MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, June 6, 2012 4:00 PM - 6:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill (arrived at 4:25 PM) Bartram, Finklea, Jacoubowsky, Latasa Members Absent: Davis Staff Members Present: Senior Planner Ebbs, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: Committee Member Latasa abstained from the Minutes due to not being present at that meeting. On a motion by Committee Member Finklea, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 4 MEMBERS: Dawson, Bartram, Finklea, Jacoubowsky NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Hill, Davis ABSTAIN: 1 MEMBERS: Latasa RECUSED: 0 MEMBERS: None Approval of Minutes 1. May 16, 2012 ACTION: Approved the Minutes as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE Committee Member Latasa moved to place Item 5 second on the agenda. Committee Member Bartram seconded the motion. The motion passed 5-0-2. 2. Consider 777 Pearl Street; Preliminary and Final Architectural Review Application 12-110 for the Installation of a New Electronic Scoreboard; Applicant/Owner City of Monterey; O Zoning District; Exempt from CEQA Requirements. Architectural Review Committee Minutes Wednesday, June 6, 2012 ACTION: Adopted amended Resolution for the Installation of a New Electronic Scoreboard. 1. Sponsorship shall be moved to the bottom of the sign. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Cindy Vierra and Robert Robe were present. Mr. Robe stated that this scoreboard was a donation to the City and is a memorial for a person that was involved with Pony Baseball for a long time. He added that the original scoreboard is old and employees are constantly fixing the electrical and that it requires a lot of maintenance. Both present answered questions regarding the proposed material, the letters, the funding and the color of the sign. Public Comments: None. Committee Member Comments: Committee Member Bartram stated that the advertising seems out of proportion with the whole scoreboard. Committee Member Jacoubowsky stated that the memorial to the person should be bigger than the businesses donating the sign. Something needs to tie the upper and lower portion of the scoreboard together. Committee Member Latasa stated that there are places where the sign can be seen from off site from Pearl Street so the look of the sign should be proportioned correctly. A discussion was held regarding the sign being out of proportion and the ARC agreed to move the sponsorship information to the bottom of the sign On a motion by Committee Member Bartram, seconded by Committee Member Latasa, and carried by the following vote, the Architectural Review Committee adopted the amended Resolution for the Installation of a New Electronic Scoreboard. Consider 15 Montecito Avenue; Preliminary and Final Architectural Review Application 12-119 for the Installation of a New Electronic Scoreboard; Applicant/Owner City of Monterey; O Zoning District; Exempt from CEQA Requirements. ACTION: Adopted amended Resolution for the Installation of a New Electronic Scoreboard. 1. The sign will be a professional permanent sign. 2. The sponsorship sign shall be below the scoreboard. 2 Architectural Review Committee Minutes Wednesday, June 6, 2012 Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Cindy Vierra and Robert Robe were present. Ms, Vierra stated that this application was brought to the Parks and Recreation Commission and they thought that the scoreboard wasn’t intrusive to the neighborhood and didn’t mind having the sponsor’s address on the sign. Both answered questions regarding the LED lights, the material of the sign, and the electrical wiring. Public Comments: None. Committee Member Comments: Vice Chair Hill stated that the material for the advertising sign needs to fit with being in a ball park since balls may be hitting it. Committee Member Latasa asked about the contents of the sign and if the Committee can regulate it. Committee Member Bartram stated that the subject is about the scoreboard and not the advertising. A discussion was held regarding the material of the advertising portion of the sign and keeping that information on the bottom of the scoreboard. On a motion by Committee Member Latasa, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee adopted the amended Resolution for the Installation of a New Electronic Scoreboard. Consider 31 Fisherman’s Wharf No. 1; Preliminary and Final Architectural Review 11-065 to Approve a New Parapet Wall; Applicants Richard and Elizabeth Elves; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted amended Resolution to Approve a New Parapet Wall. 1. Eliminate Condition of Approval No. 5. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Richard Elves and Paul Curtello were present. Mr. Curtello stated that the proposed horse is in the wrong position and will be moved higher on the building and the awning will be kept. Both men answered questions regarding the height of the parapet. 3 Architectural Review Committee Minutes Wednesday, June 6, 2012 Public Comments: Dennis Joshi stated that he is looking for equal treatment from the City for anything he does. He wants to know if he can start his work and then ask for approval after the fact. He stated that he had an application for outdoor seating and feels that he is not being treated right and wants to start his work now to paint his building and then come for approval. Kevin Phillips stated that they completed façade improvement that went before the ARC but his issue is with the policy and rules regarding retroactive approval of applications. He stated that the message that is given is that people should do the work and then come in for approval afterwards. He added that hopefully policy will be fixed by the time he brings in his application for the outdoor patio improvements. Ed Smith stated that he goes to the wharf every day and is watching the process happen. He feels that the ARC has been given inaccurate information and staff needs to maximize their time and ask for accurate photos and plans. He stated that the City has control over the agenda and the wharf applications need to come first on the agenda so they can go back to work and make a living. Committee Member Comments: Committee Member Jacoubowsky asked about the penalty for doing work without a building permit. ACTION: Continued application to the June 20, 2012 ARC Meeting. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and asked for a continuance so view impacts could be studied. On a motion by Committee Member Jacoubowksy, seconded by Committee Member Latasa, and carried by the following vote, the Architectural Review Committee continued the application to the June 20, 2012 ARC Meeting. AYES: 5 MEMBERS: Dawson, Bartram, Finklea, Jacoubowsky, Latasa NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Hill, Davis ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None 4 Architectural Review Committee Minutes Wednesday, June 6, 2012 COMMITTEE MEMBER COMMENTS Vice Chair Hill stated that there are public meeting every week with the police department from 6:30 to 8:00 at Monterey High to reestablish a relationship between the City and the school board. Chair Dawson asked the status of the project on Iris Canyon Road. Committee Member Latasa asked about the project at the burn site on Alvarado Street. Committee Member Bartram asked about Code Section 38-25 and the subcommittee for the Downtown Specific Plan. Committee Member Jacoubowsky stated that there should be a way to stop people from stating that they are under the perception that they can build something first and ask for approval later. Committee Member Finklea stated that he won’t be at the next meeting and will be resigning from the Committee and thanked everyone for their support. INFORMATIONAL REPORTS & STAFF COMMENTS Senior Planner Ebbs stated that he met with the applicant for the sign application at 640 Wave Street and gave them ideas for what would work at that site.
