MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, August 6, 2014 AFTERNOON SESSION ONLY 4:00 – 7:00 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Members Present: Latasa, Kimzey, Searle, Silva, Sullivan Members Absent: Freeman, Dawson Staff Members Present: Principal Planner Cole, Senior Associate Planner Hopper, Principal Engineer Harary, Associate Mechanical Engineer Baer, Recording Secretary Nelson CALL TO ORDER Chair Latasa called the meeting to order at 4:02 pm. CONSENT ITEMS Committee Member Silva abstained from voting on item #1 of the Consent Agenda due to his absence from the July 16, 2014 meeting and item #4 due to a conflict of interest. Committee Member Kimzey requested to remove item #2 from the Consent Agenda for discussion. Chair Latasa made a motion to approve the Consent Agenda excluding item #2. Committee Member Sullivan seconded the motion. On a motion by Committee Member Latasa, seconded by Committee Member Sullivan, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS, excluding item #2: AYES: 5 MEMBERS: Latasa, Kimzey, Searle, Silva (abstaining from items #1 and #4), Sullivan NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Freeman, Dawson ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None 1. Minutes of July 16, 2014 ACTION: Approved as submitted. 2. Consider 351 Madison Street; AR Permit 14-265 for Preliminary and Final Architectural Review of a New Fuel Pump Station with Canopy for Fire Station #1 and Tree Permit 14-273 for the Removal of One Tree for Drive Aisle Construction; Applicant Andreas Baer for the City of Monterey; Owner City of Monterey; PC-D Zoning District; Exempt from CEQA ACTION: Removed from Consent; Discussed; Adopted a Resolution approving Preliminary and Final Architectural Review with added Conditions of Approval.  Architectural Review Committee Minutes Wednesday, August 6, 2014 Staff Presentation/Commissioner Questions Christine Hopper presented the Agenda Report and answered Committee Members’ questions. Applicant Bob Hararay, Capital Projects, said the City’s three fueling stations were constructed many years ago, and are not up to today’s code standards. He also said the City Council approved closing one of the three stations, located at Ryan Ranch, to decrease the amount of on-going fuel station updates in the future and due to the large volume of cars that utilize the Madison Street fueling station. Mr. Harary said the proposed project will increase efficiency without expanding capacity or causing additional traffic on Pacific Street. In response to Committee Member Kimzey’s questions, Andreas Baer, Capital Projects, said that the City Fleet contains around 50 work trucks of various sizes, and that the Madison Street fueling station is the predominate fueling station for various city vehicles due to its centralized location. Public Comments None Commissioner Comments Committee Member Kimzey said he is concerned with aesthetics and safety of increasing the volume of vehicles filled at the station, and therefore cannot support project. In response to Commissioner Silva’s concerns regarding safety, Mr. Baer said the canopy is intended to provide coverage for the pin pads and pumps and will stay within the bollards, and clarified that the rafters would be constructed of steel, not wood. Ms. Hopper said that the project no longer includes a tree removal permit, as noticed, since City trees do not require a permit for removal. In response to Chair Latasa’s question regarding color of the facility, Ms. Hopper said a Condition of Approval could be added requiring dispensers to be stainless steel in color. In response to Chair Latasa’s question regarding the urgency of the project, Mr. Harary said that the State Water Board only allowed a 60 day time period for the City to remedy all 18 violations and denied a request for an extension. Commissioner Silva said the canopy does not appear to be fully developed and suggested a Condition of Approval that the planting strip between the tanks and the sidewalk be improved and that the canopy be removed. Committee Member Searle said he supports removing the canopy and increased landscaping to minimize the visual impacts of the tanks. Chair Latasa concurred. Committee Member Silva made a motion to adopt a Resolution approving Preliminary and Final Architectural Review with added Special Conditions of Approval as follows: 4. That the canopy shall be eliminated from the proposal and additional shrubs and plants be installed in the landscaping strip between the fuel island and Pacific Street to screen the facility from the public right-of-way. 5. That the color of the fuel dispensers be stainless steel. 