Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Consent Agenda A. Angela Allan 5830 High Drive Ms. Allan is proposing to replace and add a small extension to her circle drive. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The current circle drive is 8 feet wide at the property line and widens to 10 feet wide at the front walkway. Ms. Allan is proposing to widen the left side leg by approximately 24 inches to ease the transition to the street. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: The existing greenspace is 12,800 sq. ft. which is 62.75% of the lot area. The project will decrease the greenspace to 12,740 sq. ft. which is 62.5% of the lot area. This Design Guidelines recommend the property be 65% greenspace. This recommendation has not been met. November 5, 2024 B. Terry Chapman & Julie Jordan 3220 Tomahawk Road The Chapman/Jordans are proposing a window replacement at the rear of their home. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed window is found at the rear of the house. It will replace a slightly larger bay window of the same style, in a slightly different location. The bay bump out will be removed so the wall will be flat. They are proposing new sconces as part of the project. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 5, 2024 C. David & Sandra Liechti 6612 Rainbow Road The Liechtis are proposing to add three new windows to the side of their house. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the right side of the house, the Liechtis are proposing to add three new pairs of casement windows. There are no existing windows in that area. The house has a variety of existing window styles; however, all the existing and proposed windows are simulated true divide light. Please note, the plans include multiple other windows that were previously approved administratively. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 5, 2024 D. Doug & Dana Nelson 2015 Stratford Road As part of their kitchen remodel, the Nelsons propose to replace a window with French doors and to replace a door with a window. Note: This project was previously approved in 2023 but was never completed, and that approval has since expired. Summary of Property: • Character Area: Traditional • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: On the rear elevation, a family room window will be replaced with a pair of French doors. A door into the kitchen will be replaced with a window and moved closer to the existing window to the left. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 5, 2024 #2 Eric & Leslie Friskel 6721 Willow Lane The Friskels are proposing to replace their existing driveway and a small portion of their rear patio. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The existing non-conforming circle driveway is to be replaced in the same location and style. The existing curb aprons will remain. At the rear of the house, there is a small concrete pad near the house. The Friskels are proposing to remove this pad and replace it with brick pavers to match the rest of the patio. A small walkway, on the side of the house, will be removed as part of the project. Ordinance Compliance: There are no conflicts between the proposed project and the Mission Hills Code of Ordinances. Design Guideline Review: Since the project is replacing existing structures and results in a net increase of greenspace, a greenspace study was not required. November 5, 2024 #3 Paul & Mary Giordano 2009 W 69th Street The Giordanos are proposing a new patio with seat walls and an outdoor kitchen. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed patio is located near the center of the house. It is all stone, with stone seat walls. The outdoor kitchen is located along the side of the patio. It is a simple grill built into a base to match the seat walls. Ordinance Compliance: There are no conflicts between the proposed project and the Mission Hills Code of Ordinances. Greenspace Review SF Lot Area: 22,126 House Footprint: -3,354 Driveway, walks, and Patio: -5,292 Remaining Greenspace: 13,480 = 60.9% Design Guideline Review: Section 2.7.3.A on page 106 recommends that LS-3, 4 and 5 properties have a greenspace no less than 65% of the lot area. This recommendation has not been met. Please note, the project results in a 1% increase in greenspace from the existing conditions. . Lot Information Zoning: LS-3 Lot Area: 22,126 Ordinance/Design Guideline Allowable/Required Provided Patio Minimum Side Yard: 20’ 48.5’ Patio Minimum Rear Yard: 20’ 36.9’ Minimum Greenspace: 65% = 14,382 SF 13,480 SF = 60.9% November 5, 2024 #4 Kansas City Country Club 6200 Indian Lane The KCCC is proposing two new shade shelters as part of their previously approved tennis court reconstruction project. Summary of Project: The shelters are simple roof structures with open sides supported by stone columns. They are located along the sidewalk between the courts at each end. Due to the topography, one of the shelters includes a guardrail along one side. Ordinance Compliance: Mission Hills Zoning Regulations require that any building or structure, except driveways, be located at least 30 ft. from any property line. The shelter closest to the property line is 39’2” away. There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 5, 2024 #5 Kansas City Country Club 6200 Indian Lane The KCCC is proposing changes to its previously approved restroom accessory building near the #14 tee box. Summary of Project: Due to site constraints, the whole structure has been moved from its original location. The new location is several yards to the right of the original proposal. The change in location allows for the elimination of the large retaining wall originally proposed. With the new location, the orientation has also been modified. A large cart path area is now proposed outside of the building. The Club is also proposing to add faux windows to the side of the building and modify the cupolas. Landscape screening has been added around the HVAC equipment. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. November 5, 2024 #6 Ahead Engineering Various Utility Easements Ahead Engineering is proposing to install small cell node cellular antennas at multiple locations around the City. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The nodes consist of an antenna that is approximately 2 feet tall and 15 inches in diameter. The antenna will be installed at the top of either a telephone pole or light pole, depending on the location. Each node will also include an equipment box and a power meter. At most locations all of this equipment will be installed on the associated pole. A small electrical transformer will be ground-set near the pole in select locations. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Design Guidelines do not apply to utility projects. November 5, 2024
