MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, May 16, 2012 4:00 PM - 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill, Bartram, Davis, Finklea, Jacoubowsky Members Absent: Latasa Staff Members Present: Senior Planner Ebbs, Principal Planner Cole, Traffic Engineer Deal, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: Frank Donangelo asked to pull Item 2 from the Consent Agenda. Committee Member Finklea abstained from the Minutes due to not being present at the meeting. Committee Member Bartram noted a correction under the applicant’s presentation for Item 8. Deny 640 Wave Street; Sign Permit Application 12-045 for New Wall Sign; Applicant Phil Vanderkraats; Owner Cannery Row Company; C-2 Zoning District, Exempt from CEQA Requirements (Continued from May 2, 2012). ACTION: Tabled application for a new wall sign. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions.  Architectural Review Committee Minutes Wednesday, May 16, 2012 Applicant: Frank Donangelo was present. He explained that he would like to continue the application so he can put together a proposal to bring back to the ARC addressing their comments. Committee Member Comments: Committee Member Jacoubowsky stated that the Cannery Row Company is trying to get all the people involved together to resubmit a complete application and a continuance would be fine. On a motion by Vice Chair Hill, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee tabled application for a new wall sign. PUBLIC APPEARANCE 3. Reconsider 409 Alvarado Street; Architectural Review 12-071 for Preliminary Architectural Review of Sidewalk Cafe Improvements in the Public Right-of-Way; Applicants Henry Ruhnke and Mike Marotta; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Approved Preliminary and Final Architectural Review of the design of the sidewalk café improvements in the public right-of-way as a pilot basis, without the banding and lowering the fence height. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and both he and Principal Planner Cole answered Committee Members’ questions. Applicant: Henry Ruhnke and Mike Marotta were present. Mr. Ruhnke explained the proposal with regards to the downtown plan coming together and asking Mr. Marotta if he wanted to be part of the concept for the improvements in the public right-of way. He stated that he has worked with staff in various departments for input and that this concept is represented in San Francisco and Santana Row in San Jose. He explained the proposed material with regards to the bricks, pavers, textures and colors. He added that he wishes to show a quality proposal throughout the open space areas in the downtown. All present answered questions regarding safeguards if the proposal doesn’t work out, other options, the paving details, matching the existing brickwork and other proposed materials, the fence detail and liability. Public Comments: None. 2 Architectural Review Committee Minutes Wednesday, May 16, 2012 Committee Member Comments: Vice Chair stated that he would like to have wording in the Resolution stating that this is a trial pilot basis application. Committee Member Bartram stated that he appreciates all the effort put into the project but he still has issues with the inner fence and the outer fence being a barrier. He sees that people would be very close to the cars and would like to see a break in the area. He added that the fence could be lowered and the banding across the bricks is nice but how would the pattern up and down the street match the openings of each business. He ended that he has a hard time accepting the details because they don’t show the history of Monterey and something else could have been chosen to represent the area. He wishes to give the applicant the option to build the bumpout but not complete the paving. Committee Member Davis stated that he thought the details were too ornamental. The materials installed by the Adobes need to be more subdued and possibly break up the pattern in the paving. The application needs to relate the materials to the buildings and that would make up the variation along the street. He added that he has problems with the paving variation and pattern but he could live with the fence being lowered to table height. Committee Member Jacoubowsky stated that he has concerns with the banding in relation to the storefront behind it and possibly the paving could be shown periodically down the sidewalk. He added that he doesn’t like the fence and the umbrellas and the furniture will be the color in the area and not the pavers. He ended by saying that a lot of restudying need to be done before he gives his approval. Committee Member Finklea stated that instead of using bollards, put a concrete planter with plants and lower the fence with a landscape area in front of it. He added that he had concerns with the brick area and tying everything in together. A discussion was held with regards to the bands may be more of a medallion shape, the bricks and proposed colors, the fence height, the use of the bollard, and the proposed furniture and umbrellas. Committee Member Finklea stated that the applicant should be allowed to move forward and moved to accept the application as submitted as a pilot basis. Vice Chair Hill seconded the motion. Committee Member Bartram requested to amend the motion that the banding not be included in the proposal and the height of the fence be lowered. Committee Member Finklea and Vice Chair Hill agreed to the amendment. On a motion by Committee Member Finklea, seconded by Vice Chair Hill, and carried by the following vote, the Architectural Review Committee adopted Resolution approving Preliminary and Final Architectural Review of the design of the sidewalk café improvements in the public right-of-way as a pilot basis, without the banding and lowering the fence height. Consider Cannery Row Streetscape Plan; Sign Permit Application 12-099; Applicant Bonnie Adams of the Cannery Row Business Association; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted Resolution approving the application for new street signs. Staff Presentation/Committee Member Questions: Principal Planner Cole gave a presentation regarding the history of the Cannery Row Streetscape Plan and Traffic Engineer Deal presented the state and federal rules and regulations regarding the street signs and answered Committee Members’ questions. Applicant: Bonnie Adams and Michelle Knight were present. Ms. Adams explained the proposal with regards to the cost of the signs, having the fish being three dimensional, being separate from the street sign and rotating on the pole. She added that the Business Association will be paying for the installation of the signs and answered a question regarding how long the fish will last on top of the street signs. Ms. Knight stated that the Cannery Row district wanted to make a statement with their signs and likes the black and white proposal. She added that the project will be phased throughout the Cannery Row area. Public Comments: Ken Rauh stated that when you think of Cannery Row you think of sardines. He added that they will do a really good three dimensional design of the fish and it will lend emotion of what Cannery Row used to be about. Consider Design of Replacement Light Fixtures on Municipal Wharf No. 1; Applicant/Owner City of Monterey. ACTION: Adopted Resolution approving the application for lights on Wharf No. 1. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: George Helms and Gene Short were present. Mr. Helms handed out photos of the proposed light fixtures and explained the proposal with regards to the size of the lights and the existing water damage. He answered questions regarding the color and style of the lights. 4 Architectural Review Committee Minutes Wednesday, May 16, 2012 Public Comments: Angelo Shake asked if the light fixture has a flat top because there could be a problem with seagulls. He also asked if the bottom of the fixtures will be replaced because it turns into an ashtray with cigarette butts. Committee Member Comments: Committee Member Bartram asked if a dome could be added to prevent the birds from sitting on the fixture. On a motion by Committee Member Finklea, seconded by Committee Member Bartram, and carried by the following vote, the Architectural Review Committee adopted Resolution approving the application for lights on Wharf No. 1. AYES: 6 MEMBERS: Dawson, Hill, Bartram, Davis, Finklea, Jacoubowsky NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Latasa ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Committee Member Jacoubowsky stated that he made copies of the Boards and Commissions handbook and had two items that bothered him; the ARC shall meet at least twice a month and members shall receive compensation for their services. He suggested that stipends be eliminated to help the budget. INFORMATIONAL REPORTS & STAFF COMMENTS Senior Planner stated that he will be taking an amendment to the sign ordinance to the City Council regarding signs for special events and signs on public property.
