CONSENT ITEMS On a motion by Committee Member Dawson, seconded by Committee Member Kimzey, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 7 MEMBERS: Sullivan, Latasa, Dawson, Freeman, Jacoubowsky, Kimzey, Silva NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. November 13, 2013 ACTION: Approved as amended. Mr. Kinison Brown requested that the Committee amend the seventh bullet on page 5 to read “The requirement of parking spaces will be changed to 1 space for studios and 1.5 spaces for one bedroom apartments.” He also requested to amend the tenth bullet on page 5 to read “G.3.3 will be eliminated and bullet one of G.3.8 will be eliminated.” 2. November 20, 2013 ACTION: Approved as submitted. ***End of Consent Agenda***  Architectural Review Committee Minutes Wednesday, December 4, 2013 PUBLIC COMMENTS None. PUBLIC APPEARANCE 3. Consider 67 Garden Court; AR Application 13-436 for Additional Satellite Dishes for an Existing Television Broadcast Station and Removal of Two Trees; Applicant Gill Davis for Entravision Communications; Owner Dianne Felker for Eileen Feather Studios of Beverly Hills; I-R-130-RA Industrial, Administration, and Research Zoning District; Exempt From CEQA Requirements ACTION: Adopted a Resolution to approve additional satellite dishes for an existing television broadcast station and removal of two trees with added Conditions of Approval Staff Presentation/Committee Member Questions Mr. Kinison Brown presented the Agenda Report and answered Committee Members’ questions. Applicant Gill Davis, Mediaway Architecture, said that one of the trees on site is small enough to relocate, but the larger tree would have to be removed. He said the larger tree is beginning to cause damage to the parking lot and he is willing to find a box tree equal in size to replace it. Committee Member Silva recommended replacing the cyclone fencing presented on the plans with a rail wood fence to complement the building. In response to Committee Member Silva, Mr. Davis said the most recently submitted plans include a redwood fence instead of a cyclone fence. Public Comments None. Committee Member Comments Committee Member Dawson said the only issue remaining from the prior meeting is the tree removal permit, and that the application now appears to be a complete and appropriate proposal. Chair Sullivan concurred. Committee Member Jacoubowsky said that the replacement tree should be placed on the Garden Road side of the building and not the parking lot side. Chair Sullivan said the usual practice of the ARC is to defer to staff and City Forester Robert Reid to determine placement of the tree. In response to Committee Member Dawson’s question, Mr. Kinison Brown said that the most recently submitted set of plans reflects a six foot high redwood fence painted to match the building and an oak tree with location to be determined by City staff. Committee Member Dawson made a motion to adopt a Resolution to approve additional satellite dishes for an existing television broadcast station and removal of two trees with the added Conditions of Approval as follows:  The cyclone fence will be replaced with a redwood fence as proposed in the 2  Architectural Review Committee Minutes Wednesday, December 4, 2013 most recently submitted plans.  The removed multi-prong Oak tree will be replaced with a 24 inch boxed multi-prong Oak tree. Consider 6 Loma Vista: AR Application P-13-412 for Demolition and Replacement of a Single Family Residence and Garage and Removal of One 10" Birch Tree; Applicant Steven River Gurtin; Owner Steven River Gurtin and Diana Case-Gurtin; R-1-10 Residential Single-Family Zoning District; Exempt from CEQA Requirements ACTION: Continued application to a date uncertain for redesign. Staff Presentation/Committee Member Questions Mr. Kinison Brown and Ms. Cole presented the Agenda Report and answered the Committee Members’ questions. Applicant Steven River Gurtin, property owner, said that he intends to live in the house once it is constructed and that he wants a single level house that preserves the current footprint. Mr. Gurtin said that he is willing to lower the roof pitch and make it tar or gravel, and that when speaking with the neighbors the main concern was garage height. In response to Chair Sullivan’s question, Mr. Gurtin said that the existing house is a slab elevation with radiant heat and a four inch topping slab that will be removed. Public Comments Alan Haffa, resident of Loma Vista Place, said that his residence is a Japanese style house that has a wall of windows with a view of Mr. Gurtin’s existing residence and the hills. He thanked the ARC for their work and requested a continuance of the item to give staff, the applicant, and neighbors time to meet and work out concerns. Arlene Haffa, resident of Loma Vista Place, said the elevation of Mr. Gurtin’s existing home is lower than her property and the proposed building raises the foundation eight feet. She suggested placing the garage on the lower side of the property to prevent blockage of the hill view from her residence. Hans Jannasch, President of the Monte Vista Neighborhood Association, said that although the neighborhood does not have its own design guidelines, he encourages the applicant to minimize visual bulk, avoid blank wall faces, avoid blocking views, work with existing trees, and recognize the architectural detail of other houses in the area. Committee Member Comments Committee Member Dawson said he would like to further examine the view impacts not displayed on the plans. Committee Member Kimzey said it would be appropriate to continue the item to give all