MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, December 18, 2013 AFTERNOON SESSION ONLY 4:00 pm – 7:00 pm FEW MEMORIAL HALL OF RECORDS, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Members Present: Sullivan, Latasa, Dawson, Freeman (4:04 pm), Jacoubowsky Members Absent: Kimzey, Silva Staff Members Present: Principal Planner Cole, Principal Planner Kinison Brown, Recording Secretary Nelson CALL TO ORDER Chair Sullivan called the meeting to order at 4:01 pm. CONSENT ITEMS On a motion by Committee Member Dawson, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 4 MEMBERS: Sullivan, Latasa, Dawson, Jacoubowsky NOES: 0 MEMBERS: None ABSENT: 3 MEMBERS: Freeman, Kimzey, Silva ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. December 4, 2013 ACTION: Approved as submitted ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 2. Consider 10 Ryan Ranch Road; AR and Tree Removal Permit 13-497 Allowing Two New Storage Buildings; Applicant Gary Parola (Monterey Disposal Service); Owner City of Monterey, Negative Declaration Previously Filed ACTION: Adopted a Resolution approving Architectural Review and Tree Removal Permit 13-497. Staff Presentation/Committee Member Questions Kimberly Cole presented the Agenda Report and answered Committee Members’ questions. Architectural Review Committee Minutes Wednesday, December 18, 2013 Applicant Wade Reese, Architect for Monterey Disposal, was present to answer Committee Members’ questions. In response to Chair Sullivan’s question, Mr. Reese said that the purpose of the chain link fence is to allow air to move freely under the canopy where debris is sorted. Public Comments None. Committee Member Comments Committee Member Dawson made a motion to adopt a Resolution approving Architectural Review and Tree Removal Permit 13-497. On a motion by Committee Member Dawson, seconded by Committee Member Freeman, and carried by the following vote, the Architectural Review Committee adopted a Resolution to approve Architectural Review and Tree Removal Permit 13-497: AYES: 5 MEMBERS: Sullivan, Latasa, Dawson, Freeman, Jacoubowsky NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Kimzey, Silva ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None 3. Consider 1500 Mark Thomas Drive (Santa Catalina School); Tree Removal Permit 13-511; Applicant Richard Patterson; Owner Santa Catalina School; R-1-20 Zoning District; Mitigated Negative Declaration Adopted ACTION: Adopted a Resolution approving Tree Permit 13-511. Staff Presentation/Committee Member Questions Ms. Cole presented the Agenda Report and answered Committee Members’ questions. Applicant Richard Patterson, Assistant Head of School Advancement for Santa Catalina School, said the current overhang height is 10.5 feet and the proposed project would raise the overhang to 13 feet for fire clearance and require removal of the Holly tree and two ornamental trees. In response to Committee Member Dawson’s question, Mr. Patterson said that a taller brush fire truck may have difficulties with the current 10.5 foot clearance space, but that there is access from an alternate side. In response to Chair Sullivan’s question, Mr. Patterson said removal of the ornamental trees is necessary because they are located where the gas and water lines will run and where staging will occur. Public Comments None. Committee Member Comments Committee Member Jacoubowsky said there are no viable alternatives to the proposed fire lane project because the site easternly to the fire road drops off rapidly towards the freeway. 2 Architectural Review Committee Minutes Wednesday, December 18, 2013 Committee Member Dawson made a motion to adopt a Resolution approving Tree Permit 13-511. On a motion by Committee Member Dawson, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee adopted a Resolution approving Tree Permit 13-511: AYES: 4 MEMBERS: Latasa, Dawson, Freeman, Jacoubowsky NOES: 1 MEMBERS: Sullivan ABSENT: 2 MEMBERS: Kimzey, Silva ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS In response to Committee Members’ comments, Ms. Cole clarified that the issue of umbrellas at 409 Alvarado Street must be agendized for a formal discussion to be held and that there is no vehicle for reconsideration as the appeal period has ended. Committee Member Dawson said he is participating in an Alliance of Monterey Area Preservationists (AMAP) drive that is being held to save a Richard Neutra house in Pebble Beach and have it registered on the California Register of Historic Resources. Committee Member Freeman said that the pending dates need to be updated on the City of Monterey public website for ARC and confirmed that the next ARC meeting will be on January 15th. Chair Sullivan wished everyone a happy holiday season. INFORMATIONAL REPORTS & STAFF COMMENTS Mr. Kinison Brown said a very constructive discussion was held between Hans Jannasch, River Gurtin, and neighbors regarding the project at 6 Loma Vista Drive. Ms. Hopper informed the Committee that the applicant for 2090 North Fremont Street has requested additional time, and that the project will be at the ARC meeting in January. Public Comments are taken during the afternoon session and continued at the evening session. Individuals may choose to speak once for up to three minutes at either session, but not both. ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