2  Architectural Review Committee Minutes Wednesday, August 6, 2014 Committee Member Kimzey said he does not support the motion because the siting, form, and architectural style are not appropriate for the project site and the area and do not add to the aesthetics of Monterey. He also said he has concerns with the safety of a high volume gas station in the downtown area. Committee Member Sullivan said he is not opposed to the canopy, but supports the motion. Committee Member Searle seconded the motion. Chair Latasa said he supports the motion and location of the fueling station. Chair Latasa directed Mr. Williams to the City Council and Public Works staff for assistance with his questions. PUBLIC APPEARANCE 7. Consider 780 Abrego Street; AR Permit 14-202 for Preliminary Architectural Review of a Building Addition and Exterior Alteration to an Existing Structure; Applicant DeEtta Greenwalt (First Church of Christ Scientists); Owner First Church of Christ Scientists; C-2 Community Commercial Zoning District; Exempt from CEQA ACTION: Adopted a Resolution approving Preliminary Architectural Review of a Building Addition and Exterior Alteration to an Existing Structure at 780 Abrego Street. Staff Presentation/Commissioner Questions Kimberly Cole presented the Agenda Report and answered Committee Members’ questions. Applicant Ken Skates, HGHB Architects, gave a brief history of the building and said the main goal of the project is to make the building more inviting and to better utilize the space and slope of the site. He also said the project proposes several changes including a wood shake tile roof, overhangs, increased fenestration, a new sky bridge, entry stairs leading directly to the sidewalk, ADA accessible ramps, a smoother stucco exterior, a garden paseo area, and terra cotta window shading baguettes. Public Comments None. Commissioner Comments Committee Member Sullivan complimented the building design and said it is a nice use of the space. Chair Latasa complimented the applicant on his presentation and said the project is a great design. Committee Member Searle said he is excited about the design and it is his favorite ARC project to date. He also said the project will be a huge asset to the community, and complimented the architect for his creativity and the congregation for their support. Committee Member Kimzey complimented the project design and said it is a great improvement that will add to the aesthetics of the City. Committee Member Silva said the project is superb and is the finest design he seen while serving on the ARC. 4  Architectural Review Committee Minutes Wednesday, August 6, 2014 Committee Member Kimzey made a motion to adopt a Resolution approving Preliminary Architectural Review of a building addition and exterior alteration to an existing structure at 780 Abrego Street. Committee Member Sullivan seconded the motion. On a motion by Committee Member Kimzey, seconded by Committee Member Sullivan, and carried by the following vote, the Architectural Review Committee adopted a Resolution approving Preliminary Architectural Review of a building addition and exterior alteration to an existing structure at 780 Abrego Street: AYES: 5 MEMBERS: Latasa, Kimzey, Searle, Silva, Sullivan NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Freeman, Dawson ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Committee Member Silva complimented former Planning staff member Taven Kinison Brown and said he contributed to the betterment of Monterey. Chair Latasa agreed that Mr. Kinison Brown was professional and wrote thorough reports. In response to Committee Member Searle’s question, Ms. Cole said that no information has been given to staff regarding when appointments for ARC Members with expired terms will be confirmed. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Cole informed the Committee that the appeal for 230 Lighthouse Avenue will be considered by City Council on August 19, 2014 at 7:00 pm. Ms. Cole also said the City is looking in-house to rehire and increase Planning staffing levels. Ms. Hopper said the ARC and Planning Commission Chairs and Vice Chairs will have a meeting on August 28, 2014 at 4:00 pm to discuss the Planning application review process. Ms. Hopper also said the Lighthouse Specific Plan meetings were well received and staff will host two more meetings regarding Design Guidelines on Thursday, August 28, 2014. Ms. Cole said the Introduction, Challenges, Visions and Goals of the Lighthouse Specific Plan have already been published to the City’s Planning website.
