Chair McKenzie called the meeting to order at 4:03 PM.
CONSENT ITEMS
Committee Member Jacoubowsky moved to place Items 3 and 6 on the Consent Agenda.
Committee Member Latasa seconded the motion. The motion passed 5-0-2(Absent Arellano,
Davis).

ACTION: Approved the Minutes of May 4, 2011 as submitted.
On a motion by Committee Member Jacoubowsky, seconded by Committee Member Latasa,
and passed by the by the following vote, the Architectural Review Committee approved the
Consent Agenda.

ACTION: Continued the application for redesign to preserve the view impact.
1. Preservation of the view corridor of the airport.
2. Move the mass to the right of the property.
3. Garage is fine in the present location.
4. Preserve the view as shown in photo that was submitted at the meeting.
Staff Presentation/Committee Member Questions:
Senior Planner Ebbs presented the staff report and answered Committee Members’ questions.
Applicant:
Greg Burkhart, Jason and Christy Mehringer were present. Mr. Burkhart explained the history
of the project with regards to water drainage, the grade of the hillside, ridge height and having
a hardship. He handed out photos of the view of the project from surrounding neighbor’s lots,
All present answered questions regarding the hole left after grading, the first application that
expired, the cost of the project, view impacts from the lot, and plate height.
Public Comments:
Nelson Gomes stated that he would like an improvement to the neighbor’s property but would
like to keep his views intact in the process. He suggested that instead of a pitch roof, use a flat
roof, or lower and move the project to the right of the lot. He answered a question regarding
losing the view of the airport with the proposed addition and stated that he doesn't want to lose
the value of his house.
Committee Member Comments:
There was a discussion regarding the view impact policy and lowering the height elements that
block the view of the airport or moving them to the right side of the lot.
Committee Member Jacoubowsky stated that a possible solution to the view impacts would be
to move the ridge.
Committee Member Finklea stated that he likes the project as proposed.
Committee Member Latasa stated he likes the entry towers.
On a motion by Committee Member Dawson, seconded by Committee Member Jacoubowsky,
and carried by the following vote, the Architectural Review Committee continued the
application to redesign to preserve the view impacts.

Request for Retroactive Approval of a Sign Permit for an 8.5 square-foot wall sign and
alterations to an existing freestanding sign.
ACTION: On consent, approved the application and adopted Findings for Decision.

Spallacy for Stocker & Allaire, Inc.; Owner David MacEwen; R-1-6-D1 Zoning District;
Exempt from CEQA Requirements.
Approve Final Architectural Review for a New Single-Family Dwelling.
ACTION: Approved the application with the Conditions of Approval and adopted
Findings for Decision.
Conditions of Approval:
1. The applicant shall submit a landscape plan prior to occupancy site for review by City staff.
The landscape plan shall be consistent with the Del Monte Shores Design Standards and
shall utilize drought-tolerant and coastal-appropriate plant types.

Applicant:
David Stocker and Daniel Piechota were present. Both men explained the project and
answered questions regarding cost of the project, the proposed deck, and using models.

with the Conditions of Approval and adopted Findings for Decision.

Recommend denial of the Sign/Encroachment Permit for the use of a freestanding commercial
sign in the public right-of-way.
ACTION: Tabled the application per the applicant’s request.

6. 48 Fisherman's Wharf No. 1; Sign Permit Application 11-087; Applicant Chris Arcoleo;
Owner City of Monterey; Exempt from CEQA Requirements.
Approve a 6.7 square-foot wall sign.
ACTION: On consent, approved the application with the Conditions of Approval
and adopted Findings for Decision.
Conditions of Approval:
1. The applicant shall submit a detailed depiction of the sign content prior to installation. The
sign design shall exclude any price information.
2. The scope of this approval is limited to the proposed sign. With this approval, a total of
three signs are approved on this building: the 12.5 square-foot wall sign, the 6.7 square-
foot wall sign (current application) and the 8.8 square-foot freestanding sign. It does not
authorize any other existing or proposed element, such as signs, displays, statues, or other
element.
3. The approval of this project is conducted in accordance with Chapter 38, Article 25 of the
Monterey Municipal Code, which authorizes the Architectural Review Committee to impose
Conditions of Approval and obligates the applicant to abide by such Conditions of Approval.
Further, each lease on Fisherman’s Wharf No. 1 requires that the tenant abide by all local
laws, including Chapter 38, Article 25. As such, any violation of this approval may also
constitute a violation of lease and any resulting action described in the lease and available
to the City of Monterey, potentially including declaration of a breach of lease. In
proceeding with this approval, the applicant acknowledges the imposition of Conditions of
Approval, the importance of abiding by them, and any potential ramifications of violation of
the approval.

