CALL TO ORDER
Vice Chair Dawson called the meeting to order at 4:00 PM.
CONSENT ITEMS
Committee Member Comments:
Vice Chair Dawson clarified Item 5 by stating that Mr. Jeff Davi explained the proposal.
Committee Member Latasa corrected Item 3, Condition of Approval (d), by stating the box
width should be a maximum of 4 inches.
On a motion by Committee Member Davis, seconded by Committee Member Jacoubowsky,
and carried by the following vote, the Architectural Review Committee approved the

Senior Planner Ebbs presented the agenda report and stated that the applicant is exploring
options with regards to historic preservation and recommended that the Committee table the
item.
On a motion by Committee Member Latasa, seconded by Committee Member Jacoubowsky,
and carried by the following vote, the Architectural Review Committee tabled the application.

3. 47 Fisherman’s Wharf No. 1; Sign Permit Application 11-241; Applicant Phil
Vanderkraats for Café Fina; Owner City of Monterey; Exempt from CEQA Requirements.
Approve Sign Permit Application for new signs.
ACTION: Approved the application with amended Conditions of Approval and
adopted amended Findings for Decision.
Conditions of Approval:
1. Prior to installation of the wall sign, the existing floodlights shall be painted to match the
building and repositioned.
2. With this approval, the only approved signs are the 46 square-foot (23 x 2) projecting sign,
the 9 square-foot freestanding sign, the 1.4 square-foot wall sign and the valance sign.
With the installation of the wall sign, the concessionaire shall acknowledge that all allowed
sign area for the building will be used and that no additional signs may be installed under
the current sign regulations.
3. The approval of this project is conducted in accordance with Chapter 31 of the Monterey
Municipal Code, which authorizes the Architectural Review Committee to impose
conditions of approval and obligates the applicant to abide by such conditions of approval.
Further, each lease on Fisherman’s Wharf No. 1 requires that the tenant abide by all local
laws, including Chapter 31. As such, any violation of this approval may also constitute a
violation of lease and any resulting action described in the lease and available to the City of
Monterey, potentially including declaration of a breach of lease. In proceeding with this
approval, the applicant acknowledges the imposition of conditions of approval, the
importance of abiding by them, and any potential ramifications of violation of the approval.
Finding for Decision:
1. The void in the existing projecting sign warrants the extra signage on the valance.

Applicant:
Phil Vanderkraats and Dominic Mercurio were present. Mr. Vanderkraats explained the
proposal with regards to the current projecting sign being counted twice since it is installed at

an angle to the building and the applicant wanting the words of Café Fina Ristorante on the
valance of the awning because people think that the restaurant only sells coffee. Both men
answered questions regarding the entrance, the flood lights, and complaints received by the
City.

Committee Member Comments:
Committee Member Davis stated that the sign is nice looking and by adding Café Fina
Ristorante on the valance is not a big variation.
Committee Member Latasa stated that he has a problem with approving a variation for one
person, then other businesses would be coming in asking for variations for their businesses.
Committee Member Jacoubowsky asked if there is a way that the lights could be painted to
match the building and if the 2x4 could be lowered.
On a motion by Committee Member Latasa, seconded by Committee Member Jacoubowsky,
and carried by the following vote, the Architectural Review Committee approved the application
with amended Conditions of Approval and adopted amended Findings for Decision.

4. 640 Wave Street; Sign Permit Application 11-278; Applicant Andy D. Jimenez for
Century Theatres; Owner Cannery Row Company; C-2 Zoning District; Exempt from
CEQA Requirements.
Approve Sign Permit Application for new signs.
ACTION: Approved the amended application submitted at the meeting with the
Conditions of Approval and adopted Findings for Decision.
Conditions of Approval:
1. There shall be a maximum of one sign facing the Recreation Trail. This sign shall be oval
and reduced in size to a maximum area of three (3) square feet.
2. All signs shall be fashioned of dimensional sandblasted redwood, cedar or sign foam (high
density urethane) with a wood-grain finish and a minimum thickness of 1½”.
3. Sign A may only be illuminated by gooseneck light fixtures installed above the sign in such
a way that light projects rearward onto the sign at a minimum angle of 45 degrees.
4. The existing light fixtures on the previous “IMAX” sign facing the Recreation Trail shall be
removed and the underlying surface repaired.

Committee Member Jacoubowsky stated that matching all the signs by using sign foam would
be acceptable.

and carried by the following vote, the Architectural Review Committee approved the amended
application submitted at the meeting with the Conditions of Approval and adopted Findings for
Decision.

ACTION: Continued the application with direction for redesign.
1. Reduce the width of the sign to fit into the space between the two columns.

Committee Member Jacoubowsky stated that the check mark and the sign scattered over the
wall is unappealing and is not a good solution for the space.
Committee Member Latasa stated that the proportion of the sign is off in comparison to the
building.
Committee Member Davis stated that the sign is out of proportion with the current signs above.

COMMITTEE MEMBER COMMENTS
Committee Member Finklea asked what is opening up in the location next to Peet’s Coffee on
Munras Avenue and the status of the PG & E excavation at Figueroa and Del Monte Avenue.
Committee Member Latasa asked the status of 1001 Hellam Avenue.
Committee Member Jacoubowsky recommended to everyone that the Big Band Event should
not be missed next year.

ACTION: Forwarded the Annual Report to the City Council as amended.

Committee Member Comments:
Vice Chair Dawson pointed out a couple grammar errors.
Committee Member Jacoubowsky recommended adding projects that were significant to the
Committee.
Committee Member Davis stated that the Committee enjoys working with staff.

ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 7:00 p.m. Any public agenda items that have not been completed within
the designated adjournment time may be formally extended by the Committee, or continued to the next
regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
