MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, December 21, 2011 4:00 - 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Members Present: McKenzie, Dawson, Davis, Finklea, Hill, Latasa Members Absent: Jacoubowsky Staff Members Present: Senior Planner Ebbs, Recording Secretary Abadilla CALL TO ORDER Chair McKenzie called the meeting to order at 4:01 PM CONSENT ITEMS Committee Member Comments: Chair McKenzie abstained from the November 16, 2011 Minutes due to not being present at that meeting. Committee Member Hill stated a correction under Committee Member Comments for Item 3, changing than to then. On a motion by Committee Member Dawson, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 5 MEMBERS: Dawson, Davis, Finklea, Hill, Latasa NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Jacoubowsky ABSTAIN: 1 MEMBERS: McKenzie RECUSED: 0 MEMBERS: None Approval of Minutes 1. November 16, 2011 ACTION: Approved the Minutes of November 16, 2011 as amended. Other Consent Items 2. 570 Munras Avenue; Sign Permit Application 11-267; Applicant Scott Marcum for Verizon Wireless; Owner City of Monterey; C-2 Zoning District; Exempt from CEQA Requirements (Continued from November 16, 2011). Approve Sign Permit Application for new signs. ACTION: Approved the application with the Conditions of Approval and adopted Findings for Decision. Conditions of Approval: 1. PUBLIC APPEARANCE 5. 30 Cannery Row (Breakwater Cove Parking Lot); Architectural Review Application 11- 297; Applicant Wayne Dalton; Owner City of Monterey; O Zoning District; Exempt from CEQA Requirements. Architectural Review of Yellow Post Sleeves. ACTION: Denied the application and adopted the Findings for Decision. 1. Encourage the Parking Division to remove the posts and reinstall the wheel stops. Committee Member Comments: Committee Member Latasa stated that the Parking Division should be encouraged to remove the posts and reinstall the wheel stops. Kilpatrick/Tony Rappa; Owner City of Monterey; Exempt from CEQA Requirements. Preliminary Architectural Review of Exterior Alterations and Signs. ACTION: Approved the application with the amended Conditions of Approval and adopted Findings for Decision. Conditions of Approval: 1. This approval is for Preliminary Architectural Review. Plans for Final Architectural Review shall be submitted to the Planning Office for review by the Architectural Review Committee. No portion of the project shall be assumed to be approved or may proceed until Final Architectural Review is approved. 2. The plans submitted for Final Architectural Review shall include the following modifications: a. The string lights shall be omitted. The applicant may propose the extended use of the theater-style lights at the dining enclosure. b. The Oyster Bar sign shall be made of neon. c. The rope lighting shall be omitted. d. The flood lights shall be omitted from the main sign. e. The Rappa’s Harbor View sign may be internally-illuminated. f. The Restaurant sign may be neon. g. The marquee lights are approved with 25 watts bulbs. h. The marine lights shall be omitted. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Jeff Kilpatrick and Tony Rappa were present. Mr. Rappa stated that he has removed the lights that the City asked him to remove except for the ones on the sign. He added that his restaurant is removed from the rest of the Wharf and he has a problem getting people down to the end of the Wharf but the proposed lights and restaurant sign will help. Mr. Kilpatrick explained the proposal with regards to the secondary sign and not having enough room to the left or right of the existing sign and tower elements to match the rest of the signage, the marquee lighting and not wanting to move it to the outside of the parapet, using siding to make the building more uniform and the outside seating. Both men answered questions regarding the oyster bar sign, sign color, other considerations for the proposed signs, using gooseneck lighting and the Christmas tree lights. Public Comments: None. Committee Member Comments: Committee Member Davis asked staff to summarize his recommendation. 3  Architectural Review Committee Minutes Wednesday, December 21, 2011 Chair McKenzie stated that the new restaurant sign clashes with the existing sign and the new sign should match the current sign. A discussion was held regarding the restaurant sign fitting with the current sign, removing the floodlights, keeping the internally-illuminated lights, and removing the marine lights, rope lighting, and string lights. On a motion by Committee Member Davis, seconded by Committee Member Dawson, and carried by the following vote, the Architectural Review Committee approved the application with the amended Conditions of Approval and adopted Findings for Decision. AYES: 6 MEMBERS: McKenzie, Dawson, Davis, Finklea, Hill, Latasa NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Jacoubowsky ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Committee Member Davis excused himself at 5:20 PM due to a prior commitment. 7. 71 Via Paraiso; Architectural Review Application 11-094; Applicant Greg Burkhart; Owner Greg Burkhart, Jason and Christy Mehringer; R-1-8 Zoning District; Exempt from CEQA Requirements. Approve Preliminary Architectural Review for a Two-Story Addition to a Single-Family Dwelling. ACTION: Continued the application to reduce the view impact. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Greg Burkhart and Jason Mehringer were present. Mr. Burkhart explained the history of the proposal and showed a new proposal with regards to moving the addition to minimize the view impact from the neighbor’s property. He answered questions regarding redesigning the project and resubmitting. Public Comments: Mr. Gomes stated that the installed story poles still show the addition impacting his view. He added that he has no problem with Mr. Burkhart building as much as he wants but he wants to keep his view in the process. Committee Member Comments: Committee Member Finklea stated that the original proposal was a good one and a possible solution could be that the tree be removed and new trees replanted. Committee Member Latasa stated that it is hard to see a project without the second floor plan. He asked staff if he had looked at the setbacks for the project. Committee Member Dawson moved to deny the application. After a discussion regarding the applicant redesigning the project, Committee Member Dawson withdrew his motion. 4 Architectural Review Committee Minutes Wednesday, December 21, 2011 On a motion by Committee Member Dawson, seconded by Committee Member Latasa, and carried by the following vote, the Architectural Review Committee continued the application to reduce the view impact. AYES: 5 MEMBERS: McKenzie, Dawson, Finklea, Hill, Latasa NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Davis, Jacoubowsky ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Chair McKenzie stated that he will miss the ARC and thanked them for having him on the Committee. INFORMATIONAL REPORTS & STAFF COMMENTS Senior Planner Ebbs announced that Chair McKenzie resigned his position with the ARC and thanked him for his service. He added that staff will be phasing out the name tags for badges. ADJOURNMENT There being no further business, the meeting adjourned at 6:00 PM.
