CALL TO ORDER
Chair Latasa called the meeting to order at 4:02 pm.
CONSENT ITEMS
On a motion by Committee Member Dawson, seconded by Committee Member Searle,
and carried by the following vote, the Architectural Review Committee approved the
CONSENT ITEMS:

Approval of Minutes
1. August 20, 2014 Minutes
ACTION: Approved with Amendments.
Committee Member Latasa said that the Conditions of Approval for 865 Lighthouse
should be altered to remove the language that states ”prior to the issue of Building
Permits.”
Committee Member Freeman said that the Conditions of Approval for 865 Lighthouse
Avenue Resolution should be altered to state the ARC requested resubmittal of the wood
finish and colors, not the sign proposal. Committee Member Freeman also suggested
the following Condition of Approval be added to reflect the Committee’s decision: the sign
proposal will be reviewed by the ARC

Architectural Review of Outdoor Furniture; Applicant Justin Pauly; Owner City of
Monterey; No Zoning District; Exempt from CEQA Requirements
ACTION: Adopted a Resolution Approving an Amendment to AR Permit 12-224 for
Outdoor Furniture.

Commercial Zoning District; Exempt from CEQA
ACTION: Adopted a Resolution approving AR Permit 14-248 for Final Architectural
Review that specifies a brown TPO for the electrical shed roof.
Staff Presentation/Committee Member Questions:
Kimberly Cole presented the Agenda Report and answered Committee Member
questions.
Applicant:
Daryl Hawkins requested the Committee approve a tan shade of the TPO material for the
shed roofing in order to help prevent seagull droppings.

Committee Member Comments:
Committee Member Silva said he supports the alteration of color and the use of TPO.
Committee Member Kimzey said this is a minor, appropriate alteration. Committee
Member Dawson made a motion to adopt a Resolution approving AR Permit 14-248 for
Final Architectural Review that specifies a brown TPO for the electrical shed roof.
Committee Member Kimzey seconded the motion.
On a motion by Committee Member Dawson, seconded by Committee Member Kimzey,
and carried by the following vote, the Architectural Review Committee adopted a
Resolution approving AR Permit 14-248 for Final Architectural Review that specifies a
brown TPO for the electrical shed roof:

Stephen Poletti & Mike and Nisha Patel; Owner Stephen Poletti; R-1-20 Zoning
District; Exempt from CEQA Requirements
ACTION: Adopted a Resolution Approving AR Permit 14-224 for
Preliminary and Final Architectural Review of a Two-Story Addition to
an Existing Single-Family House with amended Conditions of
Approval.

Kimberly Cole presented the Agenda Report and answered Committee Member
questions.
Applicant:
Mike Patel, applicant, said this project was approved three years ago but expired. He
said he is applying for the same permits.
Public Comment:

Committee Member Comments:
Committee Member Kimzey said the Condition of Approval that requires landscaping
should be removed.
Committee Member Kimzey made a motion to adopt a Resolution Approving AR Permit
14-224 for Preliminary and Final Architectural Review of a Two-Story Addition to an
Existing Single-Family House with the following amended Conditions of Approval:
Standard:
1. That, prior to submittal for Building Permits, the applicant shall provide a copy of these
Conditions of Approval on the front page of any plans to be included in the Building
Permit submittal.
2. That the hours of construction shall be limited to the hours of 7:00 am to 7:00 pm
Monday through Friday, 8:00 am to 6:00 pm Saturday and 10:00 am to 5:00 pm
Sunday.
3. That this approval will expire 24 months from the date of approval by the City of
Monterey Architectural Review Committee unless the required building permits are
issued for the project. It is the applicant’s responsibility to track the expiration date and
any request for extension must be made a minimum of 60 days prior to expiration. No
renewal notice will be sent to the applicant or property owner.
Committee Member Silva seconded the motion.

carried by the following vote, the Architectural Review Committee Adopted a Resolution
Approving AR Permit 14-224 for Preliminary and Final Architectural Review of a Two-
Story Addition to an Existing Single-Family House with amended Conditions of Approval

6. Consider 55 Camino Aguajito; Sign Permit Application 14-142 for a Multi-tenant
Sign Program; Applicant Don Desai; Owner William Gamble; VAF Zoning District;
Exempt from CEQA Requirements.
ACTION: Continued the item with the following direction for redesign: remove wall
signs, remove changeable copy sign, explore altering the awning signs to
reduce font size and consider removal one of the awning signs.
Staff Presentation/Committee Member Questions:
Christine Hopper presented the Agenda Report and answered Committee Member
questions.
Applicant:
Don Desi said he changed the five sign faces when the business changed. He said the
pole sign is vital to the operation and visibility of the restaurant. Mr. Desai said if the
Committee requires the pole sign to come down he will withdraw his application.
Public Comment:

Committee Member Comments:
Committee Member Searle said the item should be continued, with direction, to allow the
business owner to return with an agreeable solution.
Committee Member Dawson said modifying the square footage of the three awning signs
could minimize the total sign area.
Committee Member Silva made a motion to advise the applicant to remove the wall
signs. Committee Member Searle seconded the motion.
Committee Member Kimzey said there are currently too many signs on the property and
that he does not support the motion.
On a motion by Committee Silva, seconded by Committee Member Searle, and carried
by the following vote, the Architectural Review Committee moved to advise the applicant
to remove the wall signs:

Committee Member Dawson made a motion to continue the item with the following direction for
redesign: remove the changeable copy sign, explore altering the awning signs to reduce font
size and consider removal one of the awning signs. Committee Member Freeman seconded
the motion.
On an amended motion by Committee Member Dawson, seconded by Committee
Member Freeman, and carried by the following vote, the Architectural Review Committee
continue the item with the following direction for redesign: remove the changeable copy

COMMITTEE MEMBER COMMENTS
Committee Member Dawson said AMAP will be hosting a tour of Salinas.
Committee Member Kimzey said he attended the Lighthouse Specific Plan meeting
alongside Committee Member Freeman. He commended staff on their work on the plan
thus far.
Committee Member Silva said the exterior alterations to the Monterey Herald Building
have been completed and the building looks great.
Committee Member Latasa said he attended a meeting with the Chair and Vice chair of
the Planning Commission and said he voiced his disappointment with the tone of the
Planning Commission at the hearing for the appeal of 230 Lighthouse Avenue. He said
the discussion was interesting and helpful.
Committee Member Freeman suggested the ARC hold a special meeting to go over the
guidelines for Resolutions.

session and continued at the evening session. Individuals may choose to speak once for up to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
