Chair Silva called the meeting to order at 4:00 p.m.

Approval of Minutes
1. February 15, 2017
Action: Approved as amended.
On a motion by Committee Member Rath, seconded by Committee Member Silva, and
carried by the following vote, the Architectural Review Committee _approved the minutes
of February 15, 2017 as amended.

PUBLIC APPEARANCE
2. Confirm Annual Appointments for Chair, Vice Chair, and Subcommittees (CEQA:
Not a Project)
Action: Approved Staff’s recommendation to appoint Sandra Freeman to Vice
Chair of the Architectural Review Committee.

Senior Associate Planner Bennett presented the Agenda Report and took Committee
Members’ questions.

Committee Member Comments
Chair Silva said that over the years, Committee Member Freeman had proven a
commendable choice to hold the position of Vice Chair. He made a motion to approve
Committee Member Freeman’s appointment to Vice Chair.
On a motion by Committee Member Silva, seconded by Committee Member Rogers, and
carried by the following vote, the Architectural Review Committee approved the appointment of
Sandra Freeman to Vice Chair of the Architectural Review Committee.

3. Approve 550 Wave Street; Sign Permit Application 16-003 for a Multi Tenant Sign
Program; Applicant Glenn E. Warner, Architect; Owner Yaghoob Hakim Baba Jack
Hakim; C-2 Zoning District (Exempt from CEQA Article 19, Section 15301, Class 1)
Action: Approved as submitted.
Staff Presentation/Committee Member Questions
Associate Planner Roveri presented the Agenda Report and took Committee Members’
questions.
Vice Chair Freeman asked if the café and the candy store could have fin signs within the
allocated square footage.
Ms. Roveri said yes and explained the site plan, which included projecting signs. She
noted that staff found that neither the café’s nor the candy store’s fin signs would be
visible from the recreation trail.
Chair Silva asked about sign area calculations based on building frontages, including a
wall face with a 45 degree angle to the street.
Ms. Roveri explained that the wall in question was considered a frontage and that any
building face with a door or entrance would be calculated into sign square footage.
Committee Member Rath asked if the new sign would be larger than the current sign.
Ms. Roveri deferred to the applicant.

Glenn Warner, architect for the project, said that the new directory sign would be 10
inches wider than the current one to accommodate individual signs of equal size for each
tenant. He said that he felt Ms. Roveri’s presentation was very adequate in describing
the signage proposal and that his main goal was to conform to the Citywide Sign
Guidelines.
Committee Member Comments
Committee Member Rath said that although the sign was proposed to be larger, she did
not see any major visual impacts as a result and that she was in support of the project.

Vice Chair Freeman noted that the Steinbeck Plaza was in need of new tenants and that
updated signage would hopefully encourage an increase in tenants. She noted that it
may be more advantageous for the café and the candy store to place their fin signs
within sight of the recreation trail, but said that Mr. Warner’s efforts in visual
improvements for the plaza were much appreciated.
On a motion by Committee Member Freeman, seconded by Committee Member Rogers,
and carried by the following vote, the Architectural Review Committee approved the
application as submitted.

INFORMATIONAL REPORTS & STAFF COMMENTS
Mr. Bennett said that the Boards and Commissions Subcommittee was currently in the
process of interviewing and making recommendations for appointments of new ARC
members. He also noted that the 520-560 Munras Avenue Biergarten project would be
on the agenda at the next ARC meeting on March 15, 2017.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Architectural Review Committee and which
is not on the agenda. Any person or group desiring to bring an item to the attention of the
Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

public discussion, but that do not require formal noticing as public hearings. You are welcome to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
