MONACA BOROUGH Council Meeting Minutes June 9th, 2026 at 7:00pm In person & virtual The Council Meeting of the Monaca Borough Council was held on the above date and time in person & virtually via Zoom application. The Meeting was opened with the Pledge of Allegiance to the Flag. Kramer, Jr.; -present; Frank Paganie, Esq. – present Visitors: None Communications: None Minutes: Mr. Mitchell motioned to approve the Council Meeting Minutes of April 28th, 2026. Second by Mr. Yothers. Motion carried unanimously. Fiscal and Contractual: Mr. Mitchell motioned to approve the monthly bills. Second by Mr. Mitchell. Motion carried unanimously. Mayors Report- The Honorable Mayor Engelman gave his report for the Month of MAY 2026. Monetary Receipts: $1,254.51; Citations/Parking tickets: 177; Criminal Arrests: 12; Calls for Service: 492; Managers’ Report: Mr. Kramer reported that the 2025 paving program has been completed. Regarding the Streetscape Project, underground conduit installation is underway to provide power for future lighting. Brick installation is also progressing. Mr. Kramer reported that utility work associated with the Roundabout Project is ongoing. Complaints regarding a dip near 17th Street were addressed, and the responsible utility company has been notified and will make additional repairs as needed. Roundabout construction is anticipated in 2027. On 12th Street, the Road Department completed storm drain preparation work, including underground improvements near the band room. President Booher commended the Public works Department for the timely completion of the project. Mr. Kramer reminded Council that Community Day is approaching and noted that preparations are underway, including the 5K race route and safety planning. Shuttle service from St. John's will be provided as in previous years. Mr. Kramer reported that work continues the RACP Grant application and finalization process. During questions, Mrs. Majors inquired about repositioning the power box near the barber shop. Mr. Kramer stated that relocation is not feasible but that alternative solutions are being explored. Mr. Colville asked about the bridge closure for Community Day. Mr. Kramer reported that PennDOT approval is pending for a planned closure from 8:00 a.m. to 11:00 p.m. Lastly, Mr. Kramer reported that Cleveland Vicon is currently working on the Borough Building's key fob system and evaluating the installation of additional security cameras, including in council chambers. Council discussed the matter. He had nothing further to report. Solicitors Report: Solicitor Paganie had nothing to report. Department Reports: -Curt DiGiovine, WWTP Superintendent, gave his report for May 2026. Curt also reported that West Nile Virus monitoring has begun through the Beaver County Conservation District at no cost to the Borough. Following his report, President Booher asked Curt to provide newly appointed Councilman Nunzir with background on the Borough’s storm and sanitary sewer separation efforts. Curt explained that the Borough has invested significant funds to separate portions of its formerly combined sewer system to meet regulatory requirements and reduce combined sewer overflow (CSO) activity. He noted that the remaining area on 4TH Street is planned for future separation. - NSO Report: Council and Borough Manager discussed in length of the Borough's property maintenance enforcement process, including the issuance of quality-of-life citations, fines, and the progression of unresolved violations through the magistrate system, one property in particular up in the heights. Mr. Kramer briefly explained that following magistrate proceedings, the enforcement process begins all over again if the violations remain uncorrected. Solicitor Paganie provided guidance regarding the Borough's legal authority and limitations in enforcing property maintenance ordinances. Council discussed potential options for addressing properties that remain in violation despite repeated citations and payment of fines, including the circumstances under which the Borough may perform maintenance work and recover associated costs through liens or other legal remedies. No action was taken at this time. Council and the Borough Manager discussed with the Solicitor the process of securing a new rental inspector. Mr. Kramer expressed his preference for utilizing a third-party inspector rather than handling inspections in-house. The group reviewed the responsibilities and duties associated with the rental inspector position. President Booher also asked Mr. Paganie to further examine the Borough's property maintenance enforcement procedures, particularly in situations involving repeat offenders who fail to address ongoing property maintenance violations after receiving notices. Ordinance Review Committee- Pres. Booher said he and Solicitor Paganie are still working on a couple ordinances. Recreation Report- Mr. Yothers presented the Recreation Report. He reported that the BCRC Picnic held last month was a success. Recreation is also currently planning Community Day in partnership with the Borough and the CDC. Planning efforts include arrangements for a face painter, a balloon artist, kids games, and ice availability during the event. Mr. Kramer noted that plans are already in place to secure ice and they can get it from the Middle School. Mr. Yothers reported that the annual Pirates game trip is scheduled for Tuesday, August 18. A total of 130 tickets have been reserved, including tickets for the bus drivers. The ticket package includes a $30 game ticket and a $10 concession credit for use at the ballpark. He also announced that a Magic Show is scheduled for Wednesday, August 5, at 11:00 a.m. Additionally, Susan raised the possibility of installing a picnic table at the 15th Street Playground. Mr. Kramer indicated that he had already discussed the matter with her. Library Report- Vice President LaPearle presented the Library Report. He reported that the library's new director began employment last week. He also stated that all funds from the recent comedy show have been accounted for and that the event has already been booked again for next year. Additionally, the library is currently preparing for its annual book sale, which is scheduled to take place in August. New Business: 1. VP LaPearle motioned to approve pay application #15 from Bronder Technical Services in the amount of $266,613.52 for Streetscape project, phase 1. Second by Mrs. Majors. Motion carried unanimously. 2. Pres. Booher provided background information on the 12th Street parking lot project. He explained that approval was needed at this time because the work is adjacent to the current project area. Alternatively, the project could be incorporated into SGA’s overall plan; however, if the Borough later chose to bid the project separately, portions of that work would need to be removed and reconstructed. Mrs. Majors motioned to approve Alt-bid from Bronder Technical Services for 12th Street parking lot proposal/reconstruction, in the amount of $94,850.00. The motion was seconded by Mr. Nunzir. Mr. Short asked whether a power source could be installed to accommodate a lighted public parking sign. Mr. Kramer responded that it could, noting that a third conduit is already in place. He further stated that the contractor would install the necessary infrastructure and that there had also been discussions about adding lighting to the parking lot. Motion carried unanimously. Citizens: None Additional Comments: Mr. Colville reported receiving several complaints regarding children gathering at the park during the evening hours, obstructing playground equipment, and creating excessive noise. He requested that the Police Department provide additional patrols in the area during evening hours. Mr. Colville also asked whether 12th Street is designated as a one-way or two-way street. Mr. Kramer responded that the area is currently open, and President Booher noted that there is presently no sidewalk in that location.
