MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, August 20, 2014 4:00 pm - 5:30 pm 7:00 pm - 11:00 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Members Present: Latasa, Freeman, Dawson, Kimzey, Searle, Sullivan Members Absent: Silva Staff Members Present: Principal Planner Kimberly Cole, Senior Associate Planner Todd Bennett CALL TO ORDER Chair Latasa called the meeting to order at 4:03 pm. CONSENT ITEMS Committee Member Sullivan made a motion to approve the Consent Agenda. Committee Member Freeman seconded the motion. Freeman and Dawson abstained from item #1. On a motion by Committee Member Sullivan, seconded by Committee Member Freeman, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 6 MEMBERS: Latasa, Freeman, Dawson, Kimzey, Searle, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Silva ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. August 6, 2014 ACTION: Approved as Submitted. *Committee Member Freeman and Committee Member Dawson abstained from the vote on this item due to their absence at the August 6, 2014 meeting. Other Consent Items 2. Consider 32 Cannery Row; Sign Permit Application 14-274 for Banner Signs in Adjacent Parking Lot; Applicant Anjanette Adams of Monterey Signs; Owner City of Monterey; O Zoning District; Exempt from CEQA Requirements. ACTION: Adopted the Resolution approving the Sign Permit Architectural Review Committee Minutes Wednesday, August 20, 2014 application. ***End of Consent Agenda*** PUBLIC COMMENTS Ms. Cole said the Resolution approving the project 585 Cannery Row, adopted at the August 6, 2014 Architectural Review Committee, contained an error specifying the wrong materials for the shed. She said the shed will use thermo plastic material and she suggested the project return to the ARC for review and approval of the use of this material. PUBLIC APPEARANCE 3. Consider 865 Lighthouse Avenue (Starbucks); AR Permit 14-235 for Preliminary and Final Architectural Review Exterior Alterations and Site Improvements; Applicant Lisa Sunderland of SCM Solutions, LLC; Owner Ausonio Nancy Co. TRS Et Al; C-2 Zoning District; Exempt from CEQA Requirements ACTION: Adopted a Resolution approving the exterior alterations and site improvements with added Conditions of Approval. Staff Member Presentation and Committee Member Comments: Kimberly Cole presented the Agenda Report and answered Committee Member questions. Applicant: Phil Bennett, director of store development, said 60-70% of transactions occur at the drive up window with the average transaction spanning 30 seconds. In response to Committee Member Dawson, Mellissa Bompu, project manager, said the proposed roofing material is bronze and is not accurately depicted in the renderings. She said the darker roof color provides greater contrast with the wood and the paint color of the building and adds variety and interest. She said the roof pitch will not be altered. In response to Committee Member Sullivan's question, Ms. Bompu said they would be willing to eliminate the parking space adjacent to the drive thru and replace it with a bulb out. In response to Committee Member Kimzey, Mr. Bennett said this is similar to store parking for numerous other Starbucks' in the area. In response to Committee Member Latasa, Ms. Bompu said they will maintain the existing framing and stucco. Public Comment: None. Committee Member Comments: Committee Member Searle said the proposed design does not incorporate enough richness in color and the building as proposed is bland. He said the multiple entries create confusion for the patrons and suggested one of the roof entries be removed to 2 Architectural Review Committee Minutes Wednesday, August 20, 2014 make one entrance more prominent and make the location of the entry more understandable. Committee Member Freeman said at the recent Lighthouse Specific Plan Community Meetings, residents expressed desire for more landscaping and sidewalk cafes. she said this proposal meets the residents’ vision of this area and she said she supports the improvements. Committee Member Latasa said he supports the application as submitted with the exception of the roofing and redwood. He said he agrees with Committee Member Sullivan's suggestion to remove the parking space closest to the drive thru and said he is not convinced that any other elements of the parking should be altered. Ms. Cole said the City Traffic Engineer would prefer parallel parking with a plant strip and trees. Committee Member Freeman said she would like to propose a double door on one entrance to denote a major entrance to the building. Committee Member Sullivan said he disagrees with Committee Member Searle's suggestion to alter the entrances. In response to the Committee Member Kimzey’s question, Ms. Bompu said the recycling and garbage bins will be removed from the trash enclosure and placed on the street for pickup. Committee Member Freeman made a motion to adopt a Resolution approving the exterior alterations and site improvements with added Conditions of Approval as follows: Special: 5. That all signs shown on the plans are not approved as part of this permit, including the wood burned logo on the wood screen, and require a separate Sign Permit. 