MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, August 15, 2012 4:00 PM - 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill, Bartram, Jacoubowsky, Latasa, Sullivan Members Absent: Davis Staff Members Present: Senior Planner Ebbs, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:01 PM. CONSENT ITEMS On a motion by Committee Member Jacoubowsky, seconded by Committee Member Bartram, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 6 MEMBERS: Dawson, Hill, Bartram, Jacoubowsky, Latasa, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Davis ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. July 5, 2012 ACTION: Approved the Minutes as submitted. Other Consent Items 2. Consider 42 Fisherman’s Wharf No. 1; Architectural Review 12-201 to Install New Awning; Applicant Dennis Hodgin; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted Resolution to Install New Awning. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE Architectural Review Committee Minutes Wednesday, August 15, 2012 3. Consider Cannery Row Recreation Trail Crossings; Architectural Review 12-189 for Installation of Decorative Recreation Trail and Sidewalk Crossings; Applicant Bonnie Adams of Cannery Row Business Association; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted Resolution for the Installation of Decorative Recreation Trail and Sidewalk Crossings with Conditions of Approval. Conditions of Approval: 1. A minimum of 10% overage of the surface material shall be purchased and stored by the applicant to allow for patching or repair in the future. 2. The applicant shall make all reasonable efforts to maximize the contrast between the proposed colors, specifically by increasing the intensity of the blue color. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Michelle Knight and Bonnie Adams were present. Ms. Knight stated that they were concerned with slippage but had the distributor address the issue and was assured that it will not be slippery. Both present added that they are maintaining the look of pavers and safety was their highest concern with the material and proposed design. They answered questions regarding who designed the project and the material being used. Traffic Engineer Deal stated that special material will be embedded into the asphalt and will help with slippage and answered questions regarding the durability of the material, the responsibility of the upkeep and maintenance of the project. Public Comments: None. Committee Member Comments: Committee Member Latasa stated that the proposal still could get slippery in raining weather. Committee Member Bartram asked about the contrast of colors to the asphalt of the street. On a motion by Committee Member Bartram, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee adopted Resolution for the Installation of Decorative Recreation Trail and Sidewalk Crossings with Conditions of Approval. Consider 499 Calle Principal; Architectural Review 12-089 for Construction of a Parking Lot; Applicant Timmy David Ledesma; Owner Song Yong Kim, Yong Cha Kim; C-2 Zoning District; Exempt from CEQA Requirements. 2 Architectural Review Committee Minutes Wednesday, August 15, 2012 ACTION: Adopted Resolution for the Construction of a Parking Lot with additional Conditions of Approval. Conditions of Approval: 1. The applicant shall relocate the tree located within the proposed driveway area to the planting area to the immediate north. If the location is not feasible or is unsuccessful, a replacement tree of similar species and a size of 24” box shall be installed in the described location. 2. The applicant shall submit detailed descriptions and cut sheets of all proposed lighting for the parking lot prior to, or concurrent with, Building Permit submittal. The lighting shall be subject to staff approval. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Tim Ledesma was present. He answered Committee Member questions that were brought up during staff presentation regarding site drainage, parking for an electric car, proposed light fixtures for the parking lot, the proposed landscaping, a trash enclosure, and exiting from the lot. Public Comments: None. Committee Member Comments: Committee Member Bartram stated that there will be a loss of a tree with the proposal and asked where an additional tree could be planted and added that he wished to save the existing tree. Committee Member Latasa stated that the proposal will improve the parking lot and is a great thing for onsite parking. On a motion by Vice Chair Hill, seconded by Committee Member Bartram, and carried by the following vote, the Architectural Review Committee adopted Resolution for the Construction of a Parking Lot with additional Conditions of Approval. AYES: 6 MEMBERS: Dawson, Hill, Bartram, Jacoubowsky, Latasa, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Davis ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Due to the applicant being absent, Committee Member Jacoubowsky moved to place Item 5 at the end of the agenda. Committee Member Latasa seconded the motion. The motion passed 6- 0-1. 5. Consider 599 Lighthouse Avenue; Architectural Review 12-206 for Installation of New Storefront Windows; Applicant Morteza Torabbeigi; Owner Kathy Congdon; C-2 Zoning District; Exempt from CEQA Requirements. ACTION: Continued application with direction. 3 Architectural Review Committee Minutes Wednesday, August 15, 2012 1. Modify the plans to included divided windows. A reasonable division would be sixteen panes – four rows and four columns. 2. Modify the plans to include a window sill that is 12” – 18” above the grade to match the windows on the west elevation. 3. Modify the plans to include the trim, including the upper trim above the windows, to match the windows on the west elevation. 4. Provide dimensions of the proposed window trim. Committee Member Comments: Committee Member Jacoubowsky stated that the glass should not go all the way to the ground. Committee Member Bartram stated that the ARC should not design the project for the applicant but they should redesign and resubmit based on the direction given. On a motion by Vice Chair Hill, seconded by Committee Member Sullivan, and carried by the following vote, the Architectural Review Committee continued application with direction. Consider 1042 Del Monte Avenue; Architectural Review 12-066 and Sign Permit 12-067 for Construction of a New Canopy, New Signage and Exterior Building Alterations; Applicant JR Beard; Owner James Kim; C-2 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted Resolutions for Construction of a New Canopy, New Signage and Exterior Building Alterations with an additional Condition of Approval. Condition of Approval: 1. The plans shall be revised to include a decorative gable end treatment consisting of horizontal siding. This detail shall be included on the forthcoming Building Permit plans. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. 4 Architectural Review Committee Minutes Wednesday, August 15, 2012 Applicant: Robert Beard was present. He stated that he would answer any questions and added that Senior Planner Ebbs gave a nice overview of the changes requested by the ARC at the last meeting. He answered questions regarding the Chevron sign being centered on the building and the proposed lighting. Public Comments: None Committee Member Comments: Committee Member Bartram stated the dormer should be softened at the ends to fit with the neighborhood feel. On a motion by Committee Member Latasa, seconded by Chair Dawson, and carried by the following vote, the Architectural Review Committee adopted Resolutions for Construction of a New Canopy, New Signage and Exterior Building Alterations with an additional Condition of Approval. AYES: 6 MEMBERS: Dawson, Hill, Bartram, Jacoubowsky, Latasa, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Davis ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Chair Dawson announced that Barbara Bass Evans passed away last week. Committee Member Jacoubowsky stated that he attended the memorial service for Virginia Fry. INFORMATIONAL REPORTS & STAFF COMMENTS None. ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 7:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours.
