MINUTES ARCHITECTURAL REVIEW COMMITTEE Thursday, July 5, 2012 4:00 PM - 6:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill (arrived at 4:20 PM), Bartram, Davis, Jacoubowsky, Latasa, Sullivan Members Absent: None Staff Members Present: Senior Planner Ebbs, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: Committee Member Sullivan abstained from the Minutes due to not being a Committee Member at that time. Committee Member Bartram abstained from the Minutes due to not being present at that meeting. Committee Member Jacoubowsky asked to pull Item 2 for discussion. On a motion by Committee Member Davis, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 4 MEMBERS: Dawson, Davis, Jacoubowsky, Latasa NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Hill ABSTAIN: 2 MEMBERS: Bartram, Sullivan RECUSED: 0 MEMBERS: None Approval of Minutes 1. June 20, 2012 ACTION: Approved the Minutes as submitted. Other Consent Items 2. Consider 290 Figueroa Street; Sign Permit 12-165 for a Temporary Sign Program at the Waterfront Parking Lot; Applicant/Owner City of Monterey; O Zoning District; Exempt from CEQA Requirements. ACTION: Adopted amended Resolution for a Temporary Sign Program at the Waterfront Parking Lot with an additional Condition: Architectural Review Committee Minutes Thursday, July 5, 2012 1. String pennants are prohibited. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and both he and Parking Revenue Supervisor Tingley answered Committee Members’ questions. Public Comments: None. On a motion by Committee Member Jacoubowsky, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted amended Resolution for a Temporary Sign Program at the Waterfront Parking Lot with an additional Condition. PUBLIC APPEARANCE 3. Consider 9 Soledad Drive; Sign Permit 12-157 for a Multitenant Sign Program; Applicant James A. Davi; Maiorana Family Partnership; C-2 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted amended Resolution for a Multitenant Sign Program. 1. Eliminate tracks system and patch existing holes. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Alison Goss was present. Ms. Goss stated that there was a tenant at the location who was promised a sign by the landlord, so they went through the process to make a sign program for the site. Public Comments: None. Committee Member Comments: Vice Chair Hill asked the difference between these signs and the signs at the Trader Joe’s site with regards to the track system. On a motion by Committee Member Latasa, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted amended Resolution for a Multitenant Sign Program. 2 Architectural Review Committee Minutes Thursday, July 5, 2012 AYES: 7 MEMBERS: Dawson, Hill, Bartram, Davis, Jacoubowsky, Latasa, Sullivan NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None 4. Consider 1042 Del Monte Avenue; Architectural Review 12-066 and Sign Permit 12-067 for Construction of a New Canopy, New Signage and Exterior Building Alterations; Applicant JR Beard; Owner James Kim; C-2 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted Resolution for the Construction of a New Canopy and Exterior Building Alterations ACTION: Continued the Sign Permit for New Signage with direction. 1. Consider adding the Chevron logo instead of toppers. 2. Add trellis element above the pumps and on the building. 3. May have a free standing logo signs facing Lake and Camino Aguajito. 4. Eliminate the cross gable and simplify the roof form to a single gable. 5. Encourage the applicant to lower the height on canopy to match the building. 6. Consider adding trellis element to building to soften the look. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Robert Beard was present. Mr. Beard stated that he wants to clean up the site and had a couple of questions regarding the conditions. He asked the Committee to reconsider eliminating the light poles in the landscape area, the trash enclosure having to be sprinklered and keeping the toppers on top of the pumps. He answered questions regarding the size of the toppers, adding details to the columns to tie into the building, the ACM blue material for the fascia, the lighting of the signs, the bollards and the pay phones. Public Comments: None. Committee Member Comments: Committee Member Bartram stated that he is not in favor of the toppers. He asked if the Committee could help out in the signage area by allowing them a sign perpendicular to Camino Aquajito and adding a logo facing Window on the Bay. Committee Member Sullivan stated that the property does face two streets and signage is difficult and suggested that the pitch of the canopy be changed. Committee Member Jacoubowsky stated that the gable facing north is the wrong idea and a straight gable roof with a ridge running east and west would be better to get some simplicity. Committee Member Latasa stated that he likes the idea of a trellis and simplifying the roof form. Chair Dawson suggested that the doors to the restroom have access from the inside the building instead of the outside. 3 Architectural Review Committee Minutes Thursday, July 5, 2012 Committee Member Davis stated that he would like to see the wrapping of the trellis detail to soften the look. Vice Chair Hill stated that he was not thrilled with the lowering of the height of the canopy and asked for data to show that having a higher canopy is better. On a motion by Committee Member Bartram, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted Resolution for the Construction of a New Canopy and Exterior Building Alterations and Continued the Sign Permit for New Signage with direction. AYES: 7 MEMBERS: Dawson, Hill, Bartram, Davis, Jacoubowsky, Latasa, Sullivan NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Vice Chair Hill excused himself at 5:40 PM. COMMITTEE MEMBER COMMENTS Chair Dawson welcomed Committee Member Sullivan to the Committee. ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 6:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. The appeal filing fee is $170.
