MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, May 2, 2012 4:00 PM - 5:30 PM 7:00 PM - 11:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill, Bartram, Davis, Jacoubowsky, Latasa (arrived at 4:04 PM) Members Absent: Finklea Staff Members Present: Senior Planner Ebbs, City Forester Reid, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: After a discussion regarding placing Item 4 on consent, it was decided to leave the item under Public Appearance. On a motion by Vice Chair Hill, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 5 MEMBERS: Dawson, Hill, Bartram, Davis, Jacoubowsky NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Finklea, Latasa ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. April 18, 2012 ACTION: Approved the Minutes as submitted. Other Consent Items 2. Reconsider 640 Wave Street; Sign Permit Application 12-045 for New Wall Sign; Applicant Phil Vanderkraats; Owner Cannery Row Company; C-2 Zoning District, Exempt from CEQA Requirements (Continued from April 4, 2012). ACTION: Continued application for new wall sign to the May 16, 2012 ARC Meeting. 3. Consider 39 Fisherman’s Wharf No. 1; Architectural Review 12-068 to Approve Additional Awnings on the Bay Side of the Building; Applicant Dennis Hodgin for Chris Shake of Old Fisherman’s Grotto; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted Resolution for additional awnings on the bay side of the building. Architectural Review Committee Minutes Wednesday, May 2, 2012 ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE Committee Member Jacoubowsky recused himself due to a conflict of interest. 4. Consider 461 Dela Vina; Tree Removal Permit Referral 6741; Applicant John Ley’s Tree Service; Owner Access Association Services; R-3-15 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted the Resolution approving the Tree Removal Permit with a replacement of 1:1 with Oak trees. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and both he and City Forester Reid answered Committee Members’ questions. Applicant: Daryl Hawkins was present. He stated that the main water line was damaged by the existing trees and that replacing with coastal live oaks will be kinder to the water lines than having the eucalyptus trees. Public Comments: None. On a motion by Vice Chair Hill, seconded by Committee Member Latasa, and carried by the following vote, the Architectural Review Committee adopted the Resolution approving the Tree Removal Permit with replacement of 1:1 with Oak trees. Items 5 and 6 were presented and discussed as one item with two separate motions. 5. Consider 625 Major Sherman Lane; Architectural Review Application 11-281 for Preliminary and Final Architectural Review of New Single-Family Dwelling; Applicant Ray Schmitt; Owner Albert Barreto; R-1-10-D-1 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted the Resolution approving Preliminary and Final Architectural Review of New Single-Family Dwelling. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. 2 Architectural Review Committee Minutes Wednesday, May 2, 2012 Applicant: Ray Schmitt and Albert Barreto were present. Mr. Schmitt explained the proposal with regards to the six foot fence separating the two houses and installing landscaping between the two. He added that a person will be able to see the roofline of the houses along with the fences when driving down the street. Mr. Barreto stated that he has spoken with the City Forester with regards to a City tree having to be trimmed for access to the sites when the houses are being constructed. He added that he has approval for a tree at the rear of the property to be removed. Both men answered questions regarding the proposed colors, the fence, the roof detail on the south elevation, the skylights and when the houses would be placed on the lots. Public Comments: None. On a motion by Vice Chair Hill, seconded by Committee Member Bartram, and carried by the following vote, the Architectural Review Committee adopted the Resolution approving Preliminary and Final Architectural Review of New Single-Family Dwelling. CONTINUED PUBLIC COMMENTS None. PUBLIC APPEARANCE 7. Reconsider 101 Fisherman’s Wharf No. 1; Architectural Review 11-234 to Approve Paint Colors; Applicant Jeffery W. Kilpatrick/Tony Rappa; Owner City of Monterey; Exempt from CEQA Requirements (Continued from April 18, 2012). ACTION: Adopted the Resolution approving the revised paint colors. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Tony Rappa was present. He handed out a new paint scheme and explained that one of the colors dried darker than he liked so he chose a color one shade lighter. He answered questions regarding the color behind the existing sign, where the proposed green color will be painted, and painting the tile trim. Public Comments: None. On a motion by Committee Member Latasa, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted the Resolution approving the revised paint colors. ACTION: Received Update on the Downtown Specific Plan. Staff Presentation/Committee Member Questions: Principal Planner Cole presented the agenda report and answered Committee Members’ questions. Applicant: Project Consultant Henry Ruhnke gave a presentation on the Downtown Streetscape, Plazas and Urban Design Plan and answered Committee Members’ questions. 4 Architectural Review Committee Minutes Wednesday, May 2, 2012 COMMITTEE MEMBER COMMENTS Committee Member Latasa asked the status of 1001 Hellam Street. INFORMATIONAL REPORTS & STAFF COMMENTS Senior Planner Ebbs handed out information regarding the ARC Guidelines that are no longer valid. Architectural Review Committee Wednesday, May 2, 2012 2 ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. The appeal filing fee is $170.