parties involved time to work out the issues. Committee Member Jacoubowsky and Committee Member Freeman concurred. Chair Sullivan said existing elevations should be presented to show the differences between the current and proposed house. Committee Member Silva said the bulk and massing of the house should be minimized to make the house more compatible with the neighborhood. Vice Chair Latasa concurred and said modulation is also a concern. Committee Member Dawson said that less modulation in the roof and more modulation in the walls would improve the design of the house. Committee Member Freeman said adding room level windows would lessen the modulation of the building. In response to Committee Member Kimzey’s question regarding the Staff Report, Ms. Cole said based on the Citywide Single Family Guidelines, staff found the proposed house to be consistent and did not observe a view impact. Committee Member Kimzey said the ARC should focus on the guidelines and that dictating the design of a house is out of their jurisdiction. Committee Member Silva said that the ARC is charged with determining the compatibility of houses with the neighborhoods. Committee Member Kimzey made a motion to continue the application for one month, and then amended his motion to continue the application to a date uncertain for redesign. Committee member Dawson seconded the motion. In response to Vice Chair Latasa’s request for clarification, Committee Member Kimzey said that the motion for redesign is to address the concerns with the neighbors and involved parties. Consider 409 Alvarado; AR Application 13-483 to Install Umbrellas in the Outside Patio Area; Applicant: Don Desai (Caffe Trieste); Owner City of Monterey; C-2 Zoning District; Exempt from CEQA Requirements ACTION: Adopted a Resolution approving AR Application 13-483 to install umbrellas in the outside patio area with amended Conditions of Approval. Staff Presentation/Committee Member Questions Ms. Cole presented the Agenda Report and answered Committee Members’ questions. Applicant No applicant present. Public Comments Warren Dewey, Golden State Theater and Sushi Moto, said he is concerned that the placement of three umbrellas may block the signage of Sushi Moto. He said because the restaurant space is small the sign is very important, and he supports the placement of two umbrellas instead of three. Committee Member Comments In response to Vice Chair Latasa’s question, Ms. Cole said Committee Member Freeman may present her research to the Committee because it is in regards to umbrella color. Committee Member Jacoubowsky and Committee Member Freeman concurred that the photos were only for color purposes, and not reflective of size or placement. Committee Member Freeman presented photos of different umbrella colors variations to the Committee including buff, green, white, red, blue, burgundy, and yellow. Committee Member Dawson said the addition of three umbrellas would not block the Sushi Moto signs or cause a problem. Committee Member Silva concurred and said the signs would only be blocked temporarily when driving on Alvarado Street. Committee Member Kimzey said the ARC should allow only two umbrellas to ensure that Sushi Moto is not negatively affected by their decision. In response to Committee Member Kimzey’s question, Ms. Cole said that neither the City nor the encroachment permit requires upkeep of the umbrellas to prevent weathering. Committee Member Jacoubowsky said the umbrellas should be a color that contrasts with the building instead of blending in. Committee Member Freeman concurred and said the bright lime green colored umbrellas at Pinkberry on Alvarado Street are very attractive. Committee Member Dawson said he does not support the burgundy color of the umbrellas and that the applicant should be allowed to choose the color of the umbrellas. Committee Member Kimzey made a motion to adopt a Resolution approving AR Application 13-483 to install umbrellas in the outside patio area with the amended Conditions of Approval as follows:  Only two umbrellas will be installed There was no second to the motion. 5 Architectural Review Committee Minutes Wednesday, December 4, 2013 Committee Member Silva said that only allowing two umbrellas would not fully maximize the space since there are three tables. Committee Member Silva made a motion to adopt a Resolution approving AR Application 13-483 to install umbrellas in the outside patio area with the amended Conditions of Approval as follows:  The proposed umbrellas can be in colors as determined by the applicant as long as each is the same color. On a motion by Committee Member Silva, seconded by Committee Member Freeman, and carried by the following vote, the Architectural Review Committee Adopted a Resolution approving AR Application 13-483 to install umbrellas in the outside patio area with amended Conditions of Approval: AYES: 5 MEMBERS: Latasa, Dawson, Freeman, Jacoubowsky, Silva NOES: 1 MEMBERS: Kimzey ABSENT: 1 MEMBERS: Sullivan ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Committee Member Silva said during his time serving on the Architectural Review Committee, he has been very impressed with the City of Monterey Planning Staff. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Cole informed the Committee that the December 18, 2013 Architectural Review Committee meeting will either be canceled or be a short meeting. She also thanked the Committee for their participation in the North Fremont Specific Plan and said a community meeting regarding the Plan will be held December 4, 2013 from 6:00-8:30 pm at the Casanova Oak Knoll Park Center.
