 20 feet from the side or rear property line. A variance of 2’4” is required at the side yard and a variance of 9’6.5” is required at the rear. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. (In Progress) October 8, 2024 #3 Adam & Michelle Colombo 6515 Belinder Avenue The Colombos are returning to the ARB to present a revised hardscape plan. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The Colombos are proposing two separate hardscape plans. The focus of these plans is the addition of decorative gravel mow strip located around the house and pool. Option A limits the mow strips to the front and sides of the house. Option B extends the strips around the swimming pool. Option A Greenspace Review SF Lot Area: 44,225 House/Patios: -13,359 Proposed Gravel: -363 Remaining Greenspace: 30,503 Greenspace Percentage: 69.0% Option B Greenspace Review SF Lot Area: 44,225 House/Patios: -13,359 Proposed Gravel: -644 Remaining Greenspace: 30,222 Greenspace Percentage: 68.3% Ordinance Compliance: There are no conflicts between the proposed project and the Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.3.A on page 106 recommends that LS-6 and 7 properties have a greenspace no less than 70% of the lot area. Neither of the proposed plans meet these requirements. Discussion is recommended. They are also proposing a new lanai structure with an outdoor fireplace. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed patio is centered on the main mass of the house. Twenty-inch-tall seat walls define the rear of the patio. The proposed grill is located at the north side of the patio. A second lower patio is located to the north of the main patio where it connects to an existing walkway. The proposed spa is located on the lower patio. The proposed lanai is located on the south side of the patio, with the outdoor fireplace centered at the south side. The lanai is a square supported by columns at the four corners. The fireplace occupies the majority of the south side and is flanked with plantation shutters. The remaining three sides of the structure are open. The roofing matches the existing house, with a slightly lower pitch. At the south side of the house, a new 4- foot-tall metal fence is proposed with a 54-inch-wide gate. The fence is to align with the neighbor’s fence. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Greenspace Review SF Lot Area: 20,282 Proposed House and -6,517 Hardscape: Remaining Greenspace: 13,765 Greenspace Percentage: 67.9% Design Guideline Review: Section 2.7.3.A on page 106 recommends that LS-3, 4 and 5 properties have a greenspace no less than 65% of the lot area. This recommendation has been met. October 8, 2024 #5 Daphne Muchnic 2209 W 68th Street Ms. Muchnic is proposing a new pool and patio in her side yard. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: Ms. Muchnic is proposing to demolish an existing detached garage along with a portion of the driveway to make way for a new pool and patio. The pool sits partially in the side yard and partially in the rear yard. It is set at the 20-foot minimum side and rear setback. No grading is proposed, so the rear south end of the pool extends slightly above grade. The height the pool will extend above grade is not indicated. Clarification is required. The exposed walls are to be clad in stone. A new concrete patio is proposed along the west side of the pool, connecting to an existing screened porch. A new stone wall is proposed at the south side of the patio. The height of the wall is not indicated. Clarification is required. A new walkway extends from the new patio to connect an existing porch and the driveway. A new fence is proposed at the north end to the pool, at the end of the driveway. The 4 ft. tall fence is to be a pre-approved style. Two gates are being proposed. The style and height of the gates are not indicated. Clarification is required. The pool equipment is proposed on a small 6 foot by 8-foot pad at the southeast corner of the property. It is set at the minimum 10-foot setback. There is no proposal for any screening. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Greenspace Review SF Lot Area: 22,753 House Footprint: -5,030 Proposed Hardscape: -3,352 Remaining Greenspace: 14,371 Design Guideline Review: Section 2.7.1.C.2. on page 95 of the Design Guidelines recommends that all mechanical and electrical equipment, including pool equipment should be completely screened from public view. This recommendation has not been met. Section 2.7.3.A on page 106 recommends that LS-3, 4 and 5 properties have a greenspace no less than 65% of the lot area. This recommendation has not been met. Section 2.7.3 D on page 110 provides specific recommendations about altering grade and topography. This section generally recommends that grading conserve the natural landforms. These recommendations have been met. October 8, 2024 #6 Allison & Brad Gershon 6632 Wenonga Road The Gershons are proposing an interior remodel that includes multiple window and door changes, and a new front porch. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the front (East) of the house, the Gershons are proposing a new front door and sidelights under a new front porch. The porch roof pitch is less than the main house, but the material matches the main house. The porch is supported by new columns at the front with pilasters at the house. It is not clear if the front stoop is to be replaced. Clarification is required. Also at the front, the Gershons are proposing to replace the copper roof of a side porch with a new copper roof. The are also proposing to remove an existing chimney. At the rear (West) of the house, all of the first-floor windows are being replaced. The are partially obscured from view, in the elevation, by the existing garage and porch. Multiple pedestrian doors are being eliminated to make way for the new windows. Arched trim, at the back of the garage, is being eliminated. At the right (North) side of the house, a new entry door with sidelights is proposed in an existing alcove. An arch top door, to the side of the garage, is being eliminated. At the left (South) side of the house, an arch top window is being removed and two new windows are proposed at the same location. At the second-floor new door and windows will replace an existing pair of French doors. All of the proposed windows/doors are in keeping with the style of the home. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. October 8, 2024 #7 MOJO Built, LLC 6419 Sagamore Rd The owners are redesigning the proposed home. The project will need to be continued to a later ARB meeting. October 8, 2024