ACTION: Continued application per applicant’s request to the June 15, 2011 ARC
meeting.
On a motion by Committee Member Jacoubowsky, seconded by Committee Member Finklea,
and carried by the following vote, the Architectural Review Committee continued application
per applicant’s request to the June 15, 2011 ARC meeting.

8. 57 Fisherman's Wharf No. 1; Sign Permit Application 11-116, Architectural Review
Application 11-033; Applicant Kevin Phillips; Owner City of Monterey; Exempt from
CEQA Requirements.
Approve Architectural Review and Sign Application for Exterior Alterations and New Projecting
Signs.
ACTION: Approved Preliminary Architectural Review with the Condition of Approval
and adopted Findings for Decision.
Conditions of Approval:
1. The applicant shall submit a complete application for Final Architectural Review. This
application shall reflect the following:
a. A detailed light schedule shall be included that indicates all existing and proposed light
fixtures and provides photographs and/or cut sheets of each proposed fixture. All light
fixtures shall be screened to prevent glare or overspill.
b. A paint schedule shall be provided for the entire building. The applicant is encouraged
to use a different, but complementary, paint scheme for the Fish and Chips Café. The
paint schedule shall include the rear of the building, which shall be painted to match the
front of the building. The applicant shall true paint samples on 8.5”x11” cards.
c. Unless approved in writing from the Housing and Property Manager, the outdoor seating
design shall be modified such that it is not permanently attached to the Wharf surface.
d. Photographs and/or details and/or cut sheets shall be provided of the decorative winch
and faux loft door hardware. The door hardware should be decorative and appropriately
scaled to the door, as if it were functional.
2. This approval shall be valid for a period of 180 days. If a submittal for Final Architectural
Review is not provided within this period, this approval shall be invalid.
3. The applicant may not proceed with any aspect of this project until Final Architectural
Review approval is received.
4. The approval of this project is conducted in accordance with Chapter 38, Article 25 of the

Kevin Phillips and Jim Gilbert were present. Mr. Phillips handed out a paint sample of the
proposed teal color and explained the project with regards to the color, hardware and the
corrugated metal. Both men answered questions regarding the lighting, the awnings and
obtaining approval at the present meeting.

Committee Member Comments:
Committee Member Jacoubowsky stated that the two businesses should be separated by two
different colors of the teal to contrast both businesses.
On a motion by Committee Member Finklea, seconded by Committee Member Latasa, and
carried by the following vote, the Architectural Review Committee approved Preliminary
Architectural Review with the Conditions of Approval and adopted Findings for Decision.

1. The boat may be made out of aluminum.
2. The applicant shall submit cut sheets of the sign lighting.
3. The applicant shall submit a detail of the boat and fin signs.
4. The projecting sign shall be made out of sign foam or sandblasted redwood/cedar.

A discussion took place regarding the material for the proposed boat sign and the type of lights
that could be installed.

and carried by the following vote, the Architectural Review Committee continued the sign
application to the June 1, 2011 meeting for redesign.

COMMITTEE MEMBER COMMENTS
Committee Member Dawson announced that Art in the Adobes will be coming in October for
people to tour adobes that have not been previously opened to the public.
Committee Member Latasa asked for the decision made by the Planning Commission on the
appeal of paint colors at 96 Fisherman’s Wharf No.1.

Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
