MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, September 5, 2012 4:00 PM - 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS, MONTEREY, CALIFORNIA Members Present: Dawson, Hill, Davis, Latasa, Sullivan Members Absent: Bartram, Jacoubowsky Staff Members Present: Senior Planner Ebbs, Urban Forester Reid, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: Committee Member Davis abstained from the Minutes due to not being present at the meeting. On a motion by Committee Member Latasa, seconded by Vice Chair Hill, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 4 MEMBERS: Dawson, Hill, Latasa, Sullivan NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Bartram, Jacoubowsky ABSTAIN: 1 MEMBERS: Davis RECUSED: 0 MEMBERS: None Approval of Minutes 1. August 15, 2012 ACTION: Approved the Minutes as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 2. Consider 145 Stephen Place; Tree Removal Appeal 12-216 for Removal of a 38" Monterey Pine; Applicant/Owner Mike Gabrielson; R-1-15 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted Resolution to Approve the Removal of a 38" Monterey Pine with an additional Condition of Approval. Architectural Review Committee Minutes Wednesday, September 5, 2012 Condition of Approval: 1. The applicant shall plant three 5-gallon Monterey Pine trees within 6 months of removal of the tree. The exact location, species, and size shall be at the direction of the City Forester. It is the responsibility of the applicant to coordinate these tree replacements. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and both he and City Forester Reid answered Committee Members’ questions. Applicant: Mike Gabrielson was present. He stated that he has seven points to make. The first point was safety because if the tree falls, it will hit his house. The second point is that there is plenty of room for him to replant a tree, thirdly there is a lot of trees that have already fallen in the area, the fourth point he stated is that there is an agreement that says that trees need to stay in place to allow for animal habitats, the fifth point is that the tree creates a unique skyline if a person stands on his property but not from public property. The sixth point is that the tree stands alone because all the trees have fallen around it and the last point is that the arborist report was submitted before the staff report was written. He answered questions regarding the anxiety of his wife and seeing the tree from other locations around the neighborhood. Public Comments: None. Committee Member Comments: Committee Member Latasa stated that the applicant has provided evidence that there is anxiety with his house and maybe there could be a 3:1 replacement since the forest is thinning in that area. Committee Member Davis stated that the Committee has been persuaded in the past to approve tree removal over anxiety. Committee Member Sullivan stated that a lot of houses in Monterey have trees surrounding them and he has concerns that the tree could be seen from the area and asked if this wouldn’t cause a precedent in the future. Vice Chair Hill stated that he agrees with the staff report. On a motion by Committee Member Latasa, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted Resolution approving the Removal of a 38" Monterey Pine with an additional Condition of Approval. Consider 1064 Harrison Street; Tree Removal Appeal 12-232 for Removal of an Oak Tree; Applicant/Owner Todd and Marianne Bartos; R-1-6 Zoning District; Exempt from CEQA Requirements. ACTION: Continued application to the September 19, 2012 ARC Meeting. On a motion by Committee Member Davis, seconded by Committee Member Latasa, and carried by the following vote, the Architectural Review Committee continued application to the September 19, 2012 ARC Meeting. ACTION: Adopted Resolution for the Relocation of a Wall Sign with an additional Condition of Approval Condition of Approval: 1. The sign shall be centrally located above the middle three window bays. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Hunter Harvath was present. He stated that he needs to move the existing sign over the window due to the new bus stop upgrades that are taking place and that the sign already matches the existing sign facing Ramona. He added that MST doesn’t have the money right now to make a new sign for the business and hopes this procedure will comply with the new city guidelines. He answered questions regarding the blue background color, not having the sign internally illuminated, and the cost of relocating the sign. Public Comments: None. Committee Member Comments: Committee Member Davis stated that he likes what MST is doing with the bus program and asked that the sign be centered on the posts. On a motion by Committee Member Davis, seconded by Committee Member Sullivan, and carried by the following vote, the Architectural Review Committee adopted Resolution for the Relocation of a Wall Sign with an additional Condition of Approval. Consider 595 Munras Avenue; Architectural Review 12-142 for Construction of a New Mixed- Use Building and Associated Site Improvements; Applicant Daryl Hawkins, AIA; Owner City of Monterey; C-2 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted Resolution for the Construction of a New Mixed-Use Building and Associated Site Improvements with Modifications to the Conditions of Approval. Conditions of Approval: 1. This approval constitutes approval of Preliminary Architectural Review. Final Architectural Review is still required. 2. The following modifications shall be demonstrated on the submittal for Final Architectural Review: a. The trash enclosure design shall be enhanced by extending the wall nearest the sidewalk to a height equivalent to the roof and providing additional screening landscaping such as bougainvillea on a trellis, or other architectural details. b. The parking spaces with overhang shall be modified such that: i. There is no more than 24” of overhang; ii. All overhang is free of any obstruction; iii. The required dimension of the parking space is met; iv. The ground within the overhang is either paved if against the building, or left natural if adjacent to landscaping. c. The post at the southwest corner of the building, nearest the intersection, shall be eliminated and the balcony shall be designed to be cantilevered. 3. The applicant shall explore raising the plate heights of the second floor to 9’-0”. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Doug Wiele and Daryl Hawkins were present. Mr. Wiele stated that the property is very interesting and handed out a photo showing the building from the early years and added that he had asked the architect to design the building around that picture. He apologized for the details that were missing and stated that the ground floor space is not just retail but will also be a restaurant. He added that he doesn’t have a preference between flat tile or barrel tile and that historic design is shingles and not shake. The building finish will be smooth, the trash enclosure will have roof and a drain and the gates will never be open. Mr. Wiele ended by stating that the trees on the back property line will be removed because they have been butchered and were recommended by the arborist to be removed. Both men answered questions regarding the roof material, the separation between the retail and the residences, the handicap parking spaces, the HVAC access, leakage, the elevator tower element, and the trash enclosure roof treatments. Public Comments: None. 4  Architectural Review Committee Minutes Wednesday, September 5, 2012 Committee Member Comments: Committee Member Sullivan stated that the plate height is higher than normal and if a tile roof is being installed the eave could be changed. Committee Member Latasa stated that he could go with applicant’s handicap space as it is shown on the plans. Committee Member Davis stated that the applicant has done a good job with fitting a building on the site and agrees with the parking spaces as presented on the plans. A discussion was held and issues were clarified and recommended for resubmittal for final architectural review. On a motion by Vice Chair Hill, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted Resolution for the Construction of a New Mixed-Use Building and Associated Site Improvements with Modifications to the Conditions of Approval.