6. That all signs will be reviewed and approved by the ARC. 7. The following modifications shall return to the ARC for review and approval: a. Modify the parking along the Hawthorne driveway be modified for safety in accordance with recommendations by the City Traffic Engineer (i.e. parallel spaces, planters and driveway modification). b. Eliminate the parking space adjacent to the drive thru and replace with a bulb out and additional landscaping. c. Resubmittal of the wood finish and roof color d. Consider redesign of one of the front (Lighthouse Avenue) entries to be more prominent than the other front entry. 8. That lighting cut sheets be submitted to staff for review and approval. Committee Member Dawson seconded the motion. Consider 780 Abrego Street; AR Permit 14-202 for Final Architectural Review of a Building Addition and Exterior Alteration to an Existing Structure and Tree Removal Permit for a Eucalyptus Tree; Applicant DeEtta Greenwalt (First Church of Christ Scientists); Owner First Church of Christ Scientists; C-2 Community Commercial Zoning District; Exempt from CEQA ACTION: Adopted a Resolution approving Final Architectural Review of a Building Addition and Exterior Alteration to an Existing Structure at 780 Abrego Street and approving removal of the Eucalyptus Tree Removal Permit. Staff Member Presentation and Committee Member Comments: Kimberly Cole presented the Agenda Report and answered Committee Member Questions. Applicant: Ken Skates, HGHB architects, said the project aims to enhance the aesthetics of the building through the use of warm and neutral materials. Public Comment: None. Committee Member Comments: Committee Member Searle said he supports the project and made a motion to adopt a Resolution approving Final Architectural Review of a Building Addition and Exterior Alteration to an Existing Structure at 780 Abrego Street and approving removal of the Eucalyptus Tree Removal Permit. Committee Member Sullivan seconded the motion. On a motion by Committee Member Searle, seconded by Committee Member Sullivan, and carried by the following vote, the Architectural Review Committee Adopted a Resolution approving Final Architectural Review of a Building Addition and Exterior Alteration to an Existing Structure at 780 Abrego Street and approving removal of the Eucalyptus Tree Removal Permit. Consider 241 Dela Vina Avenue; AR Permit 14-240 for Preliminary and Final Architectural Review of a New Commercial Building; Applicant Joseph Rock, Architect; Owner Barry Vasu; C-3-D2 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted a Resolution approving Final and Preliminary Architectural Review of a new commercial building, with Conditions of Approval. Staff Member Presentation and Committee Member Comments: Todd Bennett presented the Agenda Report and answered Committee Member questions. Applicant: Joseph Rock, applicant, said it is a simple project with the intention of adding to the commercial building to make it more aesthetically pleasing. Public Comment: None. Committee Member Comments: Committee Member Kimzey made a motion to adopt a Resolution approving Final and Preliminary Architectural Review of a new commercial building, with Conditions of Approval.. Committee Member Dawson seconded the motion. On a motion by Committee Member Kimzey, seconded by Committee Member Dawson, and carried by the following vote, the Architectural Review Committee Adopted a Resolution approving Final and Preliminary Architectural Review of a new commercial building, with Conditions of Approval. Consider 862 Belden Street; AR Permit 14-256 for Preliminary and Final Architectural Review of a Second Story Addition to a Single Family Dwelling and a Side Yard Setback Variation for the Second Floor Addition (7 feet required, 6 feet proposed); Applicant/Owner Mitch Lowe; R-3-5 Zoning District; Exempt from CEQA Requirements. ACTION: Tabled the item to a date uncertain to allow for redesign. Staff Member Presentation and Committee Member Comments: Mr. Bennett said the applicant/property owner has decided to redesign the project and the revised project will return to the Committee in September. 5 Architectural Review Committee Minutes Wednesday, August 20, 2014 Mr. Bennett suggested the item be tabeled Applicant: No applicant present. Public Comment: None. Committee Member Comments: Committee Member Dawson made a motion to table the item to a date uncertain. Committee Member Kimzey seconded the motion. On a motion by Committee Member Dawson, seconded by Committee Member Kimzey, and carried by the following vote, the Architectural Review Committee tabled the item, to allow for redesign, to a date uncertain. In response to Committee Member Dawson's suggestion, Ms. Cole said a view sharing policy is included in the Planning Office work program within revisions to the Zoning Ordinance. Committee Member Latasa announced he attend the August 19, 2014 City Council Meeting alongside Committee Member Freeman and said the appeal of the project at 230 Lighthouse Ave was denied. In response to Committee Member Latasa's question, Ms. Cole said the term "whereas" in every Resolution is a legal finding. Committee Member Sullivan said applicants should not be able to apply for Building Permits until all planning permits have been approved. In response to Committee Member Sullivan, Ms. Cole suggested the item be agendized and discussed at a future meeting. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Cole said the Lighthouse Specific Plan Community Meeting will be held on Thursday, August 28, 2014 from 9:30 am - 11:00 am at the Scholze Park Center and 7:00 pm- 8:30 pm at Hilltop Park Center. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record.
