MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, June 20, 2012 4:00 PM - 6:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill, Davis, Jacoubowsky, Latasa Members Absent: Bartram, Finklea Staff Members Present: Senior Planner Ebbs, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: Committee Member Davis moved to place Item 4 on the Consent Agenda. Committee Member Jacoubowsky seconded the motion. The motion passed 5-0-2. Committee Member Davis abstained from the Minutes due to not being present at that meeting. On a motion by Committee Member Latasa, seconded by Vice Chair Hill, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 4 MEMBERS: Dawson, Hill, Jacoubowsky, Latasa NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Bartram, Finklea ABSTAIN: 1 MEMBERS: Davis RECUSED: 0 MEMBERS: None Approval of Minutes 1. June 6, 2012 ACTION: Approved the Minutes as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 2. Reconsider 71 Via Paraiso; Architectural Review Application 11-094 to Approve Two-Story Addition and Exterior Alterations; Applicant/Owner Greg Burkhart, Jason and Christy Mehringer; R-1-8 Zoning District; Exempt from CEQA Requirements (Continued from June 6, 2012). Architectural Review Committee Minutes Wednesday, June 20, 2012 ACTION: Adopted Resolution approving a Two-Story Addition and Exterior Alterations. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Greg Burkhart, Jason and Christy Mehringer were present. Mr. Burkhart stated that he is remodeling the house so that everyone can live in it. He loves the floor plan and hopes that he met all the conditions that the ARC required. He added that he had moved the project over to preserve the views and would like to proceed with the project. He answered questions regarding the floor and ceiling heights. Public Comments: None. Committee Member Comments: Committee Member Latasa asked the outcome of the view impact from the neighbor’s property since he was not able to make the field trip on Monday. Committee Member Davis stated that the applicant has moved over the addition to preserve the neighbor’s views. Committee Member Jacoubowsky stated that the applicant has done everything that the Committee asked them to do but added that if the roof was changed to a hip it would significantly open up the view. A discussion was held if a hip roof would be acceptable with the applicant. The applicant declined to change the roof. On a motion by Committee Member Davis, seconded by Vice Chair Hill, and carried by the following vote, the Architectural Review Committee adopted Resolution approving a Two- Story Addition and Exterior Alterations. Consider 980 Fremont Street; Sign Permit 12-133 for Advisory Review of Freestanding Sign with Electronic Message Sign; Applicant/Owner Monterey Peninsula College; R-1-20 Zoning District; Exempt from CEQA Requirements. ACTION: Reviewed Freestanding Sign with Electronic Message Sign for MPC. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Mr. Ma from MPC was present. He stated that it is important for the college to have a good relationship with the City. The college is undergoing major construction projects at the 2 Architectural Review Committee Minutes Wednesday, June 20, 2012 campus and replacing all the signs including the one at the street. He wants to clean up the banners and wishes to share information with the community of upcoming events being held at the college. He added that the new sign is lower in profile and lower on the bank and that the old sign will be moved to a different location on campus. He answered questions regarding the effectiveness of the sign when cars are stopped at the intersection, the size of the new sign compared to the old, and the color of the marquee. Public Comments: None. Committee Member Comments: Committee Member Jacoubowsky stated that on the field trip he was impressed with the existing sign and location because it stated that the property behind the sign is MPC. The new sign should be placed in a different location when you are entering the property at the main entrance and should appear softer and not so rigid. Committee Member Davis stated the trouble with moving the sign to the main entrance is that you won’t have the traffic exposure to tell them what is happening at the college. The proposed sign is a less not in your face sign and the trees help screen it. Committee Member Latasa stated that the existing sign is out of date and the school wants to present a modern sign to the community that will take the place of the banners and he will support the proposal. He added that the top part needs to be bigger for legibility and suggested the applicant mock up the sign to show the reproduction. Chair Dawson stated that he would change the font and the yellow on black color. Vice Chair Hill stated that he endorses the modern look of the sign that helps the college get into the 21st century. It is a good and positive addition to the entrance of the City and will convey the message that the college wants. 4. Consider 2100 Del Monte Avenue; Architectural Review 12-075 for reconstruction of a 1,610 square-foot automobile repair building; Applicants/Owners Randy and Mary Draper; Exempt from CEQA Requirements. ACTION: On consent adopted Resolution for the Reconstruction of a 1,610 square- foot Automobile Repair Building. COMMITTEE MEMBER COMMENTS Committee Member Jacoubowsky stated that it would be a good idea to have a graphic scale on any plans that are submitted for projects. Chair Dawson stated that he has raffle tickets for a fund raiser for the Library if anyone wished to purchase one. INFORMATIONAL REPORTS & STAFF COMMENTS Senior Planner Ebbs stated that the Committee has a new member and added that the next meeting will be held on Thursday, July 5th. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. The appeal filing fee is $170.
